We are recruiting to fill the position below:
Job Title: Compliance Consultant
Location: Abuja (FCT)
Employment Type: Contract
Project Overview
- In Nigeria, Malaria Consortium implements several largescale public health programmes in collaboration with the Federal Ministry of Health, State Ministries of Health, donors, and implementing partners.
- Key projects include Philanthropic Fund (PF), Global Fund (GF), Monitoring and Evaluation support for Insecticide-Treated Net (ITN) campaigns, Perennial Malaria Chemoprevention (PMC), Seasonal Malaria Chemoprevention (SMC), SARMAAN II, and CORE programmes.
- With the expansion of the country office portfolio and the implementation of the PF supported ITN campaign across four states (FCT, Abia, Borno, and Kogi) there is an increased need for dedicated compliance oversight to ensure effective programme implementation, adherence to organizational and donor requirements, and timely identification and mitigation of operational risks.
- The ITN campaign will be implemented concurrently with other large-scale interventions, including Seasonal Malaria Chemoprevention (SMC) activities.
- This presents increased operational complexity and necessitates enhanced compliance monitoring and quality assurance to ensure that resources are utilized appropriately, campaign activities are implemented according to approved protocols, and programme objectives are achieved.
- To strengthen programme accountability, improve compliance with donor and organizational requirements, and enhance internal controls across the country office portfolio, it is important to engage a Compliance Technical Consultant.
- The consultant will support the Programmes Compliance Unit in examining and evaluating the adequacy, effectiveness, and efficiency of systems, controls, processes, and procedures across project activities, with a particular focus on the ITN campaign.
- The assignment will provide independent compliance support through routine compliance reviews, campaign monitoring, commodity audits, procurement compliance assessments, and risk management activities.
- The consultant will contribute to ensuring compliance with Malaria Consortium policies, donor regulations, campaign protocols, and applicable technical guidelines, while identifying opportunities to strengthen controls, improve operational efficiency, and mitigate programme risks.
Purpose of the Assignment
- The purpose of this assignment is to engage a consultant to support the Programmes Compliance Unit in examining and evaluating the adequacy, effectiveness, and efficiency of project systems and procedures across the Country Office portfolio and ITN campaign activities.
- The consultant will provide assurance on compliance with Malaria Consortium and donor policies, assess operational effectiveness, support quality implementation, strengthen internal controls, and contribute to risk mitigation and cost-effectiveness.
Scope of Assignment
