CHILD SAFEGUARDING: Level 3- The responsibilities of the post may require the post holder to have regular contact with children or young people and, in the overseas context all posts are considered to be level 3 posts in view of potential situations which may allow staff unsupervised access to vulnerable children and young people.

ROLE PURPOSE:

The post holder will have contact with children and/or young people frequently. He/she will provides managerial, technical, and administrative support to the project field teams. He/she is responsible for designing programmes and writing proposals for new or ongoing projects in line with SC goals and strategic directions. For purposes of ensuring healthy collaboration with other projects or initiatives in North west region, the Officer will actively participate in protection/SRH-related activities and meetings, and will also seek active collaboration with other players working in the child protection sector

KEY AREAS OF ACCOUNTABILITY:

Programme implementation:

  • With the support and guidance of Programme Manager and Gender Advisor, lead the implementation of Save the Children’s Protection, Gender and Sexual Reproductive Health project activities within the implementing LGAs in Katsina and host communities through provision of Protection in development and Safe Space services to adolescent girls.
  • Establish community-based child protection committees to respond to issues of abuse, SGBV, neglect and other protection concerns for adolescent girls.
  • Referral mapping for CP and other specialized services (Health, MHPSS, Legal, etc)
  • Capacity needs assessment and capacity building for government line ministries and health care providers
  • Conduct consultative meetings with various stakeholders (State Assembly, CSOs, Religious and Traditional Leaders, relevant government agencies, women and men groups and Children Parliament) to gain acceptance and buy in of the stakeholders.
  • Hold retreats with members of the state Assembly, Ministry of Women Affairs and Youth Development, Ministry of Justice plus selected Traditional and Religious Leaders to further discussion on CRA passage and implementation.
  • Support Government (Ministry of Women Affairs and Ministry of Justice to develop the draft bill and implementation plan.
  • Advocate for the presentation of the bill at the state house of assembly.
  • Support the children’s parliaments to create awareness and demand for the CRA
  • Hold a commemoration event for the International Day of the Girl Child or Universal Children’s Day.
  • Conduct monthly meetings with men and boys on GBV prevention to challenge harmful practices, gender norms, gender inequalities and promote positive social norms.
  • Rapid assessment of which health facilities have which particular health workers’ roles
  • In the wake of COVID pandemic, support decontamination of selected 20 HFs and provision of WASH materials
  • Support State and LGA to establish/resuscitate ASRH Technical Working Group
  • Establish supportive supervision system to health workers through routine health facility monitoring including coaching.
  • To help develop a comprehensive gender strategy for the project which identifies all activities requiring a gender lens and ensures that the teams responsible for these are aware of the requirements.
  • To monitor and encourage the implementation of the gender strategy.
  • To report on the implementation of the gender strategy to the Project Director and ensure that this is also reported on in the donor reports.

Capacity Building:

  • Train health workers on gender responsive ASRH curriculum to provide adolescent-friendly services.
  • Support development of training plans for adolescent girls and other community partners based on identified needs.

Documentation and reporting:

  • Responsible for developing timely and quality LGA level reports on activities, project results, case studies and lessons learned for Protection, Gender and Sexual Reproductive Health interventions within the project.
  • Support the MEAL team to ensure that data are captured in a correct and accurate manner.
  • To prepare implementation reports, weekly, monthly or other periodical reports for SCI and funding partners.
  • To report on progress and documentation of best practices.
  • Support in development of communication materials, case studies and blogs.

Representation & Advocacy & Organisational Learning:

  • With guidance from the Programme Manager (PM), assist in establishing and sustaining positive relationships with religious and traditional leaders at the community and LGA levels
  • Conduct awareness raising on child marriage during CPC meetings
  • Contribute to communications and media work as required.
  • Working closely with the PM and Gender Advisor, develop partnerships to leverage resources, ensure adequate coverage in the response and ensure adequate funding consistent with SC resource mobilisation strategy and response plans
  • Advocate for, and support, the development of sustainable, child-friendly and hazard-resistant standards and designs for CP centres.
  • Represent SCI programme in the coordination at state levels; represent SC at the State SGBV/Protection Sector Working Group meetings, Ministry of Women Affairs working closely with UNHCR, UNOCHA among others, to address issues related to strategic planning, roles and responsibilities of sector partners, and joint advocacy.

General:

  • Prepare performance objectives together with program staffs and give the necessary feedback, follow up and support to improve staff performance
  • Comply with the requirements of Save the Children’s child protection/safeguarding policies, comply strictly with security procedures and other staff policies.
  • Work in close collaboration with other members of the project team to deliver on project’s scope.

Perform other tasks as maybe assigned to you, from time to time.

QUALIFICATIONS

  • B.Sc/BA/HND in Nursing or Social Sciences or equivalent combination of relevant training and experience

SKILLS & EXPERIENCE

Essential

  • At least 3 years of work experience in Protection work, supervision, community mobilisation and distributions and solid understanding of the actual Nigeria Emergency context.
  • Proven ability to supervise a CP and SGBV project with holistic approach and integrated to child protection right.
  • Excellent computing and data management skills.
  • Ability to adapt and work effectively in remote areas, work in a challenging work environment with minimal direct supervision.
  • Ability to take personal responsibility for completing tasks to a high standard and to meet deadlines.
  • Willingness to work flexibly and professionally in a dynamic and fast-moving environment Good understanding of Katsina state community settings, local culture and sensitivity is an added advantage.
  • Experience on working in collaboration with Government counterpart at LGA level
  • Some experience of representation and ability to represent SC effectively in external forums
  • A high level of written and spoken English and fluency in local language
  • Politically and culturally sensitive with qualities of patience, tactics and diplomacy.

  • Mature personality with life experience is an advantage
