WHAT WE DO …

SOLIDARITY INTERNATIONAL (SI)is an association of’ international humanitarian aid which, for more than 40 years, has been helping people who are victims of armed conflicts and natural disasters by responding to the vital needs, drinking, eating, sheltering. Particularly engaged in the fight against diseases related to unhealthy’, the leading cause of death in the world, SI implements through its interventions an expertise in the field of’access to drinking’water,’sanitation and the promotion of hygiene but also in that, essential, food security and means of’. Present in more than 20 countries, the SI teams, 2500 people in total, composed of’expatriates, national staffs, permanent staff at headquarters, some volunteers…intervene with professionalism and commitment in respect of cultures.

THE MISSION

The mission of Solidarity International (SI) in Chad and Cameroon, named Tchameroun, merged in 2021.

Its coordination is based in Yaounde. It consists of’a country director,’a coordination of programs (coordinator, assistant and SERA manager),’an administration, HR and finance department (coordinator, assistant, assistants),’a logistics department (coordinator, HR and finance, assistant and managers), d’une grant manager and a reporting and communication officer. SI Tchameroun also has three field coordinators (CT).

SI Tchameroun is present in the regions of the Eastern Logone, Lake, Ouaddai and Sila, Chad, the Far North’ (EN) of Cameroon, N’Djamena and Yaounde. The mission receives humanitarian (ECHO and CDCS) and development (AFD) funding. She is currently leading projects of’surgence assistance –EHA, cash transfers-, strengthening the means of’ existence and’access to’eau,’hygiene and’ sanitation. It incorporates a strong dimension of’autonomization and strengthening of civil society organizations and the resilience of the beneficiaries of its projects.
Bases and sub-bases 8 of which 6 operational, Makary, Maroua, Gore, Baga Sola, Adre and Goz Beida

Number of national employees: 90.
Number of international employees: 13.
Budget 2023: approximately 4.5 million’euros.

This recruitment notice concerns the position of field coordinator in eastern and southern Chad, in charge of the bases of Adre (in Ouaddai), in, goz Beida (in Sila) and Gore (in the Eastern Logon). It is the result of a reconfiguration at the margin of the mission (attachment of the sub-base of Gore to the base of the east), due to the decrease in the volume of activities in eastern Chad. The three bases and sub-bases welcome about thirty employees.

JOB DESCRIPTION

General objective :

The/the field coordinator (CT) has a role of head of mission by delegation in an area of’a country in which SI intervenes. He/She is the privileged interlocutor.e of the/of the country director.trice (DP).

General objectives of the position, in the’intervention area :

  • Propose, according to the geopolitical and humanitarian context, the regional strategy and ensure its implementation once validated.
  • S’insure of the security of IS personnel and assets.
  • Control and ensure that projects are carried out in accordance with the IS charter and in compliance with internal and contractual procedures.
  • Mobilize the material and financial resources necessary for the good conduct and quality of the programmes and supervise their management. Actively participate in the’ identification of opportunities and in the drafting of project proposals.
  • Supervise and accompany SI employees.
  • Representing SI to authorities, partners, donors, media and civil society.

Main Challenges :

  • Ensure a monitoring of the context in eastern and southern Chad, volatile because of the proximity of the Sudanese and central African borders and inter-communal conflicts.
  • Maintain an efficient network of relationships and contacts, enabling the’exchange of reliable information, with a view to strengthening partnerships and obtaining new funding. Continue to promote the specific positioning of SI : as close as possible to needs, geographically and in its fields of’ expertise ; project interventions in the continuum from the’urgency to development.
  • Supervise employees and work to reduce turnover and to improve the quality of the programmes.
  • To pilot the actions of SI from three different localities, quite distant.

Priorities for the first 2/3 months :

  • Support the restructuring of the mission in eastern and southern Chad.
  • Participate actively in coordination with other stakeholders and partners, in a competitive environment for ONGI.
  • Strengthen the skills of the programme and SERA teams.

YOUR PROFILE

Training :

Master in international development, project management, administration/finance/HR, or equivalent.

Technical experience and skills :

  • 3 Years of minimum experience in the humanitarian sector
  • 3 Years of minimum experience in an equivalent position
  • Management skills, ability to federate and supervise.
  • ’analysis and projection capabilities.
  • Security management and understanding of a volatile security environment.
  • Project management, ideally in SAME and/or EHA.
  • Relationship, coordination and networking capabilities.
  • Appetence for the microphone (close accompaniment of colleagues) and the macro (strategic projections).

Languages :

  • French, oral and written
  • Proficiency in English and/or Arabic is an asset

IF YOU WILL OFFER THE FOLLOWING CONDITIONS

An employee position : According to experience, from EUR 2860 gross per month (2600 base salary + 10% annual leave allowance paid monthly) and a Per Diem monthly of USD 600

SI also covers accommodation and travel costs between the expatriate’s country of origin and the place of employment.

Breaks : During the mission, a system of alternation between work and leave is set up at the rate of 7 working days every three months (with USD 850 allocated by Solidarity International). In addition to these break periods, there is one additional day of rest per month worked.

Social and medical coverage : Expatriates receive insurance that reimburses all health costs (including medical and surgical expenses, dental and ophthalmological care, etc, repatriation) and a contingency system including war risks. Vaccination and antimalarial treatment costs are reimbursed.

CONDITIONS OF LIFE :

Basis of attachment: Adré, regular trips ( once a month approximately ) to Goz Beïda and / or Goré.
The CT is one of two expatriates for SI to the east ( and to the south ) of Chad, with the log-admin. Many international NGOs and United Nations agencies have offices in Adré, less in Goré and Goz Beïda. Living conditions are simple; some bars exist, there are few sources of leisure.
Within the SI base at Adré ( a single office / guest ), the CT will have an individual room and SDB. The base is equipped: water, electricity, Internet, air conditioner, television.
MSF is installed in Adré and allows immediate care in the event of illness. In case of more serious health concern, a transfer to a structure of N’Djamena may be organized.

SECURITY CONSTRAINTS :

  • The context of’ intervention in eastern and southern Chad is experiencing community and ethnic tensions. The proximity of the borders to Sudan and the CAR can lead to additional tensions. The regions have been host to a large number of people displaced, particularly on the Sudanese border, since the conflict resumed in Sudan in April 2023.
  • The cities where the SI bases/subbases are located are known to be quiet. Crime acts are recorded.
  • For all movements in the field, in the localities of intervention, the checks secu must be precise, the means of communication efficient.
  • The authorities are looking at humanitarian activities. It is essential to maintain a good relationship and to respect the rules relating to the communication of’information on activities.
