Job Title: CCCM/SNFI program Manager

Job Summary

The CCCM Manager is responsible for leading the technical planning, and implementation in Rann,Brono State. The CCCM Manager is responsible for coordination of services at site and area level, capacity building, community engagement, and monitoring displacement trends. S/he ensures the establishment of effective and representative camp governance structures and promotion of beneficiary participation in decision making; ensures sound information and database management, facilitates effective communication within the camp population and local authorities; oversees the operation, care, and maintenance of relevant services; ensures safe and organized reception procedures and distribution of assistance to new arrivals; manages data collection and site monitoring, and takes action to fill gaps when minimum standards are not met. S/he liaises closely with Sector Managers within BOAID and develops and sustains strong partnerships with all stakeholders in IDP camps. S/he supervises a team of BOAID camp management staff – contracted of teams of casuals and incentive workers.

Responsibilities:

• Identify priorities and technically assist projects
• Maintain close relationship with key leadership structures in all targeted camps to ensure adequate understanding of community dynamics
• Manage the Camp Management Team Leaders, and ensure that a robust participatory approach is implemented in the camps, with a particular focus on community-based groups and community outreach
• Improve on existing contingency planning in relation to fire response, as well as identify further contingency planning needs within BOAID-managed camps
• Identify beneficiary information needs and provide guidance to n staff in developing information and awareness-raising materials and activities with beneficiary participation
• Improve data collection tools for ensuring accountability to humanitarian standards by service providers, CCCM, and other stakeholders
• Maintain and strengthen links with BOAID’s teams, particularly protection
• Overall responsibility for implementation of CCCM projects, including budget reviews and expenditure, indicator tracking and preparation of donor reports.
• Ensure that all operational, financial and logistics procedures are followed according to BOAID’s operations handbook and donor guidelines for CCCM projects. Ensure full donor compliance for all CCCM activities and procurements (in collaboration with support services and grants/funding teams)
• Lead on preparation of proposals and strategic documents related to BOAID CCCM programme
• Lead and manage the CCCM team (including people planning, performance, well-being and development
• Staff capacity building and development, especially on camp management principles
• Directly line manage direct reports, and provide supervision and guidance to entire Camp Management team
• Develop training materials for beneficiary capacity building, conduct training of trainers for national CCCM staff and provide support in delivering training sessions to beneficiaries

Requirement:

• 3 years of work experience in emergency and humanitarian response operations on displacement related affairs, preferably in camps and camp-like situations and/or coordination
• At least 3 years of direct experience in camp management
• Master’s degree (e.g. political science, international development, or economics)
• Demonstrated ability to manage staff
• Demonstrated responsibility for managing budgets and expenditures
• Experience of working with relevant donors including preparation of proposals and reports
• Experience of representation in cluster system and other relevant forums
• Demonstrated experience of responsibility for ensuring compliance with organization operational, logistic and financial procedures.
• Successful completion of CCCM trainings
• Have a calm, patient demeanor with the ability of confronting stress in constructive ways
• Demonstrated skills as a trainer/capacity builder
• Demonstrated intercultural sensitivity
• Documented mid-level/senior level management experience
• Systematic mind-set and capability of implementing changes
