PROJECT BACKGROUND
1.1. Rationale for the call
Action Against Hunger is a global humanitarian organization that takes decisive action against the causes and effects of hunger. Our humanitarian actions focus on the prevention, detection and
treatment of undernutrition in nearly 50 countries around the globe. Our humanitarian organization has provided its expertise for more than 40 years in various fields such as health and
nutrition, food security and livelihoods, access to water, sanitation and hygiene, climate but also mental health. Action Against hunger has been operational in Nigeria since 2010 and in 2018 the organization launched Rapid Response Mechanism, a modality aimed at ensuring timely delivery of humanitarian assistances affected by different crises in the North East states of Borno and Yobe.
The humanitarian emergencies in Nigeria are vast and complex with interrelated drivers that cause repeated crisis. These crises ranges from armed conflict, farmers and herders conflict, flooding to mention a few, have left a trail of destructions and millions of people in need of urgent humanitarian assistances. The 2021 Humanitarian Response Plans estimates about 8.7m people are in need in North East Nigeria. UNOCHA HNO, 2021 reported that WASH needs have increase in scale and severity. An estimated 2.8 million people lack sustained equitable access to WASH
services in the BAY states. 1.02 million people receive less than 15 liters per person per day while about 1.068 million people have intermittent water access. Access to hygiene and sanitation for
an estimated 2.8 million people is hindered, as most households have no latrine and practice open defecation (OD) or share a single latrine with more than 20 others with limited access to handwashing with soap and water, and no personal hygiene materials. Moreover, around 1.15 million children aged 6-59 months are expected to suffer from acute malnutrition during the course
of 2021, with more than half of them (605,000) expected to be severely malnourished. Over 123,000 pregnant or lactating women are also expected to suffer from acute malnutrition (IPC
Acute Malnutrition Analysis SEPTEMBER 2020 – AUGUST 2021). Moreso, Sokoto, which is one of the flood prone areas, according to REACH survey in November 2020, recorded, as high as 74% of the host population and 63% of the IDPs reported being affected by floods. The ongoing wide spread cholera outbreak in 2021 has so far affected 25 states including Abuja out of 36 States of the federation with about 69,925 case reported and 2,323 deaths from week epi week 35 sitrep (30 August- 05 September).
The National Emergency Management Agency is primarily tasked to respond to humanitarian and natural disasters across the whole country along with the State Emergency Agencies. The agency
coordinate resources towards efficient and effective disaster prevention, preparedness, mitigation and response in Nigeria and coordinates strategic efforts for disaster risk reduction. The
organization has developed some capabilities to detect new health risks through real-time surveillance, and laboratory capabilities to test the diseases. Although the Government has
relevant policies to guide emergency responses, implementation and established institutions have a limited capacity to respond. Emergency preparedness and response mechanisms are not
adequately responsive due to poor infrastructure, a weak base of health systems, weak accountability systems, and fragmented data and information monitoring systems.
Furthermore, as mentioned above these crises are diverse, vast in occurrences and they require jointly fronted efforts to minimize the impact of these crises on the lives of the vulnerable
populations.
Action Against Hunger Nigeria mission will be able to strategically address emergencies through an existing rapid response mechanism and the country emergency team (CET) and stakeholders
identified. Considering the emergency in the North East and Northwest Nigeria, this situation calls for a more prepared and robust emergency response plan and action. The ACF mission, in line with its 2021- 2022 Emergency Preparedness Response Plan (EPRP), will support NEMA/SEMA and relevant State and National actors as a contributor to the Nigerian Humanitarian Response Plan to address
emergency needs in Northeast and Northwest Nigeria.
In addition, Action Against Hunger continues to place people and communities at the centre of all our initiatives as their collaboration is vital to create effective solutions to prevent and reduce
hunger and eradicate sever undernutrition. In that regard, we aim to build medium and long term partnership with community rooted stakeholders that will ensure our responses are continuously
in line with local communities’ priorities and cultures.
In this regards, ACF is conducting stakeholders, national NGOs and civil society organization (CSO) mapping with the aim of identifying potential partners and stakeholders in Adamawa, Bauchi, Yobe
and Borno states of Northeast Nigeria and Kano, Sokoto, Jigawa, Katsina, Zamfara and Kebbi State in the North west. This exercise will promote synergy and explore areas of expertise and
collaboration with stakeholders during emergency response. Potential disaster risk and trends will be analyzed per location with early warning signs as part of preparedness plan. ACF will work
closely with government stakeholders. According to the outcome of mapping, two (2) local NGOs per states will be selected and MOU for partnership will be signed for possible collaboration during
emergencies.
2.0 PURPOSE AND OBJECTIVES OF THE CALL
2.1. Project Goal
ACF is seeking strategic partnerships with NGOs that have competencies to address emergencies preparedness through both an existing rapid response mechanism plan for the identified states
and project based collaborations.
2.2. Specific Objectives:

  • To identify and map potential partners and stakeholders in Adamawa, Bauchi, Yobe and Borno states of Northeast Nigeria and Kano, Sokoto, Jigawa, Katsina, Zamfara and Kebbi State in the
  • North west;
  • To promote synergy and explore areas of expertise and collaboration with stakeholders during emergency response;
  • To identify capacities and resources towards mitigating emergencies relating to flood, cholera and conflicts,
  • To identify and select partners with same like mind goals with Action Against Hunger in emergency preparedness and response for possible collaboration and response.
  • To identify and select partners for longer-term collaboration in the fight against hunger.

3.0 USERS OF THE CALL
Direct users: Action Against Hunger Emergency Team, Technical and Senior Management Teams, Action Against Hunger Technical Advisors/ Director in the HQ (France) and NEMA/SEMA.
Indirect users: State and Local governments, ministries, UN agencies and Global Clusters, NGOs and NGO Consortiums and CSOs.

Use of the call

  • This mapping of various stakeholders from the Northeast and Northwest States will help Action
  • Against Hunger identify possible partners to be better prepared in cases of disasters in those identified regions, and in our emergency and recovery programs. It will also better equip Action
  • Against Hunger and other stake holders in Nigeria with quality and grass root information on the
  • various disasters in each state and sustainable strategies as it relates to emergency programming.

4.0 ELIGIBLE ORGANIZATIONS:
The potential partner shall essentially meet the following mandatory requirements:

  • Must be a registered entity with relevant Nigerian Authorities and possess legal right to operate in the country.
  • Must be physically present in the geographical location interested with clear indigenous experience and strong community presence in the states applied.
  • Must demonstrate experience implementing either in WASH, Health and Nutrition and Food security and livelihood activities in the geographical locations interested in
  • Familiarity with the context of the humanitarian situation in Northeast and Northwest Nigeria
  • will be an added advantage.
  • Must have clear organization mission and vision
  • Must have proven expertise and previous experience in community based humanitarian intervention.

5.0 Proposal Submission Requirements
Interested organization should submit an expression of interest, which is comprised of the following elements.
Capture brief background of the organization (name, registration/ incorporation status, membership (individual or affiliate or both plus numbers), year of registration, form of registration, laws of the country that govern its operation, vision, mission, physical address, contact details (e-mail and telephone), objective of the organization, strategic focus, governance & management structures and state their level of activity.
Summary of projects/programs if any, networks of affiliation or collaboration and the donors/development partners who support them, evidence of projects report implemented
(Final Report) submitted and references.

6.0 Evaluation of applications
The evaluation of the applications by an internal team comprising of the Audit team and emergency
coordinator will be conducted. Internal evaluation criteria and selection procedures from Action Against
Hunger Nigeria will be applied.

The selection criteria will be based on the following:
6.1 Eligibility criteria: Eligibility criteria are the basic condition for an application to be considered for any further stage. Actions Against Hunger will not consider applications that cannot
demonstrate:

  • Proof of legal registration in Nigeria and in the states of operation
  • Proof of no suspension by legal authorities

6.2 Selection criteria: Action Against Hunger will use selection criteria to select the successful
stakeholders based on its expectations and objectives.
