Introduction
Restoration of Hope Initiative (ROHI) is a National Non-Governmental Organization that has spent over 5 years engaging extensively with conflict-affected communities in North-Eastern Nigeria through tailored programs in education, protection, livelihood and WASH.
ROHI envisions a global community that is free of illiteracy, diseases and conflict.
Our mission is to improve access of individuals; especially the poor, disabled and vulnerable population to quality education and social services through partnerships with public and private organizations.
Our core values are Teamwork, Accountability, Transparency and Mutual understanding.
As we evolve, the need to review the strategic direction remains paramount in ensuring that we retain relevance in our spheres of influence; key into donor priorities and fufiil our mandate accordingly. To guide ROHI along its program cycle, ROHI intends to develop a 3 years (20222024) strategic plan. ROHI intends to undertake this strategic planning exercise through the guidance of a consultant.

Deliverable
3 years’ strategic plan

SCOPE OF ASSIGNMENT:
The main objective of this consultancy is to develop a new strategic plan for ROHI that takes into account the current internal and external operating environment in order to enhance our effectiveness and sustainability in the area of humanitarian aid in the Northeast, while also setting a roadmap for scaling up in the North West. At the end of this consultancy, we expect that ROHI will adopt the strategic plan, building on the achievements brought forward as part of the implementation of the past programs. To achieve this, the consultant will review and guide
ROHI in clearly defining: –
i. Our Vision, Mission & strategic areas and objectives; including priority focus areas for the strategic period
ii. Our situational context, through a SWOT or other relevant analysis.
iii. Sustainability plan; including proposals for effective financial and Human resource strategies
iv. Our stakeholder map and identify relevant strategies to engage them to advance our stated objectives
v. Risk analysis and management approaches vi. Functional organizational & leadership structure
vii. Monitoring and reporting framework to enable effective tracking of the strategic plan viii. Costing of the plan.

LOCATION: The consultant is free to work from anywhere around Nigeria. For stakeholders consultations and other activities that require consultant’s presence in either Abuja, Borno, Adamawa and Yobe, ROHI shall arrange for travels and DSA.

METHODOLOGY:
The consultant is at liberty to propose methodology that would adequately result in the expected deliverables outlined in this call. A participatory approach together with critical reflection by the board, management, members, staff and key stakeholders will make the process meaningful. The following steps are highly recommended for the process.
i. Development of Strategic Planning guidelines and discussion of ROHI’s management ii. Inception meeting with ROHI leadership to review the strategic plan guidelines, following which the consultant will prepare an inception report outlining the key steps, specific deliverables and timelines agreed upon for the strategic development plan process
iii. Review and analysis of existing documents, including but not limited to ROHI’s project documents, relevant sector/partner/donor publications, critical research on the media landscape. The aim is to identify focus areas and develop strategic objectives and key result areas for the same as well key opportunities and gaps, national and global priorities and what works.
iv. Undertake stakeholder mapping and analysis; Through a consultative process and application of an appropriate tool of analysis, the consultant will conduct consultations/FGDs with Board of Directors, staff and key stakeholders to identify key strategic areas, critical issues, opportunities and gaps to be addressed in the Strategic Plan.
v. Develop and administer a questionnaire to ROHI staff to include a participatory approach to the development of the strategic plan.
vi. Review and validation of the draft Strategic Plan. The ROHI Board and management will receive and review the draft of the Strategic Plan in a session with the consultant. The consultant will modify the draft based on feedback and share the second draft. Further modifications may be required, but these should be minimal. A strategic development workshop maybe considered to enable the process consultative and engaging.
vii. The ROHI Board of Directors will formally approve the final document once satisfied and adopt it in a Board meeting.

DELIVERABLES:
i. An inception report detailing the methodology/ approaches and timelines associated with this consultancy assignment
ii. A needs assessment report highlighting the current status and gaps in ROHI’s strategic direction, covering both internal and external factors relevant to the organizational operating environment.
iii. A two day strategic planning workshop for ROHI Board & Staff
iv. Conduct FGD/interviews with key stakeholders to identify key strategic and program priority issues.
v. A comprehensive report of document review and analysis.
vi. Draft Strategic Plan for review and feedback (with clear vision, mission, strategic objective).
vii. Feedback session from ROHI Board of Directors, management and staff.
viii. Final Strategic Plan document that includes but not limited to
a. Organisational strategy for programs and finance.
b. Sustainability strategy as well in terms of finances and structures.
c. A clear strategic roadmap to organisational goals within a specified time.

Duration of Work
4 Months Requirements


a) Academic Qualifications
At least a bachelors’s degree in a relevant field in the area of planning, public policy or development studies. Higher qualifications is an advantage.
b) Experience
i. At least five years professional experience in development and management ii. Prior working experience in Northeast is an added advantage
iii. Demonstrated experience in working with government partners and other stakeholders in public sector development programs especially in the area of capacity development
iv. Experience in conducting or developing organizational strategic plans.
c) Skills and Competencies:
i. Ability to work with minimal supervision
ii. High level written and oral communications skills in English
iii. Must be result-oriented, a team player, exhibiting high levels of enthusiasm, diplomacy and integrity
iv. Demonstrate excellent interpersonal and professional skills in interacting with government and development partners
v. Skills in facilitation of stakeholder engagements/workshops vi. Evidence of having undertaken similar assignments
vii. Experience in research, policy development, management and programming-related work.
