The International Committee of the Red Cross – ICRC- (www.icrc.org) is an independent humanitarian organisation, neutral and impartial organization. Yola Sub Delegation is looking for a suitable candidate to fill the vacancy below
Under the supervision of the Logistics Site Manager, the Buyer 1 is responsible for the procurement of requested goods and services for the ICRC Sub Delegation in Yola, S/he is responsible to secure the best correlation of quality, price and delivery time. The Purchaser/Buyer is the owner of his/her procurement files from reception of the request until final submission for archiving. The Purchaser must understand well the work and needs of all the departments.
Main duties and responsibilities
- Receives validated Supply Request (SR) from the Supply Chain officer (SCO), analyses them and communicates with the requester for further details if needed
- Determines the source of supply for incoming SR in cooperation with SCO and the Warehouse according to internal procedures after having check registration and all other data on it
- Responsible for the follow-up process until goods/services are delivered by the supplier
- Prepares and sends out a request for quotation (RFQ) using the ICRC LOG Standard Item & Supplier database to achieve the right quality for goods to be purchased
- Must ensure that the RFQ contains all relevant information to enable transparent selection of the best price, terms, and conditions
- Presents selection table (ST) and supports documents to justify and exhibits transparency in the choice of supplier
- Ensures that high-value purchases are conducted in liaison with Abuja Log Purch Unit, with the applicable green light system and in full conformity with the financial rules within the delegation, but also according to ICRC Nigerian Fin purchasing rules
- In the case of a petty cash purchase, physically visit the local markets in order to procure goods
- Ensures supplier’s registration and validation are completed as per standard ICRC’s Procurement Guidelines
- Reports any changing on the local market (availability of goods, shortage, price increase, etc.)
- Reports occurred problems and unusual requests concerning, purchase, quality, price without delay
Education and Experience Required
- Bachelor’s degree or higher education in Procurement, Logistics or similar field.
- Additional vocational training in Purchasing or Logistics. CIPS is preferred.
- Minimum 2 years of experience in Procurement, Logistics or similar position in Private or Humanitarian sector.
- Advanced conversational and written skills in English and Hausa.
- Computer literate: Microsoft office package & MRP based software

SALARY RANGE (Gross) – 397,700 – 437,500
