Background
The Justice Development and Peace Commission (JDPC) Maiduguri was established in 1971 following the Nigerian Civil War as the social welfare program of the Diocese of Maiduguri, covering Borno, Yobe, and northern Adamawa states, collectively referred to as the BAY states. Registered with the Corporate Affairs Commission (CAC) since 2015, JDPC Maiduguri serves as the Diocese’s development and emergency response arm.
JDPC’s mission is to “deliver lifesaving, life-sustaining, and life-building interventions to the most vulnerable.” This commitment reflects a holistic approach to addressing the needs of communities, focusing on WASH, Nutrition (particularly for children with malnutrition), Food Security and Livelihoods (FSL), Protection/Mental Health and Psychosocial Support (MHPSS), Women and Youth Empowerment, and Peace Building and Social Cohesion.
Objective of the Consultancy
The objective of this consultancy is to strengthen JDPC’s Business Development (BD) capacity, by developing, and disseminating a robust BD strategy that will enable JDPC Maiduguri become a self-sufficient, self-reliant and sustainable entity which aligns with their strategic goal of becoming a leading humanitarian organization in the future. The consultant will provide targeted training, practical support, and institutional strengthening to ensure JDPC staff acquire and retain essential BD competencies.
Specific Objectives
The BD Consultant is expected to Design a Business Development (BD) Strategy for JDPC over a period of 40 (Days) engagements spread across a six-month period. He/She would establish and disseminate to JDPC team, action plans from the developed strategy, which is expected to by extension deliver timely, actionable initiatives that would further:
- Strengthen JDPC Staff Capacity on End-to-End BD Processes
Build technical skills and knowledge of JDPC staff involved in BD, covering the entire cycle from positioning, opportunity identification, proposal development, submission, grant negotiation, and relationship management. - Support JDPC to Develop Institutional Frameworks for Long-Term BD Competency
Establish structures, tools, and templates to support sustained BD success, reducing future reliance on external consultants. - Enhance Strategic Engagement with Donors and Partners
Equip JDPC BD staff with the skills and tools to gather donor intelligence, conduct strategic donor and partner engagement, and alignment of funding opportunities and proposals with donor interests.
Consultant Responsibilities
The consultant is responsible for developing BD Strategy based on the objectives above; he/she will implement activities with key strategic deliverables over the cause of 8-week engagement as described in the work plan below:

Consultant Qualifications
- Education: Bachelor’s degree in business administration, Marketing, Economics, Finance, Communication, or a related field. An MBA with a focus on Strategy, Marketing, or Entrepreneurship is advantageous.
- Experience: 5 – 7 years Proven experience in BD and capacity building, preferably with INGOs, local NGOs, or private sector organizations. Strong background in institutional strengthening and strategy development.
- Other Certifications: Certified Business Development Professional (CBDP).
- Skills:
- Expertise in BD across multilateral and bilateral organizations
- The consultant should have demonstrated experience working with a range of donors, including USAID (BHA), ECHO, GFFO, GAC, UN agencies, and the NHF.
- Effective coaching and mentoring skills
- Excellent written and verbal communication in English

Code of Conduct and Safeguarding
The JDPC Maiduguri Code of Conduct to contractors emphasizes professionalism, ethical behavior, and respect for cultural and individual differences. Contractors are prohibited from engaging in illegal activities such as sexual exploitation, abuse, or relationships with beneficiaries and must prioritize the safety and dignity of children during engagements.
