About: Action Against Hunger
Created in 1979, Action Against Hunger is an international non-governmental organization that fights hunger in the world. Its charter of humanitarian principles – independence, neutrality, non-discrimination, free and direct access to victims, professionalism, transparency – has been the basis of its identity for more than 40 years. Its mission is to save lives by eliminating hunger through the prevention, detection and treatment of undernutrition, in particular during and after emergencies related to conflicts and natural disasters. Mission :
Under the supervision of the Operational HR Delegate Director and the SAME Technical Referent, you will be responsible for directing the activity’s resource transfer activities, including cash and commodities, ensuring proper monitoring, management and distribution of all resources.
More precisely, your role will be to:
Direct the activity’s resource transfer activities.
Direct coordination with the working group on cash and the programming of cash management adapted to the shocks of the Malagasy government.
Collaborate with the· commodity manager to conduct market assessments to understand how money injections can affect market prices and food availability.
Demonstrate the ability to network and engage with the necessary stakeholders to manage money transfers in accordance with the Malagasy government policy and the “Do No Harm” principles” the BHA.
You will work closely with the·the commodity manager, and report back to the Team Leader.
Profile :
You hold a Master’s degree with 5 years of experience in money transfers in similar international humanitarian and development contexts.
You have experience working in Madagascar, France, ideally in the selection of the terms of monetary transfers and their updating according to the evolution of market conditions in the rural context of Madagascar.
You have already worked within mechanisms for coordinating cash transfers, and you have successfully managed cash transfers, including the identification of distribution mechanisms, the frequency, duration and post-distribution monitoring of cash transfers in order to guarantee the accountability of participants and reduce the risk of rent-seeking behaviors.
You have an excellent command of French and English, both oral and written.
Conditions of employment
Fixed-term contract of 24 months with the possibility of extending the contract according to French law or Malagasy law. (Funding pending).
Compensation and competitive advantages according to status and experience (pending the US package).
Package for international candidates:
Fixed-term contract of use under French law: 24 months
Gross monthly salary: from 2130 to 2475 euros depending on experience
Pension insurance reimbursement for non-French citizens: 16% of gross monthly salary
Basic salary increase: 6% every 12 months of continuous contract
Per diem and monthly living expenses: 536euros net, paid on the ground
Monthly context allowance: 150euros
Child allowance: 1500euros per year per child present in the country of origin (6000euros/year ceiling)
Transport and housing : Travel management and collective housing
Medical coverage : 100% of the coverage of health contributions (CFE + complementary health) and repatriation insurance
Leave and RnR : 25 days per year of CP and 20 RnR per year; support of the ticket with ceiling to go to the chosen break area, and 215euros of lump sum compensation by RnR
