Development Exchange Centre (DEC) is a non-governmental, non-discriminating, not- for-profit, women-focused organization improving the wellbeing of women groups and communities in Nigeria through socio-economic interventions for sustainable development. DEC is registered with the Corporate Affairs Commission (CAC) as an entity incorporated by trust with number (IT-10826).
WaterAid launched a 5-year country programme strategy (2023-2028) aimed at strengthening government systems to effectively deliver Water, Sanitation and Hygiene (WASH) solutions that are sustainable, climate-resilient, and gender- responsive. WaterAid, through the strategy, aims to reach 10million people directly through our interventions and 17million more people indirectly, working collaboratively with the government and other key partners. This project would contribute to the achievement of the strategy by reaching a total of 904,374 with access to sanitation and hygiene in Bauchi, Misau, Jamaare, and Tafawa Balewa LGAs from May 2025 – December 2025.
WaterAid will work in partnership with the Bauchi state government, institutions, community leaders, local government area WASH department, CSOs and youth and women’s groups to provide safe sanitation and hygiene services and also proffer sustainable measures to control the transmission of cholera, ending the epidemic and other waterborne diseases, improve access to sanitation and hygiene in selected communities, strengthen the capacity of women and youth to engage in WASH-related businesses; and train women on how to produce safe and hygiene kits to people in the target communities.

Job Purpose:
The LGA Facilitator will work closely with the local government WASH department, communities, and stakeholders to promote and implement sustainable water, sanitation, and hygiene practices. This role aims to improve access to safe water, sanitation facilities, and hygiene education, contributing to better health outcomes and community development.
Key Responsibilities:
1. Community Mobilization:
- Engage with community leaders, households, and individuals to raise awareness about the importance of WASH.
2. WASH Program Implementation:
- Assists in the planning, implementation, and monitoring of WASH projects within the LGA.
- Develop a financial support mechanism (e.g. WASH, Adashe) to enable households to improve their sanitation facilities.
- Follow up on communities/households on HBC and toilet uptake
3. Capacity Building:
- Conducts training sessions for community members, WASH committees, and local government staff on WASH best practices.
- Provides technical support to ensure the sustainability of WASH facilities.
4. Hygiene Promotion:
- Develops and implement hygiene promotion campaigns, including handwashing with soap, safe water handling, and proper sanitation practices.
- Uses various communication channels (e.g., drama, community meetings) to promote WASH behaviors.
5. Monitoring and Reporting:
- Collects and analyzes data on WASH activities, including community participation, facility usage, and behavior change.
- Prepares regular reports on WASH program progress and challenges.
6. Collaboration and Partnerships:
- Works with government agencies, NGOs, and other stakeholders to leverage resources and expertise for WASH initiatives.
- Fosters partnerships with local organizations to enhance WASH program reach and impact.
7. Advocacy:
- Advocates for increased investment in WASH infrastructure and services within the LGA.
- Promote policies and practices that support sustainable WASH development
Required Qualifications:
– HND or degree in Environmental Health, Public Health, Community Development, or a related field.
– Proven experience in WASH program implementation, community mobilization, or a similar role.
– Strong communication and facilitation skills.
– Ability to work effectively with diverse stakeholders, including community members and government officials.
Preferred Skills:
– Knowledge of WASH standards and guidelines
– Experience with participatory approaches to community development.
– Familiarity with local government structures and processes.
Working Conditions:
– The role will require frequent travel within the LGA, including to rural or remote areas.
– The incumbent must be able to work in varying weather conditions and adapt to local contexts.
