Security & Safety Officer 2 At The International Committee of the Red Cross – ICRC

 The International Committee of the Red Cross – ICRC- (www.icrc.org) is an independent humanitarian organisation, neutral and impartial. Abuja Delegation is looking for a suitable candidate to fill the vacancy below

Under the supervision of the Field Security & Crisis Management Coordinator, the Security & Safety Officer 2 advises the delegation on security risks and support the implementation of mitigation measures. He/she shares relevant information on security issues and maintains an overview on security incidents.

Main Duties and Responsibilities

  • Shares security related information regarding Abuja Area of Responsibility (AoR) and highlights events with a potential impact on ICRC activities. Depending on the analysis advises FSCM Co on potential risks.
  • Compiles security related data/information and its source/origin on a regular or ad hoc basis with the necessary discretion and accuracy. 
  • Prepares the movement plan and shares it with coordinators, ABJ SCMS and head of structures. 
  • Participates in the monthly security working group meetings and risk assessments and contributes to the analysis on developments and potential security and safety impacts on ICRC staff & assets.
  • Conducts security briefing for newcomers, mobile and residents based on defined briefing presentation (replacing the colleague). 
  • Conducts pre-departure briefings and debriefings for teams going on trips in Abuja AoR
  • Monitors the effective implementation of security procedures and processes and reports back to FSCM Co.
  • Supports FSCM Co in assessing the safety of residences, hotels or other locations used by ICRC.
  • Follow-up with Police authority on accident/incident related issues and ensure a Police extract is issued.
  • Supports mobile staff in obtaining police reports following safety or security incidents.
  • Conducts weekly visits to monitors performances of security guards and implementation of protocols (at premises where company is contracted by ICRC and reports any issue to either Admin, premises or FSCM Co.
  • Supports in the organisation of drills (fire, intrusion etc).
  • Conducts regular reviews on the implementation of passive security measures and advises the Admin department accordingly.
  • Drafts reports on incidents regarding the AoR of Abuja.
  • Joins regularly field trips to update the analysis of the security situation in Abuja AoR and to maintain a network of security related interlocutors and maintains interlocutor register up to date.

Education and Experience Required

  • University degree, preferably in social sciences, international relations, political science or other related field
  • Minimum 1-year professional experience in Administration: report writing, minute taking etc.
  • Minimum 2 to 3 years’ experience in Security Management, preferably in the humanitarian sector
  • Very good written and oral command of English and Hausa
  • Advanced ability to use electronic office equipment and applications (word processing, spread sheets, presentations, electronic communication, internet, etc.) 

Desired profile and Skills

  • Excellent knowledge of the political, security and socio-cultural/religious dynamics in Abuja
  • Existing network with key players in the security services/authorities or ability to establish such networks
  • Good communication skills and problem-solving skills
  • Previous experience with a humanitarian organization or NGO/CSO, preferably in a similar post
  • SALARY RANGE (Gross) – 397,700 – 437,500
