Background:

The purpose of the five-year (2020-2025) “State Accountability, Transparency and Effectiveness” (“State2State” or “S2S”) Activity is to increase the accountability, transparency and effectiveness of selected state and local governments (LGAs) in Nigeria. This will be achieved by: strengthening governance systems (with a focus on public financial management [PFM] and procurement, as well as monitoring and evaluation) related to the delivery of services in key sectors (basic education, primary health care, and water, sanitation and hygiene [WASH]); increasing government responsiveness to citizen needs and priorities; and improving government and civil society capacity to manage conflict (through work on prevention, mitigation and reconciliation with the same sectoral partners, not stand-alone assistance to the police or judiciary). State2State will achieve this purpose by facilitating the strengthening of subnational governance systems in a sustainable manner, supporting the efforts of local reformers and building on locally derived solutions including, to the extent possible, reforms already working in other parts of Nigeria.

Position Objectives:

The Administrative Officer position will manage administrative and logistics activities in the State office. The Administrative Officer will see to the daily business operations of the office. He/she will be expected to coordinate closely with the Finance and Administrative Specialist.

Responsibilities:

· Manage the state administration processes.

· Responsible for all procurements in the state office.

· Reviews procurement requisitions and purchase records for the STL’s approval, and process payment request on TAMIS.

· Responsible for sending out Request for Quotes (RFQs), receiving quotes, negotiating prices with vendors etc.

· Establish Blanket Purchase Agreements (BPAs) and Service Level Agreements (SLAs) from time to time.

· Ensure efficient office inventory management and updating inventory module on TAMIS.

· Manage the security of the office premises, property therein, and the motor pool.

· Work with the IT support staff to ensure the efficient operation of the local area network.

· Coordinate the inspection and receipt of goods. Ensure that project staff needs for office equipment, supplies, and furniture are met.

· Provide logistics support for program activities.

· Develop and maintain an efficient up-to-date stock of items in the store. Report imminent stock out to the Finance & Administrative Specialist.

Reporting:

The Administrative Officer will report to the Finance & Administrative Specialist.

Line Management:

The Administrative Officer will supervise the Administrative Assistant and Drivers in the state office.

Minimum Requirements:

· Bachelor’s degree in finance, business administration, public administration, economics, or other relevant field is required. An advanced degree is preferred.

· At least 6 years of experience in administration and logistics or related operations role

· Previous experience working on US Government funded projects highly preferred.

· Strong training, communications, and personnel management skills.

· Strong oral and written communication skills.
