Caritas International Belgium (CI.be) has a representative office in Kinshasa to support its action in the DRC in order to support and accompany its implementing partners in emergency, triple NEXUS and development projects.
It is within the framework of this mission that Caritas International Belgium (CI.be) is seeking to recruit an experienced employee, motivated by their mission and of unfailing honesty to fill the position of “Administrative and Financial Director” of its representative office in Kinshasa – DRC.
ASSIGNMENT
The Administrative and Financial Director is part of the management team and reports to the CI.be Country Representative in the DRC. He/she is responsible for all aspects of the financial management and administration of CI.be’s operations in the DRC. He/she supports and supervises the accountants of the projects carried out by CI.be and its partners in the DRC as well as the administrative staff of the representative offices in Kinshasa and Bukavu. He/she is in close contact with the financial managers of the partner organisations, and the finance unit of the CI.be International Cooperation department in Brussels.
MAIN RESPONSIBILITIES
The Administrative and Financial Director is responsible for the financial health of the organization and the smooth running of CI.be’s operations in the DRC. He/she manages the financial function within CI.be, in particular budgeting, reporting and project proposals. He/she is also responsible for planning the organization’s long-term financial objectives and safeguarding assets. The Administrative and Financial Director is also responsible for ensuring that support functions are well aligned with each other and are implemented effectively. Specific responsibilities include:
- ACCOUNTING AND FINANCIAL MANAGEMENT AND REPORTING
- Lead the financial function within CI.be;
- Coordinate the activities of financial staff and provide them with guidance and training as necessary;
- Establish project and DRC branch budgets as well as cash flow requests;
- Carry out regular budget monitoring and advise CI.be staff with regard to budget execution and office cost recovery;
- Identify bottlenecks in budgets and programs and advise on possible financial improvements;
- Implement and monitor financial procedures and accounting, while ensuring a process of continuous improvement;
- Produce annual financial statements in accordance with current legislation;
- Prepare monthly and quarterly financial reports for the branch and donors, in a timely manner. Interpret financial data from quarterly reports and provide financial analysis and advice;
- On a daily basis, ensure that:
- sufficient cash and bank balances are maintained at all times, and liaise with headquarters for requests;
- procurement meets financial requirements and is relevant;
- payment requests comply with regulations before signing them;
- invoices are paid correctly and on time;
- there is an up-to-date overview of current commitments;
- the funds are checked and have the relevant supporting documents;
- contact with the banks is maintained and bank-cash reconciliations for the branch and the various projects are carried out;
- the monitoring and support of partners are carried out properly and that support and advisory missions take place;
- Facilitate the activities of internal and external auditors when examining the office’s accounts;
- Organize monthly meetings between financial teams and project teams for a joint analysis of activity performance and budget consumption.
- Perform any other tasks necessary for the proper management of projects.
- ADMINISTRATIVE AND LOGISTICS MANAGEMENT
- Monitor all administrative files (renewal of framework agreements, interministerial decree, registration certificate, etc.);
- Ensure that the CI.be office in the DRC complies with the legal obligations imposed on non-profit organizations and international NGOs; Coordinate the activities of administrative staff and strengthen their capacities;
- Ensure the archiving of essential documents and data;
- Monitor contracts, suppliers and imports; Ensure the efficiency and smooth running of the office, including safety and management of the vehicle fleet; review vehicle maintenance and fuel records, and update insurance policies;
- Maintain an appropriate inventory of supplies and equipment
- In collaboration with the logistics coordinator, ensure the proper execution of the procurement processes for goods, works and services in accordance with the guidelines of CI.be and donors.
- STAFF MANAGEMENT
- Provide performance management, including personal development plans;
- Supervise and strengthen the skills of staff under his/her direct hierarchical responsibility
PROFILE
- Master’s or Bachelor’s degree in business administration, finance, accounting or related field required;
- Mastery of general and analytical accounting (double entry);
- Knowledge of administrative and financial management of projects;
- Have at least 7 years of professional experience, particularly in the NGO world;
- Proven experience in analyzing and interpreting financial data;
- Knowledge of institutional donors, including the EU, UN agencies and DGD;
- Knowledge of Congolese labor law and other legal provisions applicable to NGOs;
- Proficiency in the Office Pack and standard accounting software (NAVISION, Windbooks, etc.);
- Perfect command of French (written and spoken), having some knowledge of English is an asset;
- Rigorous, organized, have a good sense of analysis, precise and methodical
- Leadership qualities, listening skills, openness to debate, critical thinking;
- Ability to work in a team;
- Available to make regular field visits and interact with different stakeholders.
