Created in 1979, Action Against Hunger is an international non-governmental organization that fights hunger in the world. Its charter of humanitarian principles – independence, neutrality, non-discrimination, free and direct access to victims, professionalism, transparency – has been the basis of its identity for more than 40 years. Its mission is to save lives by eliminating hunger through the prevention, detection and treatment of undernutrition, in particular during and after emergencies related to conflicts and natural disasters. Mission :
Under the responsibility of the Country Director, you will supervise all ACF operations in the province of Ituri and in particular the zonal support hub. You will be the head of a dynamic team that responds to emergencies in two offices in the area (Bunia and Drodro), as well as with temporary offices according to the needs covered by the mobile base. You will contribute to the development and implementation of the country strategy, represent ACF with local stakeholders, and, and ensure the monitoring and negotiation of humanitarian access at the level of the area of responsibility. You will assess the needs according to the programmatic strategy to ensure the best support to the programs, compliance and harmonization of programmatic and support procedures throughout the area. Finally,you will ensure the monitoring of the implementation and the quality of the programs.
Specifically, your role will be to:
Ensure that all projects are implemented consistently, in accordance with donor timelines and agreements, in accordance with ACF policies and procedures.
To implement tools for project management and for logistical, financial and human resources monitoring.
Ensure monitoring and quality of donor reports, internal reports and data collected in the area of operation.
Support the development and implementation of effective and efficient systems and processes for monitoring, support, quality control and ethics.
Ensure accountability of all; ensure the implementation of functional methods, adapted to listen and address the concerns of communities.
To promote the operations of ACF towards other humanitarian actors as well as communities and authorities.
Provide an analysis of the security situation, specific security risks and measures to be put in place and conduct analyses on access and humanitarian space in order to maintain operations.
Provide support, coaching to field teams, ensure their development and continuous strengthening of their capacities.
Profile :
You hold a graduate degree in monitoring and evaluation, international relations/business, humanitarian affairs, international development, public health, statistics, epidemiology, demography or other studies, and, supplemented by technical experience in these same sectors. You have at least 5 years of experience in humanitarian organizations, ideally including the implementation of nutrition/health, mental health and psychosocial support programs, food security and livelihoods or EHA.
You have experience in managing and supervising multi-sectoral humanitarian programmes/activities and experience managing teams and programmes in complex contexts. You are able to pilot and apply a continuous control mechanism to increase their quality and, identify and limit the risks associated with their implementation. You are also able to apply and enforce humanitarian principles and values on the ground. You have very good abilities to analyze the context of a situation and its issues.
You have a sensitivity to transversal themes of gender, protection and environment and an ability to operationalize them. You have a perfect command of the Microsoft Office package.
YOUR EMPLOYMENT CONDITIONS
Fixed-term contract of use under French law: 7.5 months
Start date : 15-05-2024
Gross monthly salary: from 2899 to 3376 euros depending on experience
Per diem and monthly living expenses : 974$ net, paid in the field
Monthly context allowance: 450euros
Child allowance: 1500euros per year per child present in the country of origin with ceiling
Transport and housing : Travel management and collective housing
Medical coverage: 100% of the coverage of health contributions and repatriation insurance
Leave and RnR : 25 days per year of CP and 20 RnR per year; support of the ticket with ceiling to go to the chosen break area, and 215euros of lump sum compensation by RnR
