Caritas International coordinates emergency, development, and social cohesion activities in the Democratic Republic of Congo with its Caritas partners and other organizations. Our representative office in Kinshasa and our liaison office in Bukavu currently coordinate projects in Kongo Central, Kinshasa, Kwilu, Kwango, and North and South Kivu.
To manage the team based in Kinshasa (around 17 people), we are looking for a Representative.
YOU ARE MADE FOR THIS JOB BECAUSE…
- Institutional Representation: You represent Caritas International in coordination forums and roundtables (UN clusters, Head of Mission meetings, INGO forums, HCT, INSO), and maintain a privileged relationship with partners (the Caritas network, local and international stakeholders, authorities) and donors. You actively seek funding for projects/programs in the DR Congo.
- Caritas International Strategy Coordination: You develop and monitor the country strategy in line with Caritas International’s overall strategy, partnership policy, and localization. You are responsible for the (multi)annual action plan and support the team in reorienting and adapting projects/programs to respond to contextual changes.
- Team Management: You coordinate and manage the Kinshasa office team: recruitment, job descriptions, performance reviews, evaluations, change management, etc. You promote a culture of transparency, fairness, inclusion, and integrity. You comply with internal HR policies, applicable social legislation, and HR management tools.
- Partner Management: You pay particular attention to the partnership relationship where continuous support and mutual capacity building are at the heart.
- Program Management: You support the implementation and monitoring of planning tools and evaluation of project/program progress. You also monitor political, security, and socio-economic contexts to conduct analyses regarding team security, program operationalization, advocacy, and communication.
- Security Management: You manage security on a daily basis, implement security procedures, and ensure compliance with current security rules and instructions.
- Financial Management: You coordinate the design and budget monitoring of the representation, supervise cash flow, cash requests and compliance with accounting procedures.
- Relations with headquarters: You maintain regular communication with the DR Congo Desk, the DR Congo finance unit and other teams (e.g.: communication and advocacy).
WHAT YOU BRING TO THE TEAM
- You have completed university or higher education or you have equivalent experience.
- You have experience in managing and leading multicultural and multidisciplinary teams.
- You have mastered project management methodologies: PCM, GAR, Outcome Mapping, theory of change, etc.
- You have a good knowledge of the following approaches and concepts: protection, Nexus, conflict sensitivity, Gender, and/or LNOB.
- You are familiar with the main donors (DGD, UN, EU) and you have strong skills in negotiating technical and financing partnerships.
- You know how to track budgets and cash flow.
- You have excellent analytical and synthesis skills, you can anticipate and prioritize your tasks.
- You have very good writing skills.
- You are fluent in French and English.
- You are able to work in an emergency and unforeseen context.
- You are independent and solution-oriented.
WHAT WE HAVE FOR YOU
- A full-time, permanent local contract with a 3-month trial period .
- Your workplace will be located in Kinshasa with regular missions within the country.
- A monthly salary that we supplement with benefits such as a thirteenth month, the availability of a vehicle, health insurance, etc.
