Job Title: National Technical Advisor for HPV Vaccine Acceleration Program Partners Initiative (HAPPI), Nigeria

Duration: 6 Months Consultant Position with possible extension

General Information

  • JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world.  
  • The HPV Vaccine Acceleration Program Partners Initiative (HAPPI) Consortium was awarded to JSI by the Bill & Melinda Gates Foundation in October 2022 as Phase I of an anticipated two-phase project period. 
  • HAPPI project is managed by JSI in collaboration with Clinton Health Access Initiative (CHAI), the International Vaccine Access Center (IVAC), Jhpiego, and PATH. 
  • Together, partners will enable global coordination efforts around HPV vaccine, in addition to supporting HPV vaccine introduction in Nigeria.
  • In Nigeria, cervical cancer is a significant contributor to the morbidity and mortality of women. It is the second commonest cause of cancer related deaths among women in Nigeria. Nigeria contributes a large proportion of the West Africa regional cervical cancer burden. 
  • HPV vaccines have not been introduced into Nigeria’s RI program and are only available in private facilities at a high cost and this creates inequalities among the eligible target population. 
  • HAPPI project will be supporting Nigeria for the HPV introduction planning and rollout. 
  • The introduction is anticipated to be phased, starting September 2023 in 16 selected states, followed by a national introduction in 2024.

Summary

  • The primary role of the National Technical Advisor will be to support the NPHCDA team in Nigeria and provide strategic leadership in order to ensure effective planning and implementation ofHPV introduction. 
  • The Advisor will work under the supervision of the Nigeria Country Director and Senior Technical officer in Washington DC. 
  • The incumbent will collaborate closely with the NPHCDA and SPHCDA staff and colleagues from partner organizations such as CHAI, BMGF, and other partners. 
  • The National Technical advisor will work in collaboration with the HAPPI project team as well as other project staff in JSI Nigeria to support all the technical aspects of the planning and rollout of HPV vaccine introduction in Nigeria. 
  • S/he will oversee the work of HAPPI state-level technical teams to achieve program objectives.

Responsibilities

  • The National Technical Advisor will be responsible for providing technical assistance to the NPHCD, including other local partners. 
  • Serve as a strategic, high-level technical advisor to the NPHCDA and National Technical Working Groups (NTWGs) responsible for Human Papillomavirus (HPV) vaccine introduction at the national level
  • Work in collaboration with the HAPPI Nigeria team, NPHCDA and Ministry of Education, and other professional associations or national-level sectors to define and implement HPV vaccine introduction, and to align state-level support to the national new vaccine introduction strategies for HPVV
  • Provide support to sub-national technical officer staff, travel to focus states, and provide technical assistance for the HPV introduction at the state level as required, including supporting sub-national staff with introduction planning and strategy development to States, and meeting with State and LGA leadership.
  • Under the NPHCDA leadership, and in collaboration with CHAI, support the introduction preparation, and implementation of the HPV vaccine, which may include, but not limited to, activities such as:
    • Stakeholder mapping, engagement on the HPVV planning and coordination activities, including leveraging existing platforms i.eSERICCs/RIWGs
    • Support training/capacity building for Health workers, teachers, and Community members in preparation for HPVV Introduction, assist the development of microplanning and implementation of the campaign for the Multi-Age cohort(MAC) groups of adolescent girls 9-14-year-old
    • Collaborate with HAPPI project staff and attend launching events and participate in the development of IEC materials for HPV introduction 
    • Collaborate with HAPPI project staff and assist with the desk review, landscape analysis tools/methods, development of formative research tools, and readiness assessments for HPV introduction 
    • Support NPHCDA with strategic leadership for planning and preparation for the HPV introduction and assist to take corrective actions in time.
  • Identify local partner support to collaborate with the NPHCDA and HAPPI to provide technical assistance to HPV vaccine introduction activities. 
  • Support the development and submission of reports to HAPPI and partners, including regular reporting and final report as required 
  • Remain in regular contact (by email, phone, Slack, etc.) with the HAPPI Nigeria country team and the HAPPI global level team.
  • Participate in regular meetings.
  • Other duties as assigned.

Qualifications

  • A Degree in Public Health, Nursing, or a related field with more than ten years experience in public health program management.   
  • Strong knowledge of immunization programming, vaccinology, and maternal and child health.
  • At least five years of practical experience in a senior management position and demonstrated capacity to provide strategic leadership to government and partner counterparts and at least 10 years working in public health and primary health care.
  • Practical experience in immunization programs, in both urban and rural settings, especially new vaccine introduction
  • Knowledge of the Ministry of Health structure in Nigeria and working with non-health sectors such as the Ministry of Education, Adolescent, and youth program would be a plus.
  • Experience working with international immunization partners, such asBMGF, WHO, and UNICEF.
  • Fluency in English.
