About the Program
- STRIDE (Scientific Training and Research in Infectious Disease Genomics and Entrepreneurship) is a six-year, pan-African workforce development program designed to strengthen Africa’s health systems by building a new generation of genomics and bioinformatics professionals.
- Led by the Institute of Genomics and Global Health (IGH) at Redeemer’s University in partnership with the University of Cape Town, University of Yaoundé I, and Villgro Africa, STRIDE aims to train and equip approximately 5,100 young African scientists and health professionals to transition into dignified, sustainable careers across disease surveillance, research, diagnostics, and biotech innovation.
- The program addresses Africa’s critical shortage of genomics expertise through three integrated pathways: internationally accredited MSc and PhD training with guaranteed professional placements, intensive skills and upskilling programs for early- and mid-career professionals, and bioentrepreneurship education supporting the development of locally driven health innovations.
- By strengthening faculty capacity at emerging universities and building employment pipelines with national public health institutions, STRIDE contributes to an Africa-led genomics ecosystem that advances health sovereignty, innovation, and improved health outcomes across the continent.
Description
- STRIDE is seeking an experienced Monitoring, Evaluation, and Learning (MEL) Lead to design and lead a robust MEL system that tracks progress, measures impact, and supports continuous learning across this complex, multi-country program.
- The MEL Lead will work closely with program leadership and partners to develop indicators, oversee data collection and analysis, and translate evidence into actionable insights that strengthen implementation, accountability, and adaptive management.
- This role is central to demonstrating STRIDE’s contribution to workforce development, institutional capacity strengthening, and the long-term growth of an Africa-led genomics and surveillance ecosystem,
Key Responsibilities
- Lead the design, implementation, and ongoing refinement of STRIDE’s Monitoring, Evaluation, and Learning (MEL) framework, ensuring alignment with program objectives, theory of change, and donor requirements.
- Define results frameworks, indicators, data collection tools, and learning priorities to support accountability, adaptive management, and strategic decision-making.
- Oversee MEL data collection, quality assurance, analysis, and synthesis across partners and countries, using quantitative and qualitative methods.
- Translate MEL findings into clear, actionable insights and recommendations that inform program improvement and leadership decision-making.
- Lead the development of high-quality MEL reports, dashboards, and learning products for internal leadership, partners, and donors.
- Strengthen MEL capacity across STRIDE through technical guidance, coaching, and facilitation of learning and reflection processes.
- Serve as the primary MEL focal point for engagement with consortium partners and external evaluators, ensuring effective use of evidence and learning.
Qualifications
- Master’s degree in Monitoring & Evaluation, Public Health, Epidemiology, Economics, Statistics, Social Sciences, or a related field.
- 7+ years of progressively responsible experience leading Monitoring, Evaluation, and Learning (MEL) for complex, multi-year, multi-partner programs, preferably in global health, higher education, workforce development, or research capacity strengthening.
- Demonstrated experience independently designing and implementing MEL systems, including theories of change, results frameworks, indicators, data collection tools, learning agendas, and reporting processes.
- Experience managing MEL requirements for donor-funded programs, including performance monitoring, learning, and high-quality reporting for large grants or consortia.
- Technical experience applying quantitative and qualitative methods, including routine monitoring systems, surveys, and mixed-methods analysis.
- Experience working in or with African institutions strongly preferred; familiarity with academic training programs, national public health institutes, or research networks is an asset.

- Capacity to strengthen MEL culture and practice across teams, including mentoring staff and promoting learning and continuous improvement.
- Commitment to equity, inclusion, and participatory approaches in monitoring, evaluation, and learning.
- Experience with data visualisation tools and techniques.
