Context

Main Purpose
Conduct assessments and ensure the implementation, day-to-day management, and control of the technical aspects of projects in specific areas of expertise (electrical engineering, GIS, ICT, biomedical, mechanical engineering, architecture, construction engineering), in accordance with MSF protocols, standards, and procedures, to ensure optimal project and infrastructure operations as well as effective use of systems and equipment
Job Description
- Define procedures and ensure implementation, control, maintenance, and proper functioning of technical work within the area of expertise.
- Manage technical support activities in close collaboration with the field manager in charge of the relevant activity domain.
- Conduct project assessments and feasibility studies to provide management with alternative options to overcome challenges within the specialty area, including installation, construction, and commissioning. Work directly with staff to identify project needs and manage responses by prioritizing requests.
- If standard protocols are unavailable or unsuitable, establish new protocols with a strong emphasis on feedback and pilot testing to ensure smooth operation and define operational standards and control systems.
- Handle administrative formalities, filing, and documentation of installations and repairs carried out or requested.
- Act as a technical referent, providing expert opinions, quality control, and knowledge reinforcement to the team. Conduct training for technicians, managers, and controllers regarding the general implementation, use, and maintenance of new installations.
- When required, act as a roving expert for the mission and provide managers with well-documented technical advice.
- Carry out delegated tasks within the area of specialization.
- Study, design (which may include structural calculations), and plan construction/rehabilitation projects to be carried out in the mission.
- Participate in project design and development and ensure compliance with technical requirements and local construction practices.
- Analyze construction plans and project resource needs (labor, equipment, materials, estimates, budget) compared to received quotations.
- Launch calls for tenders.
- Supervise and monitor construction progress, ensuring work is performed according to MSF protocols and project specifications.
- Ensure materials used are the most appropriate and check work quality.
- Ensure timely delivery of necessary documentation.
- Provide technical support to the purchaser for locally made acquisitions.
- Contribute to preparing budgets for construction/rehabilitation projects, process invoices for payment, and forecast necessary cash flow for monthly payments.
- Monitor work progress and technical aspects and produce related reports.
- Document and file all technical specifications, BoQs, as-built drawings, and construction monitoring records
- Represent MSF with contractors, local authorities, and engineering counterparts during implementation.
- Contribute to monthly reporting as per guidelines (SitReps, logistics statistics, etc.).
Requirements

Contract
208 working hours per month
Remuneration
According to MSF salary scale plus 13th month allowance equivalent to 1 month of gross salary.
