COOPI is looking for a Regional Administrator in West Africa

In West Africa, currently COOPI has its regional office in Dakar and operates in Gambia, Mauritania, Burkina Faso, Nigeria and Niger . The region is one of the richest in the world in natural resources, poverty and the effects of climate change combine with insecurity, linked throughout the Sahel strip to the presence on the territory of armed terrorist groups. From an environmental perspective, periods of drought combined with other adverse climatic events contribute to eroding valuable natural resources and fueling tensions between different social groups, such as herders and farmers, for control of land. and water sources. The combined effects of all these phenomena contribute to the increase in the number of displaced people and migrants. In this context, COOPI’s work in the field has always been characterized by emergency response interventions and also by the implementation of development programs aimed at strengthening the resilience of communities.

Job objective

The Regional Administrator ensures the coordination, management, training and support of all administrative activities carried out at the regional coordination level in the region . As a key member of the regional coordination team, the post holder will ensure that regional financial management, HR management and administration are in compliance with COOPI Headquarters policies and guidelines and laws. local. He/She ensures that the quality of the program meets organizational standards, He/She supports the purchasing, commercial and financing processes of the programs, managing financing proposals and reporting to donors in a timely manner and precise.

Responsibilities

Coordination

  • Provides support for the annual budget preparation of the Countries;
  • Plans the regional budget and its monitoring periodically;
  • Supports the organization of the work of Country Administrators by providing indications (priority, modality) of the work;
  • Ensures the financial solidity of the Regional Coordination;
  • Verifies financial solidity, administrative percentages and monetary quotas;
  • Prepares and verifies the administrative reports requested by Headquarters;
  • Ensures active and regular monitoring of the financial aspects of each country concerned;
  • Takes care of updating for the preparation of budget sheets.

Project management

  • Ensures that the Italy Costs of the countries of competence from the Milan headquarters are transmitted to the Country Administrator;
  • Ensures the implementation and development of the purchasing plan by country administrators;
  • Provides support, where appropriate, to monitor the consistency between project accounting and that of the country, by checking consistency between accounting and other internal documents;
  • Verifies and tracks grants to be received.

RH

  • Participates in the selection phase : interviews, tests and final reports;
  • Ensures the evaluation of Country and Project Administrators at the end of the contract.

With

  • Verifies that the data provided by the countries is correct and complete for the annual report and that it is transmitted to headquarters.

Reporting

  • Plans and monitors production times for reports to be presented to Headquarters and abroad in the Countries under Coordination;
  • Provides support to countries for the verification of interim or final reports produced at the local level;
  • Verifies the final reports which must be transmitted by Headquarters;
  • Provides support for audits carried out by headquarters;
  • Periodically checks and analyzes country bank account reconciliations.

Candidate profile

Essential

  • University training in Social Sciences, Business Sciences or Techniques ;
  • A minimum of five years of relevant professional experience ;
  • At least three years of demonstrated experience in the field of international aid and development in African countries in a similar situation;
  • Mastery of the procedures of the main Donors (e.g. EU, ECHO, UN Agencies);
  • Excellent level of oral and written communication, negotiation skills, multitasking and organizational skills;
  • Demonstrated ability to work in a team required;
  • Experience liaising with government/local authorities, IOs and NGOs;
  • Demonstrated ability to work in stressful and pressured environments;
  • Excellent knowledge of the French language .
  • Knowledge of the Italian language;

Desirable

  • Previous experience in a COOPI mission;
  • Experience working in conflict-prone environments;
  • Experience in logistics, procurement and security;
  • Experience in personnel management.
