Background:
Center for Advocacy, Transparency, and Accountability Initiative (CATAI), founded in 2018, is a registered NGO with a head office in Maiduguri, Borno State, with offices across Yobe and Adamawa states. We have been visible in Borno, Adamawa, and Yobe states implementing projects in education, protection (child/GBV), WaSH, nutrition, empowerment/livelihood, governance, and peacebuilding.
Our approach is aligned with our mission to enhance service delivery and empower citizens through our humanitarian, development, and peacebuilding nexus (HDP). CATAI is dedicated to enhancing service delivery through citizen empowerment. Its mission is to promote a just society across all regions in Nigeria through advocacy, research, impact, and innovation, focusing on institutional reforms, capacity building, and citizen empowerment. By creating platforms for dialogue, enabling informed debates, and building citizen capacity, CATAI strengthens local communities, allowing individuals to act as catalysts for addressing societal issues. The organization is committed to advocating for and promoting quality education, particularly for girls in marginalized communities, and utilizing technological means to enhance children’s productivity through knowledge acquisition.

Project Background
The recent devastating floods in Maiduguri have triggered a severe humanitarian crisis, affecting more than 239,000 individuals. The comprehensive Rapid Needs Assessment Report underscores the critical demand for urgent provision of sanitation and hygiene services, access to clean drinking water, temporary shelter solutions, and essential medical support. CATAI, supported by the Rapid Response Fund (RRF) and the Nigeria Humanitarian Fund (NHF) in collaboration with the NRC, is actively engaged in a timely project in MMC to address the flood aftermath. The project, encompassing a 3-month duration funded by RRF focusing on WASH and MPCA and a 6-month initiative supported by NHF in consortium with NRC targeting WASH, lays the groundwork for immediate action. In light of these initiatives.

WASH Technical officer:(2)

In order to secure technical quality, the WASH Technical Officer will be in charge of the effective technical implementation of all project activities, including construction and rehabilitation of WASH infrastructures, hygiene promotion, and chlorination activities, through direct supervision and management. This includes regular supervision and monitoring of technical WASH project activities in the field of project implementation. The WASH Technical Officer will be responsible for effectively implementing the WASH project-related activities by conducting and coordinating activities according to project standards, protocols, and timelines.
Job Responsibilities:
Project Strategy and Planning:
- Under supervision and in collaboration with the Base Coordinator and WASH Program Manager, actively participates in the planning, development, and implementation of all technical and managerial aspects of the WASH activities to enhance beneficiary support.
Plans, coordinates, and oversees WASH operations in the field
- Takes part in WASH capitalization, lessons learned, and handover reports.
Project Management:
- Plan, organized, and oversee the WASH project’s operations in compliance with the various goals, plans, and targets specified in the most recent donor proposals, as well as the project’s budget.
Overseeing all construction activities on the site in compliance with the plan, budget, and bill of quantities.
Under the direction and oversight of the Project Manager and Base Coordinator, make sure that all actions are suitably tracked, assessed, and suggested modifications to the WASH plan. Use the Kobo toolkit tools and activity outputs in accordance with the M&E plan to conduct baseline and ongoing evaluations of the WASH projects.
- Participate in local coordination meetings, HPTWG, innovation project meetings, and other events hosted by partners in field locations.
- Arrange, organize, and carry out volunteer field training.
- Charged with creating the necessary paperwork for the purchase by the WASH department.
- Technical Competences:
- Experience in water quality testing protocol
- Ability to determine sanitation strategy in community, school, and urban contexts.
- Knowledge in civil engineering and ability to do BoQs for WASH facilities such as latrines and showers and Boreholes.
- Prepare Drawings using AutoCAD, Specifications, and Bills of Quantities (BOQs) in coordination with the CATAI team.

- Propose recommendations related to improvement of methods and quality of work.
- Coordinates the capacity building support to the WASH team, relevant local authorities, and community workers and community groups, WASH Committee as required by the project, particularly with the Local Authority.
- Provide technical support to WASH and Child Protection and Education team members as needed.
- Provide compiled meeting minutes reports to the WASH Supervisor.
- Ensures monthly data analysis reports are submitted.
- Submit weekly reports of activities conducted to the line manager in accordance with donor reporting requirements and instructions to guarantee effective progress and conclusion of all construction at all sites, including the defect liability period.
- Undertakes all other duties that may be determined by the WASH Coordinator.
- Maintains and ensures a culture of strict confidentiality to non-CATAI employees.
Qualification:
- Minimum 3 years experience working with WASH TECHNICAL projects in an Emergency humanitarian/recovery context.
- B.Sc. or Higher diploma in Geology, Civil and Water Resources Engineering.
- Fluent in local languages and English, (speaking/reading/writing).
- Previous relevant experience in a WASH function and preferably in the humanitarian setting
- Good analytical and writing skills.
- Good knowledge of Microsoft Office Pack (Excel and Word and computer sciences).
- Knowledge of humanitarian actors/Good management and pedagogical skills Must know emergency Water supply, Hygiene, Sanitation requirements, and protocols.
- Familiarity with WASH SPHERE minimum standards of Hygiene, Sanitation, and shelter service delivery is an advantage.
- Must have previous experience in training and Training of Trainers.
- Excellent communication skills – written and spoken – in English required.
- Fluency in English and one or more of the national/regional languages (Hausa and Kanuri is plus)
Must be willing to work as a team member, take direction, and share technical skills with colleagues and counterparts.
Computer literacy in word processing and spreadsheets is required,
Familiarity with AutoCAD, GPS, and Google Earth is strongly desirable
