Background
Future Resilience and Development (FRAD) Foundation is implementing an Emergency Cholera Response Project in Kaga and Gwoza Local Government Areas (LGAs) of Borno State to reduce cholera transmission, minimize morbidity and mortality, and improve access to life-saving Water, Sanitation and Hygiene (WASH) services for vulnerable populations.
The project focuses on rapid response interventions through Case Area Targeted Interventions (CATI), community-based hygiene promotion, household water treatment, emergency water quality monitoring, sanitation improvement, risk communication, and the distribution of cholera and hygiene kits. The intervention aims to strengthen community resilience, promote positive hygiene behaviours, and support government-led cholera response efforts through coordinated and community-centred approaches.
To support effective implementation of field activities, FRAD Foundation seeks to recruit a qualified and motivated Community-Based WASH Assistant to support emergency WASH interventions at the community level in Kaga LGA.
- Purpose of the Position
The WASH Assistant will support the implementation of emergency cholera response activities at community level in Kaga LGA. The position will assist in community mobilization, Case Area Targeted Interventions (CATI), hygiene promotion, distribution of cholera and hygiene kits, water quality monitoring, data collection, and community engagement to ensure effective prevention and control of cholera outbreaks. The successful candidate must be a resident of Kaga LGA to facilitate timely response and strong community engagement.
- Key Responsibilities / Functions
- Community-Based Emergency WASH Response
- Support the implementation of emergency cholera response activities within assigned communities in Kaga LGA.
- Participate in rapid WASH assessments, community mapping, and identification of vulnerable households.
- Support the implementation of Case Area Targeted Interventions (CATI) around suspected and confirmed cholera cases.
- Conduct household visits and follow-up activities in cholera-affected communities.
- Support household disinfection and environmental sanitation activities in collaboration with health teams.
- Assist in emergency water supply, water treatment, and sanitation interventions where required.
- Hygiene Promotion and Community Engagement
- Conduct mass hygiene promotion campaigns and door-to-door hygiene promotion sessions on cholera prevention and control.
- Promote key hygiene behaviours including handwashing with soap, household water treatment and safe storage, food hygiene, environmental sanitation, and safe excreta disposal.
- Mobilize community members to participate in cholera prevention activities and community clean-up campaigns.
- Work closely with community leaders, WASH committees, volunteers, and local structures to strengthen community ownership of WASH interventions.
- Support risk communication and community engagement activities during cholera outbreaks.
- Distribution, Monitoring and Data Collection
- Support the registration and verification of beneficiaries for emergency WASH assistance.
- Assist in the distribution of CATI kits, cholera kits, hygiene kits, water treatment products, and other emergency WASH supplies.
- Conduct post-distribution monitoring to assess the utilization and effectiveness of distributed items.
- Collect accurate field-level data using approved data collection tools and templates.
- Prepare and submit daily, weekly, and monthly activity reports to the WASH Officer.
- Support community feedback, complaints, and accountability mechanisms.
- Accountability, Safeguarding and Coordination
- Uphold FRAD Foundation’s safeguarding, Protection from Sexual Exploitation and Abuse (PSEA), Child Safeguarding, and accountability standards.
- Ensure inclusive participation of women, children, persons with disabilities, older persons, and other vulnerable groups during project implementation.
- Maintain confidentiality, professionalism, and ethical conduct at all times.
- Identify and promptly report safeguarding concerns, disease alerts, operational challenges, and security incidents through established reporting channels.
- Work closely with the WASH Officer, health workers, community volunteers, and other project staff to ensure effective implementation of project activities.
- Perform any other duties assigned by the WASH Officer or Programme Manager in support of the emergency cholera response project.
- Performance Measures
- Timely implementation of assigned emergency WASH activities within target communities.
- Effective support to Case Area Targeted Interventions (CATI) and rapid cholera response activities.
- Successful implementation of mass hygiene promotion and door-to-door awareness campaigns.
- Timely and accurate distribution of CATI kits, cholera kits, hygiene kits, and other emergency WASH supplies.
- Improved adoption of key cholera prevention and hygiene practices among targeted households.
- Accurate collection and timely submission of programme data and activity reports.
- Effective community engagement and participation in emergency WASH interventions.
- Compliance with safeguarding, PSEA, accountability, Sphere Standards, and FRAD Foundation policies.
- Qualifications, Experience & Skills
Minimum Requirements
- National Diploma (ND), NCE, Diploma, SSCE with relevant humanitarian experience, or Higher National Diploma (HND) in Environmental Health, Community Health, Public Health, Water Supply and Sanitation, Civil Engineering, or another related field.
- Minimum of one (1) year of experience supporting humanitarian WASH, public health, or emergency response programmes.
- Basic knowledge of cholera prevention and response interventions, including hygiene promotion and community mobilization.
- Experience conducting household visits, community sensitization, and behaviour change communication activities.
- Ability to communicate effectively in English and Hausa; knowledge of Kanuri or other local languages spoken in Kaga LGA is an added advantage.
- Basic computer skills, including Microsoft Office applications; experience using Kobo Collect, ODK, or other mobile data collection platforms is desirable.
- Must be a resident of Kaga LGA with good knowledge of the local communities and context.
- Willingness to work in remote communities and under emergency conditions.
Preferred Qualifications
- Previous experience supporting emergency cholera or disease outbreak response programmes.
- Experience implementing community-based hygiene promotion, CATI activities, and risk communication.
- Knowledge of Sphere Standards, Accountability to Affected Populations (AAP), Community Engagement and Accountability (CEA), Safeguarding, and Protection from Sexual Exploitation and Abuse (PSEA).
- Previous experience working with NGOs, INGOs, or humanitarian organizations.
- Ability to facilitate community meetings and engage effectively with local leaders.
- Ability to ride a motorcycle with a valid rider’s permit is an added advantage.
