Terms of Reference (ToR) Engagement of an Engage an External Consultant To Set Up Sata Collection & Monitoring Systems Software At IJDPN Yola

Background 

Initiative for Justice Development and Peace Building in Nigeria (IJDPN) was established by the Catholic Diocese of Yola, Adamawa State, Nigeria to cater for the social development needs of vulnerable people in the society. IJDPN was formerly known as Justice Peace and Social Development (JPSD) which was established in 1997. In 2001, it was restructured as the Justice Development and Peace Commission (JDPC), and registered with Corporate Affairs Commission of Nigeria in 2019 under the name Initiative for Justice Development and Peace building in Nigeria (IJDPN). It started as pioneer project in Mapeo Community in Jada Local Government Area, Nigeria and it addresses the issues of water scarcity and promotes sustainable agriculture. 

JDPC (Initiative for Justice Development and Peace Building in Nigeria) is implementing the Naija Ignite project to strengthen its capacity through improved governance, staff development, and systems for effective service delivery and community engagement. Effective monitoring and evaluation will enable data-driven decision-making, progress tracking, and impact reporting.

To strengthen the institutional MEAL System of JDPC, we are seeking for an experienced consultant to support the design, development, and implementation of a robust data collection and monitoring system. This system should streamline data flow from collection to reporting, ensuring real-time access to accurate and actionable information.

2. Purpose of the activity

The main objective of this consultancy is to design, develop, and implement an efficient, user-friendly data collection, analysis, visualization and monitoring software system that supports the organization’s M&E framework and enhances reporting and data analysis capabilities.

3. Scope of Work

The consultant will be expected to:

Needs Assessment and Requirements Gathering

  • Conduct consultations with key stakeholders to understand data requirements and existing systems.
  • Review current data       collection            tools,     processes,           and                reporting mechanisms.
  • Identify gaps and areas for improvement.

System Design and Architecture

  1. Recommend suitable software solutions (off-the-shelf or custom-built) based on the needs assessment.
  2. Design the system architecture, including data flows, user access levels, and integration with existing platforms.

Software Development/Configuration

  1. Customize/configure the software platform to capture relevant data in line with M&E indicators.
  2. Develop digital data collection forms and dashboards.
  3. Ensure offline capabilities where necessary. iv.         Testing and Deployment
  4. Conduct pilot testing of the system.
  5. Refine the system based on feedback.
  6. Fully deploy the system for use by staff and partners.

Training and Capacity Building

  1. Develop user manuals and training materials.
  2. Train relevant staff on how to use the system effectively.
  3. Provide ongoing support during the transition phase.

Documentation and Handover

  1. Submit full technical documentation, including source code (if applicable).
  2. Ensure handover to IT/M&E teams with knowledge transfer.

Deliverables

  • Inception report with work plan and methodology
  • Needs assessment and system requirements report
  • System architecture and design documents
  • Configured and operational data collection and monitoring system
  • Training sessions conducted and user manuals delivered
  • Final project report including lessons learned and recommendations

Duration and Timeline

The consultancy is expected to last for five months; detailed timeline will be finalized during the inception phase.

Reporting and Supervision

The consultant will report to the Monitoring and Evaluation Manager or Project Director, and work closely with the M&E and IT teams.

Qualifications and Experience

  • Minimum of 5 years of experience in M&E systems development, data management, or ICT for development.
  • Proven experience designing and implementing data collection and monitoring software solutions.
  • Familiarity with digital tools/platforms such as DHIS2, Kobo Toolbox, Comcare, Power BI, etc.
  • Strong understanding of data protection and cybersecurity best practices.
  • Excellent communication and training skills.

Payment Schedule  

Payments will be made upon satisfactory completion of deliverables as follows: 

  • 20% upon submission and approval of Inception Report 
  • 40% upon submission of all draft documents 
  • 40% upon submission and approval of final documents and consultancy report 

Reporting and Supervision  

The consultant will report directly to the Executive Director or designated focal person. Regular progress check-ins will be held to ensure alignment with deliverables and timelines.
