About CS-SUNN:
The Civil Society Scaling-Up Nutrition in Nigeria (CS-SUNN) is a non-governmental, non-profit making alliance of organizations with a shared vision to transform Nigeria into a country where every citizen has food and is nutrition secured. We pursue this lofty goal by engaging government and non-state actors to raise awareness, sustain commitment and actions to effectively tackle under-nutrition in Nigeria. The alliance was birthed in November 2013 at Ilorin, Kwara State, Nigeria and formally inaugurated on the 7th of August, 2014.
CS-SUNN is the Scaling Up Nutrition Civil Society Alliance (SUN CSA) for Nigeria; at the global level. The Scaling Up Nutrition Movement (SUN) was founded on the principle that all people have a right to food and good nutrition. The Nigerian CSA geographical mandate is in all the 36 states of Nigeria, including the FCT. With a strong presence in Nigeria, CS-SUNN has become a key advocate for nutrition and has gained the knack to influence policymakers in Nigeria. With over 200 registered member organizations/partners (even at the grassroots level) spread across the six Geo-political zones, we bring on ideas translated into realities for nutrition interventions. We believe that a well-nourished population is the basis of human progress and societal growth and development. CS-SUNN was created with the purpose to work and mobilize others to achieve a Nigeria where every citizen has food and is nutrition secured. Today, CS-SUNN is still working in partnership with many stakeholders, including policymakers, professional bodies, media and others, to achieve national and international goals instrumental in attaining Nutritional standards and rights.
About PINNS 2.0 Project
The Partnership for Improving Nigeria Nutrition Systems (PINNS 2.0) is a project designed to strengthen the Nigerian nutrition systems to be more Result-driven, Effective, Serviceable, Efficient and Transparent (RESET). This is to facilitate the delivery of Nutrition interventions and hold the government accountable for commitments made to allocate, release and use funds for the implementation of high impact Nutrition interventions in Nigeria transparently through evidence-based advocacy**.**
Malnutrition in Nigeria is caused by lack of food, improper feeding and caring practices, economic and political structures, low status and lack of education among women etc. Therefore, a multi-sectoral approach is required to reduce and eventually eradicate the scourge. The UNICEF conceptual framework (UNICEF 2013) brings the need for multi-actors, disciplines, sectors and systems in this effort as evidence increasingly suggests that solving malnutrition can benefit from a systems approach (WHO 2009; Hammond & Dube’ 2012).
PURPOSE OF CONSULTANCY
CS-SUNN is an alliance of civil society organizations a part of the SUN Movement, which works together with people from governments, civil society, the United Nations, donors, businesses and researchers in a collective effort to improve nutrition. CS-SUNN was established in the second half of 2013 by eleven Non-State actors who came together to start the SUN Civil Society Alliance in Nigeria with guidance from CSN. It has since then grown in strength and number, advancing the course of improving Nigerian nutrition response as enshrined its mandate.
Over the last 5years, the alliance’s activities have been implemented as provided by its strategic plan (2017 -2022), developed in line with the Nigerian vision of ‘A country where every citizen is food and is nutrition secured’. It has steadily achieved its vision by mobilizing Non-State Actors to advocate, generate evidence, build capacity and stimulate communities to scale up nutrition in Nigeria through the strategic focus of Partnership, Advocacy, Capacity Building, Evidence generation, Institutionalization and service delivery. It has also developed the logical framework/monitoring and evaluation indicators to monitor its activities, which will all expire by the end of 2022. To this end, it is important to review the alliance’s outgoing strategy in line with the emerging context and developing realities of the time.
Therefore, upon the above background, the Steering Committee of the alliance has set the motion to facilitate the reviewing and develop a new strategic plan 2022 – 2026.
Objectives of the consultancy
The overall objective of this consultancy is to
- Develop a Business Case for CS-SUNN and,
- Review and develop a new (5years) Strategic Plan for the period 2022 – 2026, which will ensure the alliance continually attain its vision in line with the emerging realities of Nigeria and keep members of the coalition working towards the same strategic goal.
Scope of work
The scope of work for the Consultant/Facilitator will include but is not limited to:
a) Familiarization with the history, review the vision, mission and goal of the alliance **
b) Facilitate a five days’ workshop to develop a business case for the alliance and review the five-year strategic plan**
c) Harmonize the reviewed strategic focus in line with the SUN/CSN strategy 3.0 and all the networks **
d) As nutrition gains the attention of policymakers, how do we sustain nutrition investment as a front-burner issue despite daunting challenges like insecurity, food and nutrition crisis, and other contending priorities like COVID-19 (disease conditions)?**
e) The contribution of CS-SUNN in improving Nigerian Nutrition investment towards improved nutrition-sensitive social protection, HCD and attainment of the SDGs and WHA targets in the last 5years; how can CS-SUNN get better?**
Key deliverables
The key deliverables are:
· A comprehensive CS-SUNN Business Case
· A five-year CS-SUNN costed strategic plan with MEAL framework (2022 – 2026);
· A detailed report on the process, including stakeholder consultations and validation workshops.
Skills and Knowledge of Consultant
Required expertise and experience include:
- Excellent English writing skills. Ability to communicate technical concepts clearly and compellingly.
- Relevant experience developing and writing a business case, strategic plans or similar such documents
- Possess significant knowledge of public health-nutrition, especially development issues and priorities.
- Preferable: prior experience working on nutrition and developed business cases/strategic plans for a large NGO or multilateral organization
Timeframe for Delivery
The assignment is expected for twenty working days (January 2022 – February 2022) from the date of signing the contract.**
Contractual Agreement, Logistics and Supervision
The consultant will be hired under CS-SUNN’s terms of the contract and supervised by the Executive Secretary in collaboration with the alliance’s steering committee to deliver the above outputs within the agreed time frame. CS-SUNN shall provide the necessary support to the consultant to execute the assignment during the duration of the consultancy.
Payment Schedule
The consultant’s payment shall be based on the financial proposal developed for this consultancy per the agreed contract deliverables.
The expected start date of the Consultancy is January 2022. Payment shall be made in two (2)** instalments of
50%
- Upon submission of first draft and
50%
- Upon completion of the work and delivery of both documents in the most acceptable formats to CS-SUNN.
