Norwegian Church Aid (NCA) is an International Non-Governmental Organization (INGO) with a rich history spanning 75 years. Established in 1947 as a small fundraising initiative to coordinate social aid efforts after the Second World War, NCA has grown into one of the largest aid organizations in the Nordic countries. NCA provides emergency assistance in disasters, promotes long-term development in local communities, and addresses the root causes of poverty. Through advocacy, NCA works to influence just decisions by public authorities, businesses, and religious leaders.
NCA operates in approximately 30 countries worldwide, delivering humanitarian assistance and strengthening civil society. In Nigeria, NCA has been active since 2017, focusing on conflict-affected areas in the Northeast. NCA works closely with national partner organizations to implement programs in Gender-Based Violence (GBV), Adolescent Sexual and Reproductive Health (ASRH), and Climate Resilient Water, Sanitation, and Hygiene (CRWASH) in Borno State, specifically in Dikwa, Monguno, Gwoza-Pulka, and Maiduguri.

Norwegian Church Aid is launching a “Local Open Tender” and invites interested services providers on insurance coverage to participate in the procurement procedure for the relevant lot(s):
Lot 1: Acquisition of Health Insurance Coverage for National Staff in Nigeria
Lot 2: Acquisition of Group Life Insurance for National Staff in Nigeria
Purpose
NCA seeks to procure a comprehensive Health/Group life Insurance policy for its national staff in Nigeria. The purpose of this tender is to invite qualified and experienced health insurance providers to submit proposals for the provision of Health & Group life Insurance coverage that meets the needs of NCA’s national staff.
Eligibility Criteria
Interested insurance providers must meet the following criteria:
- Be registered and licensed to operate in Nigeria by the National Insurance Commission (NAICOM).
- Be registered and licensed to operate in Nigeria by the National Health Insurance Scheme (NHIS) or other relevant regulatory bodies.
- Have a proven track record of providing Health/Group Life Insurance to organizations, preferably INGOs or similar entities.
- Demonstrate financial stability and capacity to handle claims efficiently.
- Provide references from at least three clients for whom similar services have been rendered in the past three years.
- Have a strong network and presence in Nigeria, particularly in the Northeast region.
- Proof of company registration and licences to operate in Nigeria (CAC & SCUML Certificate)
- Valid and updated functional company Tax Identification Number, TIN 2025
- Physical presence & Functional office within Nigeria.
- Must be a Limited Liability Company
All proposal, in English language only, must be delivered to the office address mentioned below by 15:00 hrs, 10th April 2025. Late bids will be rejected. Applicants with questions regarding this tender should send then in writing (or email) up to 16:00 hrs 04th April 2025.
Proposal will be opened at the address mentioned below at a specific time slated. Tenderers or their authorized representative can be present at the opening of the proposal document on 11th April 2025.
