Background

This Scope of Work (SOW) sets forth the services to be provided by the Technical Specialist to Technical Advice Connect Ltd/GTE (TAConnect), a non-profit organisation registered and based in Nigeria to bring innovative solutions to the provision of Technical Assistance (TA) services to states in Nigeria.

The Technical Specialist will provide strategic and technical leadership to support the design, implementation, and monitoring of interventions aimed at reducing maternal and newborn mortality. The role will focus on strengthening the quality, availability, and continuity of RMNCH+N services at primary, secondary, and tertiary levels of care through a health systems strengthening approach. The position requires a strong background in health systems strengthening and Reproductive, Maternal, Newborn, Child Health, and Nutrition (RMNCH+N).

Key Roles and Responsibilities

Technical Assistance & Service Delivery

  • Provide technical input for strengthening service delivery platforms for RMNCH+N across primary, secondary, and tertiary levels of care.
  • Support the integration of RMNCH+N services into routine health systems, ensuring alignment with national strategies and guidelines.
  • Provide ongoing technical assistance and capacity building to the SMOH, SPHCDA, and LGHAs to implement state strategies and plans that guide RMNCH+N and rapidly scale up the integrated delivery of quality, high-impact RMNCH+N services in the state.

Capacity Building & Quality Improvement

  • Contribute to building the capacity of MTOTs and TOTs of relevant HRH structures, using proven and sustainable skill-building and learning approaches and quality improvement methodologies for the delivery of high-impact RMNCH+N at the community level and in primary health care facilities.
  • Provide technical support to the SMOH, SPHCDA, LGHAs, and health facilities in strengthening the structures and systems required to improve quality improvement processes.
  • Mentor health workers and relevant community-based structures during skill-building efforts in support of integrated service delivery, quality improvement, data use for decision-making, and other skills required for the reliable delivery of quality, high-impact RMNCH+N at PHC and community level.

Supply Chain, Community Engagement & Advocacy

  • Support improvements in forecasting, procurement planning, inventory management, and distribution of maternal and newborn health commodities.
  • Collaborate with Social and Behavior Change (SBC) teams to identify demand-side barriers and promote community awareness of RMNCH+N services.
  • Support capacity building of community-based health workers (CBHWs), CBOs, and other actors for early identification, referral, and tracking of priority cases.
  • Support advocacy efforts related to the integrated delivery of RMNCH+N with SMOH, SPHCDA, and LGHAs for the adoption of new evidence-based RMNCH+N practices at health facilities and in the community.

Monitoring, Data & Program Management

  • Support data assessments, monitoring, and evaluation activities to inform program adjustments and policy advocacy.
  • Support supply chain and infrastructure improvements that enhance service availability and readiness.
  • Contribute to the development and review of program strategies, annual workplans, and budgets.

Coordination & Representation

  • Support coordination with government counterparts, implementing partners, and donor agencies to align interventions.
  • Represent the project in technical working groups and relevant stakeholder meetings.
  • Contribute to the development of reports, presentations, policy briefs, and technical documents.

Qualifications and Experience

  • Bachelor’s degree in Medicine, Public Health, or a related field; a Master’s degree in Public Health or a related field is an added advantage.
  • Minimum of 6 years’ experience in reproductive, maternal, and newborn health programming.
  • Experience working with government at national and state levels in Nigeria.
  • Experience working with Ministries of Health, donor-funded programs, and multi-stakeholder partnerships.
  • Strong skills in data analysis, strategic planning, and technical writing.
  • Excellent interpersonal, coordination, and facilitation skills.
  • Strong written and spoken communication skills in English; fluency in a local language is an added advantage.
  • Willingness to travel throughout Nigeria as necessary.

Supervision

The Technical Specialist will report to the Technical Manager & State Team Lead.
