DRC PRESENTATION.

The Danish Refugee Council (DRC) is one of the world’s leading humanitarian NGOs, working in over 40 countries to provide appropriate assistance with a rights-based approach to refugees, asylum seekers, internally displaced people, returnees and migrants. DRC established an operational presence in Colombia in 2011 with a focus on Humanitarian Mine Action (HMA) and providing support to the conflict-affected population in the south of the country. With the onset of large mixed migration flows into Colombia due to the Venezuelan crisis, DRC initiated an integrated humanitarian response in 2018 to meet the urgent needs of refugees, asylum seekers, migrants, Colombian returnees and host communities in some of the most vulnerable areas of Colombia, such as the Caribbean coastal areas (Riohacha and Barranquilla), urban centres (Bogotá and Cundinamarca), and Caquetá. In 2021, DRC opened field offices on the South Pacific coast in the department of Nariño and in the northern part of Colombia in Norte de Santander.

JOB OVERVIEW: The Supply Chain and Procurement Officer is responsible for the purchases required at the base as well as the proper management of assets, inventory management, warehousing, transportation of goods and people, vehicle fleet management and general logistical support to the overall program in Tibú Norte de Santander and assigned municipalities in accordance with the internal framework of Danish Refugee Council DRC and regulations imposed by donors.

Main Responsibilities:

Shopping

  • Ensure the correct execution of competitive purchasing processes for all requests required in the database.
  • Carry out purchasing processes to generate framework agreements according to the need identified in the base purchasing plan.
  • Ensure receipt of purchases required for the proper functioning of DRC operations in Tibú Norte de Santander and assigned municipalities.
  • Direct collaboration with program teams for local planning of purchasing and logistical needs for DRC programs.
  • Track and control all purchase requests.
  • Ensure documentary support for all purchasing processes in SharePoint, in order to
  • ensure transparency and traceability in our purchasing processes.
  • Correct registration of local suppliers in accordance with DRC guidelines

Logistics

  • Ensure timely delivery of requested materials, taking into account the processes and times established by DRC.
  • Control, monitoring and assurance of the inventory of DRC humanitarian kits in Tibú Norte de Santander and assigned municipalities.
  • Control, registration and monitoring of fixed assets managed in the local office.
  • Conduct inventories and keep detailed control of the general DRC inventory.
  • Ensure management of general services for work teams (accommodation, staff, visitors, offices, storage and security).
  • Implement processes for registration, control, monitoring and verification of program elements assigned to base staff and logisticians.
  • Plan and ensure availability of humanitarian kits for emergency delivery in DRC programs.
  • Coordinate with the security team to ensure logistical distribution according to operational and contextual conditions.
  • Support in the maintenance of the DRC base in Tibú Norte de Santander and assigned municipalities.

Fleet

  • Ensure compliance with DRC fleet management processes in Tibú Norte de Santander and assigned municipalities.
  • Ensure vehicle availability for program operations.
  • Coordinate periodic inspections and maintenance of vehicles used in DRC operations in Tibú Norte de Santander and assigned municipalities, and report any failures.
  • Monitor the use and consumption of fuel by the local office fleet

Administration

  • Collaboration with the finance unit for the correct registration of the supply chain
  • Coordination with the finance unit for the timely execution of payments.
  • Other activities required by the organization related to logistics management in Tibú Norte de Santander and assigned municipalities

Experience and Technical Skills:

  • Minimum 2 years of experience in humanitarian logistics, procurement, transportation
  • and distribution, storage and stock management for humanitarian emergencies.
  • Good understanding of procurement rules and regulations of the
  • major international donors.
  • Highest level of respect and integrity in dealing with suppliers.
  • Knowledge of general maintenance.
  • Problem-solving orientation.
  • Ability to work under uncertainty.
  • Advanced handling of MS Word, Excel and PowerPoint

Educational Level: Relevant University Degree in logistics and/or supply chain management or equivalent professional qualification.
