Malaria Consortium Nigeria is committed to tackling the large number of malaria cases and deaths in the country. Working in partnership with the Ministry of Health and other partners, we lead and support three major malaria control initiatives in the country: Support to the National Malaria Control Programme (SuNMaP); NetWorks and MAPS. Our areas of focus include: Technical support for malaria control Capacity building, harmonisation and training of health workers Heath systems strengthening Behaviour Change Communications and community outreach activities Operational research, policy and advocacy.

Malaria Consortium requires qualified National Consultant and State consultants with expertise in security management who will review and update the documentation on the extant security situation in each MC Implementing states, LGA, ward and community level with the aim of ensuring safety and security of lives and properties for the implementation of its activities in 13 Locations in Nigeria.

Expected Outputs/Deliverables

Comprehensive report produced using standard Malaria Consortium report template, to include feedback from conducted desk review related to the ff:

  • Security profile review of each state and the FCT;
  • Risk assessment review for the respective states and the FCT;
  • Possible updated catalogue of security structures in the states and the FCT; and
  • Recommendation on security infrastructures/equipment/ tools needed by MC, their costs and process of procurement or hiring.

Updated Risk mitigation plan for deploying SMC and other Malaria Consortium operations in the states where applicable.

Updated Map of high, medium, and low risk LGAs where applicable.

Updated List of hard-to-reach (HTR) communities due mainly to insecurity, geographical and other constraints where applicable; and

Updated List of recommendations on justifiable security infrastructure/equipment/tools needed by Malaria Consortium and its implementation partners regarding SMC intervention in the state, with adequate costs and process for procurement or hiring where applicable.

Recommendation on modification of implementation strategy where applicable.

orientation of key implementers and SSFPs on required security measures that would be required for the 2023 SMC implementation.

Updated Standard operating procedures (SOPs) for security management of all implementation staff.

Updated 2023 SRA/SSPs for all 12 Malaria Consortium SMC supported states and the FCT: and

National Consultant (1 Nos)

The team lead will be a security management expert with experience in security assessments and risk mitigation planning. Other requirements include:

  • minimum of 10-years’ experience working in the context of a complex and challenging operating environments.
  • demonstrable experience in security assessment/evaluation.
  • good report writing skills and communicating with stakeholders.
  • experience providing similar services to other iNGOs in Nigeria; and
  • experience working in highly resource-constrained environments.

State Consultant (13Nos – 1/State/FCT)

The State Consultant will be a security management expert with experience in security assessments and risk mitigation planning. Other requirements include:

  • minimum of 5-years’ experience working in the context of a complex and challenging operating environments.
  • demonstrable experience in security assessment/evaluation.
  • good report writing skills and communication with stakeholders; and

experience working in highly resource-constrained environments

Timeline for activities: February-March-2023
