ACTED is a French humanitarian NGO, founded in 1993, which supports vulnerable populations, affected by humanitarian crises worldwide. ACTED provides continued support to vulnerable communities by ensuring the sustainability of post-crisis interventions and engaging long-term challenges facing our target populations, in order to break the poverty cycle, foster development and reduce vulnerability to disasters. Their interventions seek to cover the multiple aspects of humanitarian and development crises through a multidisciplinary approach which is both global and local and adapted to each context. Position: Shelter Officer
Contract: Fixed Term
Contract duration: 6 months with the possibility of extension

ACTED has been operational in Nigeria since early 2017, and is working in the northeast responding to the humanitarian crisis. We collaborate with other NGOs and UN agencies to maximise the positive impact on the communities with whom we work. The two organizations have a strong complementarity formalising a global partnership, enabling IMPACT to benefit from ACTED’s operational support in its fields of intervention.
The Shelter NFI Officer is responsible for implementing all aspects of ACTED Shelter and NFI Program. The Shelter NFI Officer supervises the Shelter Technical Supervisors and works under the supervision of the ACTED Shelter PM. ACTED is looking for a professionally confident, self-motivated, experienced, and committed team player to fill the Shelter Officer position based in Yola, Nigeria
RESPONSIBILITIES
Primary responsibilities include but are not limited to the following:
- Ensure efficient and effective program implementation by following the work plan and other guidelines set by the Shelter PM.
- Mobilize beneficiary communities and other relevant stakeholders to participate in the program and maintain the established/rehabilitated/protected Shelters.
- Participate in relevant training to ensure that you are able to carry out your duties.
- Participate in preparing monthly/quarterly/annual highlights/ reports.
- Participate in monitoring and evaluation of the program.
- Work as part of a team on SHELTER NFI issues.
- Ensure integration of SHELTER NFI activities with other ACTED sectors.
- Ensure good representation and reputation of ACTED SHELTER NFI at all levels.
- Actively participate in internal coordination meetings
- Support the development of projects’ M&E tools
- Project implementation and reporting
- Participate in monitoring and evaluation of SHELTER NFI Projects.
- Ensure quality during the implementation of SHELTER NFI activities in accordance with Sphere and National standards.
- Support the Shelter PM in preparing SHELTER NFI weekly, monthly, quarterly, and annual reports to relevant authorities as needed
- Supervise SHELTER NFI Assistants.
- Provide technical and programmatic leadership for the SHELTER NFI staff members and community-based mechanisms in operational areas as needed.
- Develop staff performance measurement and targets with the Shelter PM for the SHELTER NFI Assistants and appraise them based on the set targets.
- Conduct daily field visits (or as required) to ensure SHELTER NFI tasks are going on as planned and mentoring – through technical backstopping and training of duty bearers
- Support the SHELTER PM to monitor financial commitments and expenditures against budgets and provide timely feedback on budget follow-ups.
- Plan and coordinate proactively logistics and movements of staff from and to different operational areas.
- Initiate procurements and ensure their execution.
- Ensure distribution plans are prepared and shared with logistics in a timely manner.
- Manage day-to-day project expenditures of Shelter NFI Assistants and other relevant team members.
We offer
- Contract length: 6 months, with the possibility of extension
- Level: D2-1 (national contract)
- Salary Range: 200,000 to 268,000 -naira monthly

The Shelter Officer will be appraised based on his/her experience and demonstration of the qualities and competencies listed below:
Qualifications
- Minimum of one year working in humanitarian responses
- Bachelor’s degree with a strong focus on both quantitative and qualitative Field methodologies preferred
- Strong skills with the Microsoft Office Suite, Auto cad
- Strong technical writing skills
- Experience collecting information using hand-held GPS devices
- At least 2 years of work experience in a similar field; former experience with humanitarian organizations is an asset.
- Good English communication skills (both oral and written).
- Previous working experience with humanitarian agencies
- Experience working with displaced populations
- Experience hiring and managing casual labourers
- Experience conducting focus group discussions, or the ability to learn rapidly
- Strong team player of high integrity, pleasant personality, ability to work under the least supervision and meet strict deadlines.
- High level of integrity, transparency, and honesty.
- Knowledge of the location context and language is preferred
