ECEWS is implementing a US Centers for Disease Control and Prevention (CDC) funded project aimed at Delivering Comprehensive and Sustainable HIV/AIDS Clinical and Community Services to achieve HIV epidemic control in sub-National units of Delta, Osun and Ekiti States in Nigeria under PEPFAR and the Accelerating Control for HIV Epidemic Project (ACE) funded by the United States Agency for International Development (USAID) in Akwa Ibom & Cross River States targeted at achieving epidemic control thereby reducing transmission and improving the quality of life of those living with HIV.

Job Description

  • The job holder will work to maintain a high level of expertise and innovation in the delivery of adult antiretroviral therapy (ART) and TB/HIV
  • This is necessary to accelerate progress toward the attainment of PEPFAR Nigeria program goals.
  • This includes the provision of support to HIV treatment facilities to achieve epidemic by reaching the UNAIDS’ 95-95-95 goal in Delta, Osun & Ekiti State, and to maintain PLHIV currently on ART 
  • S/he will also contribute to the strengthening of working relationships with other stakeholders and building of systems for program sustainability.
  • Support the development of evidence-based strategies in line with national guidelines and donor priority for the attainment of UNAIDS 95-95-95 goal, including the implementation of uninterrupted ART services for PLHIV, differentiated models of care and treatment, medication adherence support and scheduled monitoring in order to retain them on treatment and ensure treatment success, and TB/HIV activities to address TB disease among PLHIV
  • Provide support for the management of the program-wide Clinical Services team
  • Identify program-wide capacity building needs as this relates to the Clinical Services Directorate and support capacity building efforts
  • Provide technical guidance for the delivery of antiretroviral therapy in line with national guidelines and international best practices
  • Ensure that training materials, SOPs and tools for ART service delivery are up-to-date
  • Work with other team members and relevant units/directorates to support identification of priority areas for evaluation in order to improve program implementation
  • Work closely with other team members to prepare program reports and support documentation of best practices as well as enhance knowledge sharing
  • Interface, in conjunction with other members of the ECEWS Team, between the Program Office, relevant government agencies and other stakeholders
  • Contribute to the development of program work plans
  • Promote stakeholder engagement by working with various levels of government, their relevant bodies/agencies, US Government agencies in Nigeria and other partners

Minimum Recruitment Standard

  • MB.BS / MD / PHD with 7 to 10 years relevant experience with at least 3 years progressive experience at the senior management level working in the health or development field in Nigeria
  • Possession of an MPH or postgraduate degree in a related field is required
  • Proven experience in project development, planning and facilitating technical training
  • Familiarity with the Nigerian public sector health system and NGOs and CBOs is highly desirable.
  • Familiarity working with CDC/PEPFAR donor funded projects.
  • Knowledge of health and development programs in developing countries in general and Nigeria specifically Clinical management and training experience and ability to understand the full range of issues around the clinical management of HIV/AIDS, including the provision of ART Knowledge of Nigerian clinical setting, including government and non-government settings Sensitivity to cultural differences and understanding of the social, political and ethical issues surrounding HIV infections
  • Ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants and recipients of assistance
  • Ability to represent ECEWS to donors, government officials and the NGO community
  • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision
  • High degree of proficiency in written and spoken English communication, including presentation and training skills
  • Proven ability in supervising staff Well-developed computer skills
