Breakthrough ACTION ignites collective action and encourages people to adopt healthier behavior – from using modern contraceptive methods and sleeping under bed nets to being tested for HIV and preventing the spread of zoonotic diseases – by forging, testing, and scaling up new and hybrid approaches to social and behavior change.

Project Activity: Risk Communication (COVID-PEPFAR)
Duration: 1 year – extension contingent on funding.

Project Description

  • Breakthrough ACTION is a five-year cooperative agreement funded by the United States Agency for International Development (USAID) to lead their social behavior change (SBC) programming around the world. Breakthrough ACTION is a partnership led by the Johns Hopkins Center for Communication Programs (CCP) in collaboration with Save the Children, ThinkPlace, ideas42, Camber Collective, International Center for Research on Women, and Viamo.
  • In Nigeria, Breakthrough ACTION (Breakthrough ACTION Nigeria) focuses their SBC efforts on malaria; maternal, newborn, and child health, including nutrition (MNCHN); family planning/reproductive health; TB; priority zoonotic diseases; and the COVID-19 response. In addition, Breakthrough ACTION supports the capacity strengthening of key stakeholders to design, implement, and evaluate SBC activities.
  • With recently awarded funding from USAID, BA-Nigeria is recruiting positions to lead and implement Risk Communication and Community Engagement (RCCE), Global Health Security Agenda (GHSA), and COVID-19 activities.

Summary

  • This position will lead the implementation of the BA Nigeria COVID/HIV work plan.
  • He/she will be the lead technical expert on the team and provide SBC/HIV technical guidance, lead coordination and capacity strengthening for SBC and Risk Communication related to HIV programming.

Essential Duties and Responsibilities

  • Serve as the lead technical focal point on COVID and HIV for the Breakthrough ACTION Nigeria RCCE portfolio;
  • Lead the design, planning, implementation, and monitoring of social and behavior change and risk communication programming for HIV programs;
  • Coordinate and collaborate closely with NACA and PEPFAR service delivery partners in the implementation of the work plan;
  • Work with BA Nigeria state focal officers to ensure timely and quality programming in Breakthrough ACTION Nigeria intervention states;
  • Manage PEPFAR related reporting in collaboration with the RCCE Program Manager;
  • Monitor and document all related program activities and challenges including mitigation on a regular basis;
  • Perform job duties/responsibilities in support of JHU-CCP’s Mission and Values, as appropriate; 
  • Other duties as identified and assigned by the supervisor.

Supervisory Responsibilities:

  • This position has no direct supervisory responsibilities.

Minimum Qualifications and Skills

  • Degree in Medicine (MBBS, MBChB) preferred.
  • Master’s Degree in a relevant field (Development Studies, Public Health, etc.)
  • Minimum of Seven (7) years of experience in HIV/AIDS-related programming.
  • Demonstrated experience and familiarity with service delivery, provider behavior change, and/or social and behavior change activities.
  • Experience of working on a PEPFAR USAID or US-CDC funded project
  • Experience working with varied stakeholders especially ministries, departments, and agencies (such as Nigeria Agency for the Control of AIDS) in a multisectoral approach developing and implementing policies is desirable.
  • Program management experience is required for this role.
  • Excellent communication, and organizational skills.
  • Well-organized, with the ability to track multiple activities and deadlines.
  • Strong communication skills (written & spoken) in the English language and one or more Nigerian language(s) is required.
  • Proficiency with Microsoft Excel, Word, and PowerPoint, or similar software.
  • Ability to travel within Nigeria and work successfully within a cross-cultural, multi-sectoral, multi-project team-based environment.
