SENIOR FINANCE OFFICER AT ACTED NIGERIA

Overview

REACH was born in 2010 as a joint initiative of two International NGOs (IMPACT Initiatives and ACTED) and the United Nations Operational Satellite Applications Programme (UNOSAT). REACH’s purpose is to promote and facilitate the development of information products that enhance the humanitarian community’s decision-making and planning capacity for emergency, reconstruction and development contexts. REACH facilitates information management for aid actors through three complementary services: (a) need and situation assessments facilitated by REACH teams; (b) situation analysis using satellite imagery; (c) provision of related databases and (web)-mapping facilities and expertise.

IMPACT Initiatives is a humanitarian NGO, based in Geneva, Switzerland. The organization manages several initiatives, including the REACH Initiative. The IMPACT team comprises specialists in data collection, management and analysis and GIS.  IMPACT was launched at the initiative of ACTED, an international NGO whose headquarter is based in Paris and is present in thirty-seven countries around the world, founded in 1993. ACTED’s mission is to save lives and support people in meeting their needs in hard-to-reach areas. ACTED develops and implements programs that target the most vulnerable amongst populations that have suffered from conflict, natural disaster, or socio-economic hardship. ACTED’s approach looks beyond the immediate emergency toward opportunities for longer-term livelihood reconstruction and sustainable development. Independent, private and non-profit, ACTED respects strict political and religious impartiality and operates following principles of non-discrimination, and transparency, according to its core values: responsibility, impact, enterprising spirit and inspiration.

ACTED has been operational in Nigeria since early 2017, and is working in the northeast responding to the humanitarian crisis. We collaborate with other NGOs and UN agencies to maximise the positive impact on the communities with whom we work. The two organizations have a strong complementarity formalized in a global partnership, enabling IMPACT to benefit from ACTED’s operational support in its fields of intervention.

The Senior Financial Officer is in charge of ACTED’s accountancy at the Country level and of the financial reporting to donors. As the mission grows and programming expands, the position will transition into a Deputy Finance Manager or Finance Manager position.

RESPONSIBILITIES

Primary responsibilities include but are not limited to the following:

  • Respect and follow up the ACTED’s financial procedures;
  • Produce financial information in the proper format to ACTED Paris and ACTED Nigeria;
  • Financial Reporting of ACTED’s projects to donors;
  • Ensure an efficient flow of information with Paris and the areas.
  • Accountable for ACTED Nigeria’s accountancy;
  • Respect and follow up of ACTED’s accountancy procedures: verification and filing of documents (logistics and finance with right signatures and scenario), allocation of expenses, vouchers registration, balance checking, verification and compiling monthly accounts from each base, review of HR TITANIC and tax payments; 
  • Ensure an on-time and efficient flow of information with HQ and area level:
  • Communicate accounts every month to Coordination and HQ (TITANIC, ATROCE);
  • Respect SAGA procedures and deadlines.
  • Open/close bank accounts on the authority of the General Delegate;
  • Oversee the management of bank accounts: follow transfers, check balances, check authorized visas;
  • Supervise the management of safes and cash: available amount, balance checks;
  • Prepare the monthly cash-flow needs for projects and bases and communicate cash requests to HQ.
  • Financial accountability of ACTED’s projects implemented in Nigeria;
  • Financial follow-up of ACTED’s projects implemented in Nigeria: BFUs, allocation tables, ACT and running costs follow-up; 
  • Financial analysis of ACTED’s projects implemented in Nigeria: analyse gaps between planned budgets and actual expenses, anticipate financial risks;
  • Ensure an on-time and efficient flow of information with HQ and Country Coordination;
  • Develop project budgets for proposals according to needs and donor constraints;
  • Draft financial reports respecting contractual deadlines.
  • Produce allocation tables for national staff, international staff, premises, and vehicles in consultation with coordination and logistics
  • Ensure an on-time and efficient flow of financial reports to the donor’s community;
  • Follow up of financial report with the HQ and donors: draft financial reports respecting contractual deadlines;
  • Supervise the preparation process of Internal / External Audits of the donor at the required time.
  • Update the organigramme and ToRs of the finance department according to the mission development;
  • Oversee and manage all finance staff at country and base level; review finance documents for each related staff and ensure accuracy
  • Develop relevant management procedures within the team;
  • Organizing every three months a refresher workshop;
  • Ad hoc training of finance personnel.

Qualifications

  • Minimum of Bachelor’s degree or its equivalent in accounting or finance
  • Professional qualification (ACA, CA, CPA / ACCA) is mandatory
  • 5 years of general experience with at least 3 years of experience in accounting and finance work is required.
  • Experienced in  Microsoft office software: MS Word, Excel, PowerPoint, Outlook, etc. is required.
  • Experience with computerized accounting systems is required (Saga).
  • Strong analytical skills are required.
  • Multi-tasking with a positive attitude is required.
  • Ability to establish and maintain effective, sustainable relationships with project staff and bank officials, as well as the development community is required.
  • Prior experience with international organizations or international-funded projects is highly desirable.
  • Experience working in a conflict environment is a plus.
  • Fluency in oral and written English is required
