Malaria Consortium Nigeria is committed to tackling the large number of malaria cases and deaths in the country. Working in partnership with the Ministry of Health and other partners, we lead and support three major malaria control initiatives in the country: Support to the National Malaria Control Programme (SuNMaP); NetWorks and MAPS. Malaria Consortium is sourcing for qualified personnel with expertise in Communications, Media , Advocacy and Knowledge management in community health programs who will support the facilitating the dissemination and transitioning processes; extraction and documentation of lessons learned and best practices of the BMGF-funded CHIPS programme in Niger state. The consultancy role  would involve the development of a range of knowledge products for diverse channels and means: guidelines, reports, publications, media and other materials. The consultants will generally be focused on the following:

  1. Coordinating high level advocacy in support of the dissemination and transitioning process. This would include:
    1.  Securing high level political buy-in for the end of project activities including their participation,
    2. inputs into the production of an advocacy brief, and domestic financing for CHIPS programme activities in 2023 budget for the state,
    3. solicit for the participation of ED of NPHCDA and at least high political stakeholders from 2 other states at the event.
  2. Documentation and compilation of programme lessons and challenges.

The required support will focus on engagements in documentation and dissemination of programme results, lessons and challenges, and effective transitioning with a view of driving the initiation of commitment by key stakeholders.

Deliverables

Senior Advocacy consultant

  • Advocacy brief and domestic financing report for the CHIPS program
  • Mapping of key stakeholders and rationale for engagement at the dissemination event
  • Report on key highlights and takeaways from the dissemination coordination and event.

Documentation Specialist

  • A documentation plan detailing: approaches, and recommend a schedule of the detailed activities recommended methods to capture best practices in the project cycle based on the desk reviews conducted and discussions with the programme lead.
  • Produce case studies (5); thematic reports (5) and other knowledge products as agreed with the programme lead, as lessons learned and best practices based on a format generated and agreed upon. These write-ups should be no longer than 5 to 10 pages. 
  • Final Report will reflect a compilation of the information collected, results produced and recommendations.

Media consultant

  • Media file of pictures and video clips from key events supported

Qualifications and experience:

Dissemination Coordinator (Senior National Consultant)

  • Minimum 15 years coordinating Public Health programmes
  • A degree and an advanced degree in medical sciences
  • Requisite experience in leadership of health programmes at National and Regional levels
  • Familiarity and engagements with stakeholders in government and donor partners.
  • Skill in high-level advocacy will be relevant.
  • Previous engagements in the leadership of malaria and community health programmes.

Documentation Specialist (Senior National Consultant)    

  • Degree in Mass Communication, Social Sciences, or another relevant speciality is a minimum requirement, a post-graduate degree as an advantage.
  • Minimum 5 years of experience in preparation of technical reports and studies, or other knowledge products, related to projects and their management.
  • Language Requirements: Proficient in English language, spoken and written.
  • Ability to write, review, and edit reports; prepare and conduct presentations.
  • Familiarity with in-depth interview techniques
  • Experience in working with government agencies, civil society organizations and international organizations is an asset.
  • Ability to work efficiently and independently under pressure, handle multi-tasking situations with strong delivery orientation
  • Excellent time management skills, with an ability to deliver high-quality outputs on time.
  • Proficient in the required computer skills.

Media consultant (National Consultant)

  • 5 years’ experience in documentation and media consultation for programme lessons compilation.
  • Experience in graphical editing, packaging and presentation of lesson learning products.
  • Experience engaging in health, especially malaria programmes in a plus.
  • Experience in media documenting of lessons learnt for community-targeted intervention is a plus. (Sample work will be required for review)

Activity timelines- (JANUARY- FEBRUARY 2023) ;

Total TA Days/ role

  • Senior Advocacy consultant – 20 TA days
  • Documentation Specialist– 15 TA days
  • Media Consultant- 10 TA days
