The Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH (German Agency for International Cooperation) is an international enterprise owned by the German Federal government, operating in many fields across more than 130 countries.

In Nigeria, GIZ’s portfolio includes among others, a programme to support the Economic Community of West African States (ECOWAS) in its regional integration goals. The programme aims to strengthen sector-specific capacities in the areas of Peace and Security, Customs and Trade as weir as Strategic Management and Organizational Development in the ECOWAS Commission.

We are recruiting to fill the position below:

Description

  • GIZ Country offices are the central element of GIZ’s field structure. They ensure consistent overall representation of the company and its successful positioning as a service provider in the international cooperation market. They are headed by a country director.
  • The country directors represent GIZ as a whole in the country or countries they service. The country director is responsible for shaping the GIZ country portfolio and assuring its quality, and in particular ensures that GIZ activities in all business sectors are coherent.
  • The country directors generally have management responsibility for the officers responsible for commissions in the public-benefit TC measures in their area.
  • The GIZ Offices provide human resources and commercial support services for programmes and projects in their areas. These services must be contracted as set out individually in the respective processes and rules sections.
  • Furthermore, the GIZ Offices perform internal audits of the project administrations in the public-benefit sector, and by agreement for International Services projects and offices too.

Responsibilities

  • The SRMA – as part of the Risk Management Office (RMO) Abuja – is responsible for: Effective coordination and implementation of the GIZ safety and security system

Tasks:
Services:

  • The SRMA ensures the following services:
  • Manages all official GIZ overland movements (approve/disapprove) according to the prevailing security situation
  • Ensures the tracking of all GIZ vehicles overland movements and ensures compliance by all drivers with the overland movement procedures
  • Ensures that communication with the drivers during overland movement is coordinated
  • Ensures proper installation, maintenance and functioning of the tracking devices, Sat Phones, etc.
  • Manages incidents reports
  • Sets up and manages an information management system to identify risks to staff and GIZ operations e.g. mapping of incidences, routes, staff residences, dispatchment of drivers, etc.
  • Manages administrative tasks of the RMO such as tenders, contracts, payments        

Trainings:

  • Organizes safety and security related trainings for staff in collaboration with the RMO colleagues (e.g. first aid, drivers training)
  • Manages the logistics planning, contracting
  • Conducts fire drills on a regular basis

Documentation, Filing and Monitoring:

  • Maintains and updates relevant information and documents:
  • Manages the monitoring list of the ‘Out of country stay’ of staff, consultants and official visitors coming into the country and sharing same with relevant management team members
  • Ensures proper filing and storing of the staff and visitors Personal Data Sheet (PDS) documents
  • Ensures regular update of Hibernation, Relocation and Evacuation Plans (HRE), Staff Contact list, AMA residential address, (SAT) phone number list, hospital lists, emergency telephone cascade etc.
  • Ensures documents relevant for the work of RMO are identified and stored in an organized manner
  • Constantly updates RMO related information/documents on the shared drive and the DMS/IDA.
  • Feeds and monitors the Emergency Mass Notification System (EMNS) and other means of communication

Coordination of the Security Briefings:

  • Coordinates and conducts security briefings for incoming international staff (AMA) and visitors
  • Constantly updates the security briefing documents to reflect the current security situations
  • In cooperation with HR, organizes Safety and Security onboarding for new national colleagues

Other Duties / Additional Tasks:

  • Responds to and intervenes in emergency situations on safety and security related matters (including outside working hours)
  • Coordinates the 24/7 Emergency Response System
  • Conducts safety and security background checks on new office and residential accommodations
  • Follow up on UNHAS flights: Approves, Rejects and Cancels bookings
  • Prepares SITREPs, reports and security analyses

Qualifications

  • University Degree (minimum of BA / B.Sc)
  • Relevant working experiences in Security Risk Management, IT, GIS, Logistics for international organizations

Professional Experience (field and minimum duration):

  • 3 – 5 years’ professional experience with an international organization in a similar line of work
  • IT/GIS and mapping/information management system skills are essential

Other Experiences and Skills (e.g. language, IT-skills, social and personal skills, etc.):

  • Advance experience in setting up and managing information management systems including mapping
  • Advanced IT/GIS user skills (Microsoft office, Excel, Access, Power Point, data management software)
  • Experience in developing safety related technical tools and systems
  • Demonstrated understanding of contemporary and future security threats and its implications to the work of GIZ
  • Excellent Language Skills (very good spoken and written English)
  • Strong analytical and drafting skills
  • Very good communication skills (presentation skills, communication with staff, report writing skills)
  • Accuracy and determination
  • Operationally oriented and result driven
  • Good working knowledge of modern communication systems (Sat phones, VHF)
  • Country cultural sensitivity and adaptability
  • Friendly and cooperative personality
  • Strong knowledge and understanding of development/humanitarian work and international organisations
  • Team player

  • Ability to work under stress and across teams
  • Willingness to upskill as required by the tasks to be performed.
