Hope and Rural Aid Foundation (HARAF) is a National non – profit organization functioning since 2011 but was officially registered under the corporate affairs commission (CAC) of the federal government of Nigeria in the year 2016 with registration number RN: CAC/IT/:85536. HARAF are into humanitarian and development activities with full operational presence and offices in Adamawa, Borno, Yobe with field offices in Michika and Calabar. The head office in Yola. The organization works in the Food Security and Livelihood, Protection (Child Protection/GBV), Education and Shelter/CCCM Thematic areas.

 HARAF plans to implement complimentary livelihoods activities particularly to introduce livelihoods interventions to build their capacity by contributing to their basic food needs and ultimately reduce the cost of life savings interventions over time. This will also provide opportunity to utilize the otherwise idle labour, mostly from youth who are caught in humanitarian crisis through Entrepreneurship, Livelihood Intervention Skills acquisition and Financial Literacy Training at selected communities of Yola South LGA, Adamawa state.

Job Description

  • The Security Officer will be responsible for security assessments, security related guidance and enforce implementation of HARAF’s security policies, guidelines and procedures with the support of the Head of Operations/Head of Admin.
  • This will involve but is not limited to promoting a culture of security; security incident reporting; monitoring and analysing the security situation in the project locations, supporting the development and implementation of Security related Standard Operating Procedures (SoPs).
  • He/she will hold an advisory role to the all-project Team Leads with regards to project implementations on the field
  • The SO will ensure provision of early warning advisories affecting security situations for HARAF Program activities and will travel extensively to all States of implementation on short notice and support staff capacity to work more effectively and contribute to reducing HARAF’s operational vulnerabilities.

The Security Officer will build staff capacity with regards to Security and Safety Management in the work environment.

Responsibilities

Safety & Security Management:

  • Carry out security risk assessments (SRA) based on contextual risk levels including the Safety and Security for all HARAF staff, eligible dependents, resources, assets, facilities, programs while ensuring compliance with HARAF’s Security policy.
  • Take a lead in development and updating of State contingency plans for review by the Head of Operations and Head of Admin.
  • Conduct periodic and appropriate rapid site security surveys of premises and advice on shortfalls in security preparedness provided recommendations.
  • Provide training and capacity building for staff and Security focal points to ensure employees are aware of operating environment and personal safeguards required for work in the field.
  • Develop strategies to improve Security Management systems for effectiveness, efficiency, considering new business needs, team dynamics and project mission.
  • Provide advice on selection and procurement of appropriate equipment for security including services and work with contracted Security Companies to ensure compliance as per agreements.

Security Awareness, Briefing & Training:

  • Ensure new staff are taken through a Security orientation and understand the HARAF’s Security Policy and design a security platform
  • Contribute to security related updates on daily basis for staff briefings and updates with advice on mitigation measures and ensure staff adhere to security policies and procedures
  • Provide advance security advice and briefing to staff and visitors intending to travel to Nigeria for HARAF Business
  • Conduct periodic briefing to the Yobe State coordinator, partners and all staff keeping them up-dated on security developments and/or risks that may affect HARAF operations and make recommendations to minimize risks.
  • Attend external security information sharing meetings with key security networks such as NGO security forum, UNDSS, and other security Stakeholders both within and outside the HARAF’s operating locations  Drivers are briefed of safe vehicle operations.

Safety management:

  • Ensure HARAF’s offices have adequate life safety measures, assets & both drivers and vehicle follow safety standards and requirements
  • Ensure all facilities are well prepared in fire safety and any other natural hazards

Organize safety & security awareness, fire drills and life safety training for all staff.

  • Ensure Hotels to be prequalified for use by HARAF’s project business are safety compliant.
  • Track all staff movements and ensure accountability of staff while on travel, ensure there is response plan in the event of any uncertainties

Incident & Crisis management:

  • Serve as the initial contact and coordinator for all emergencies, incidents involving HARAF program staff and assets and inform the management of actions taken
  • Coordinate the updating of HARAF’s Security Plans quarterly; develop specific State contingency plans (SSCP) for review by the Head of Admin/Head of Operations.
  • Be part of the HARAF’s incident management team and Crisis management

Minimum Requirements

  • Bachelor’s degree in Law, Social Sciences, International Relations, Political Science or any related discipline.
  • Minimum of 2 years of relevant experience at the national or international NGOs in safety and security functions
  • Experience in liaising with communities, civilians, police and / or military government authorities as well as with regional institutions preferred.
  • Excellent negotiation and representation skills and the ability to work comfortably with an ethnically diverse staff in a very sensitive environment.
  • Good context analysis skills.
  • Competent and literate in local North East languages (Hausa and/Fulani), verbal and written, with a sound knowledge of technical expressions will be an advantage.
  • Willingness to travel at short notice, and often in difficult circumstances.
  • Highly organized and systematic with excellent attention to detail.
  • Excellent interpersonal and communication skills, both written and oral.
  • Excellent cross-cultural communication skills.
  • Experience providing safety and security orientation for all new staff, short term technical assistance, expats staff / visitor / guests and facilitate training for existing staff.
  • Experience complying with systems put in place to enhance security skills and awareness in areas of accident prevention, safety, health and occupational hazards.
  • Experience conducting routine crisis management exercises for all staff and management.
  • Experience conducting regular mock drills in all offices (e.g. fire drill, evacuation, etc.)
  • Experience promoting and encouraging a safe and environmentally sound culture.
