Define, implement, coordinate and supervise all operational communications activities in accordance with MSF standards in the mission/or during an emergency in Niger. The FCM (Field Communication Manager) aims to strengthen the visibility, acceptance and influence of MSF in the country.

Responsibilities

Strategy development

  • Under the supervision of the head(s) of mission and in cooperation with the headquarters communications referent, the FCM defines the mission’s communications strategy, giving advice on public positioning and remaining responsive to emergencies and communications. of crisis.
  • The FCM promotes the visibility of the organization, by improving knowledge of its principles and its work, by strengthening information on MSF’s activities among communities.
  • The FCM must have the capacity to identify key cross-cutting issues across MSF operations that are relevant to communications and advise on public positioning.
  • He/she will develop guidelines for managing crisis communications through local media and have the ability to remain responsive to emergencies.
  • In emergency situations with high media pressure, the (E)FCM is able to act as a spokesperson to relieve field teams of interview pressure.

Media management/alert

  • The FCM maintains close contact with the main local media and foreign correspondents.
  • The FCM liaises with communications staff from other organizations and institutions, and monitors and analyzes lines of communication developed by important actors for MSF (authorities, armed groups, other NGOs, etc.).
  • The FCM facilitates international media visits to MSF projects and organizes media events (press conference, press briefing, etc.) in collaboration with the MSF international communications network.
  • The FCO (Field Communication Officers) briefs spokespersons and assesses media training needs for key personnel.
  • He/she can play the role of spokesperson when deemed appropriate and necessary.
  • The FCM produces strategic reports on the local media landscape and regularly reports on new developments. He/she provides advice on how to deal with local media in times of crisis, and will develop guidelines for dealing with such crises through the country’s media.

Team management

  • The FCM manages, develops and supervises the staff under his/her direct responsibility (Responsible for field communication and publication officer).

Content production

  • The FCM advises on the choice of communication tools based on the objective, message and audience at local and national levels. He/she then produces – or supervises the production – of local communication content (leaflets, brochures, posters, radio spots, articles, photos, videos.) depending on the strategy and budget).
  • The FCM assists in the production of international communications content by providing data, information, quotes, testimonials, photos, videos and other means to the board or person responsible for writing the content. international communication at headquarters level.
  • The FCM monitors and archives the production of communications on the country in order to constitute an institutional memory.

Content distribution

  • The FCM actively promotes the dissemination of MSF content in the country. Under the supervision of the head(s) of mission, the FCM identifies communication opportunities using output from MSF’s communications network (from List_Press) or by returning staff to present content from MSF’s activities in the country and in other countries.
  • When deemed appropriate and strategic, he/she uses social media (twitter, blogs, Facebook, etc.) to promote MSF content and visibility.

Reports

  • The FCM produces regular reports on the results achieved and future priorities.

Budget management

  • FCM will produce an annual communications budget intended to support identified and agreed upon communications priorities. This budget will be submitted for approval to the head(s) of mission and the headquarters communications department.

Responsibilities Specific to the MSF Section / Context

The FCM will work for the three sections of MSF: OCBA, OCG, OCP. Waca

  • OCBA, OCG, OCP, Waca aim to maximize communication resources between the three sections of MSF in Niger, in order to mutually support efforts and initiatives. This is to speak with one voice from the regions where we work as an organization. To this end, an FCM will be accompanied by an FCO and Pub Officer based in Niamey.
  • Training for the FCO and Pub officer with coaching and skills development
  • The FCM is under the supervision of CDM OCBA and under the lead of OCBA. However, when traveling to OCP, Waca or OCG projects, the hierarchical superior will be the de facto mission leaders of each section, in terms of security.
  • The FCM is responsible for developing a work plan and a timetable which will be shared with all mission heads, as well as the functional communications advisor(s) of each section. .
  • The FCM will monitor local, national and international communications: contacts with local and international media, creation of communication materials (French and local languages) with FCO and Pub Occiccer support, field visits, workshops for staff , press café events, monitoring of publications on social networks, etc.
  • Media Mapping: Regular updating of local, national, regional and international media contacts in Niger, as well as the list of influencers who shape and guide key debates on social networks;
  • Monitor the collection of quality communication material with analysis of the risks incurred in the field (photos, videos, testimonials) and contribute to the creation of new content for projects and missions;
  • Also provide support to health promotion teams to develop awareness messages with a view to improving understanding and acceptance of MSF activities in the different intervention areas and especially in high-risk areas
  • Validation lines : The FCM will work in close collaboration with the 4 CDMs of the 4 sections for the validation of the articles developed for each section.

Professional skills

Education/Experience : Degree in journalism, communications, humanitarian affairs, political science or related university degree.

Essential Experience

  • prior professional experience of at least 2 years in the field of communications, journalism or public relations.
  • Prior professional experience in producing communications content.
  • experience with MSF or other international NGOs in developing countries. Experience working in an international environment

LANGUAGES

Fluency in French and English is essential.

Fluency in local languages ​​is desirable
