INTRODUCTION
ORGANIZATIONAL OVERVIEW
The Debbie Kauna Foundation (DKF) is a national women-led non-governmental organization in Nigeria dedicated to advancing the rights and opportunities of persons with disabilities, with a special focus on women and girls. DKF operates with a clear mission to educate, empower, and train Nigerians with disabilities, aiming to improve their quality of life and ensure they enjoy optimal health. The organization’s vision extends beyond individual support, aspiring to create a society where Nigerians with disabilities have equal opportunities in all aspects of life, including education, employment, and healthcare. The organization is driven by a deep compassion for those affected by conflict in Nigeria and aims to address the challenges facing this vulnerable population.
PURPOSE OF RFQ:
Debbie Kauna Foundation is seeking quotations from reputable car hire service providers to meet our transportation needs for official use. The selected provider will be responsible for supplying vehicles on a rental basis as per the terms and conditions detailed in this RFQ.
SCOPE OF WORK (SOW)
The services to be provided include, but are not limited to, the following:

Required Information from Suppliers
Suppliers are required to provide the following information as part of their quotation:
- Detailed pricing for each vehicle type (breakdown of daily, weekly, and monthly rates)
- Pricing for chauffeur-driven and self-drive options (if both are available)
- Pricing for additional services (GP)
- Availability of vehicles for specific dates
- Vehicle maintenance and support terms
- Insurance coverage details (collision damage waiver, theft protection)
- Payment terms and conditions (advance payment, billing cycles)
- Cancellation policy
- Any additional surcharges (taxes, delivery, mileage limits)

- Availability and flexibility of services

- Insurance and coverage options
Terms and Conditions
- The organization reserves the right to accept or reject any quotation.
- Any contracts entered into as a result of this RFQ will be governed by our terms and Conditions.
- The selected provider may be required to sign a Service Agreement, detailing terms of service, pricing, and other conditions.

Terms and Conditions as per DKF’s Policy
- Payment terms: Payment will be made within 2 weeks after delivery and acceptance of goods
- All responses to this RFQ will be treated as confidential.
- DKF reserves the right to accept or reject any quotations.
- The selected vendor will enter into a contract with DKF under the terms outlined in this RFQ and any subsequent negotiations.
- Bidders shall adhere to all the requirements of this RFQ, including any amendments made in writing by DKF. This RFQ is conducted in accordance with the DKF Procurement Policies.
- Any Bid submitted will be regarded as an offer by the Bidder and does not constitute or imply the acceptance of the Bid by DKF. DKF is under no obligation to award a contract to any Bidder as a result of this RFQ. DKF shall not be responsible for any costs associated with a Supplier’s preparation and submission of a quotation, regardless of the outcome or the manner of conducting the selection process
- DKF enforces a 5% withholding tax deduction on the total contractual sum. DKF reserves the right to validate documentation accuracy. Inquiries or clarifications on tax matters should be communicated before the RFQ submission deadline. Participation implies vendor agreement to the outlined withholding tax and VAT exemption policies
- Language in which Quotation will be submitted must be in English.
- No price variation due to escalation, inflation, fluctuation in exchange rates, or any other market factors shall be accepted at any time during the validity of the quotation after the quotation has been received.
