Overview

Project title:  T2C – Turning Plastic Waste into  Economic Opportunity  
Summary of projectTearfund is a Christian Relief and Development Agency working in over 50 countries worldwide, with a  Christ-centred approach to aid and development. Tearfund’s work in Nigeria began in the early 1970s.   The Trash to Cash project is a development project implemented from Jan.2021 to Dec. 2024, with a target of collecting 450 tonnes of plastic waste, improving the economic situation of 3,000 households, and reaching 15,000 individuals with sensitization and awareness messages on plastic waste recycling in 5 riverine communities. The project also engaged with local government and state institutions to advocate for more effective policies that reduce marine litter and create green and fair jobs, including the establishment of a social enterprise.
 The Renewal Eco-Recyclers (RECOR) Ltd/Gte, is a social enterprise committed to sustainable plastic waste recycling in Yola South, Adamawa State, Nigeria. With a mission to promote environmental sustainability while empowering the local community to earn income through a circular economy. RECOR Ltd./Gte. collects and recycles waste plastic into plastic bales, flakes, and pellets, which are secondary raw materials for producing other finished plastic products. The recycling hub has an installed processing capacity of over 40 tons of plastics monthly.

1. Specific Objectives of the Project

The specific objectives of the project are:

○ Assess the potential for growth, profitability and employment of local economic sectors.

  • Identify viable and sustainable income-generating activities for women.
  • Evaluate market demand, competition, and supply chain dynamics for potential goods and services.
  • Assess barriers and opportunities for women entrepreneurs in local markets.
  • Determine the feasibility and potential impact of cash transfers on local markets.
  • Provide actionable recommendations to guide cash transfer and capacity-building strategies.
  • Assess risks, challenges, and enablers to successful implementation of cash-based programming.
  • Assess whether the identified and selected markets can absorb additional cash that will be ingested into the market
  • Conduct research and analysis on market supply and demand for goods/produces services

                  2. Scope of work:

         The HR Consultant will develop and implement comprehensive HR policies and procedures for RECOR. The scope of work includes:

  1. Development of Organizational Policies – Drafting and finalizing policies covering employment terms, HR processes, SOPs, Financial Policy, code of conduct, and workplace ethics.
  2. Employment Terms and Conditions – Establishing clear guidelines for staff contracts, working hours, leave entitlements, and disciplinary procedures.
  3. HR Compliance and Legal Alignment – Ensuring policies align with Nigerian labor laws and international best practices.
  4. Welfare and Benefits Structure – Designing competitive salary structures, health benefits, retirement plans, and other employee incentives.
  5. Staff Handbook Creation – Compiling all HR policies into a single, easy-to-understand document for employees.
  6. Standard Operating Procedures – provide for SOPs to guide the day-to-day operations of the plastic recycling hub and business at large 
  7. Capacity Building – Training the RECOR team on policy implementation and HR best practices.
  8. Onboarding and creation of HR filing System for RECOR staff.

Expected Tasks

The consultant will be responsible for executing the following tasks:

  1. Conduct a needs assessment to identify HR gaps and priorities.
  2. Develop and present a draft HR framework for RECOR’s operations.
  3. Formulate key HR documents, including but not limited to:

○ Terms and Conditions of Employment

○ Human Resources Policies

○ Staff Handbook

○ Standard Operating Procedures

○ Financial Policies

○ Welfare and Benefits Policies

  • Facilitate            workshops        for         key        RECOR staff       on          policy understanding              and implementation.
  • Finalize and submit HR documents incorporating feedback from key stakeholders.

       Final Deliverables

The HR Consultant is expected to deliver the following by the end of the consultancy period:

  1. Comprehensive HR Policy Manual aligned with Nigerian labor laws and best practices.
  2. Employee Handbook guiding workplace expectations and benefits.
  3. Terms and Conditions of Employment Document outlining staff rights and responsibilities.
  4. Welfare and Benefits Framework defining employee compensation and incentives.
  5. Capacity Building Report detailing training sessions and stakeholder engagements.
  6. Standard Operating Procedures that articulate the day-to-day operations of the recycling hub
  7. Guidelines on financial transactions HR perspective stating clearly how the staff will undertake financial transactions.
  8. Final Presentation summarizing key policies and recommendations to RECOR’s leadership.
  9. Soft copies of all documents produced, for electronic archival.
  10. Personnel filing System

Methodology

The HR Consultant is expected to adopt a structured and participatory approach to ensure the relevance and effectiveness of the policies. The methodology should include:

  • Desk Review – Assessing best practices in HR policies, Nigerian labor regulations, and comparable industry standards.
  • Stakeholder Engagement – Conduct consultations with the Tearfund contact, RECOR team, Board of Trustees, and relevant stakeholders to align policies with organizational goals.
  • Drafting and Validation – Developing initial drafts of policies and refining them based on feedback.
  • Final Approval and Implementation Support – Ensuring that all documents are officially adopted and training the RECOR team for smooth implementation.

    Application Process

When the TOR is approved the qualified HR Consultants with experience in policy development, organizational structuring, and labor law compliance in Nigeria will be invited to submit proposals. The proposals would include:

  • A detailed work plan with timelines.
  • Examples of previous HR consulting work.
  • References from at least 2 previous clients. ● Cost estimates and payment terms.
