I. General Information
This document is issued to solicit applications from firms with substantial experience in designing and producing information, education, communication, and print materials for capacity-building and development programs. The firm should have a proven track record in implementing innovative designs tailored to target audiences and programs.
Bidders are free to seek clarification on expected deliverables prior to preparing and submitting their proposal. The award agreement will include a payment schedule with specific deliverables, with payments requiring 15 business days for processing after approval of deliverables.
II. Background
About Heifer International
Heifer International is a global non-profit organization committed to ending hunger and poverty sustainably. Since 1944, Heifer International has supported over 39 million people across 21 countries in Africa, Asia, and the Americas. Heifer’s work focuses on empowering rural communities by strengthening local economies and building secure livelihoods.
Heifer’s global vision for 2020-2030 is to close the living income gap for an additional 10 million families, supporting 6 million smallholder farmers in Africa to achieve sustainable living income.
Heifer Nigeria Country Program
Established in 2021, Heifer International’s Nigeria Country Program, through its Signature Program “Naija Unlock”, aims to support the agricultural sector to achieve food self-sufficiency. Naija Unlock focuses on increasing productivity and closing the living income gap for smallholder farmers, primarily in rice, tomato, and poultry value chains, with plans to expand to cattle and small ruminant value chains.
III. Description of Expected Professional Services
a. Purpose
To identify and contract a firm to design and produce print materials for VBHCD training activities targeting Naija Unlock smallholder farmers in Nigeria.
b. Objectives
- Design IEC materials for VBHCD training activities.
- Produce/print IEC materials for VBHCD training activities.

IV. Expected Roles of Heifer Nigeria
- Finalize and sign the contract with the firm.
- Participate in assignment inception meeting with the firm.
- Provide technical guidance and support.
- Review and validate all resources proposed by the contractor before production.
- Ensure all payments are processed as stated in the contract.
V. Expertise
Heifer Nigeria seeks a firm with substantial experience in designing and producing information, education, communication, and print materials for capacity-building and development programs. The firm should have a proven track record in implementing innovative and adaptive designs for target audiences.
Experience Requirements:
- Designing and printing of posters, pamphlets, brochures, and booklets in various languages spoken in Nigeria.
- Reliable delivery of printed materials to Heifer’s program locations within Nigeria.
- Designing and creating social media assets and image editing.
- Understanding technical details and guidelines relating to design and prints.
- Analyzing information quickly and simply for target audiences.
- Evidence of similar assignments and excellent service delivery.
- Ability to work efficiently and deliver outputs within agreed timelines.
- Eligibility to work or operate in Nigeria.
VI. Application Process
Submission Requirements:
Interested firms must submit their organization’s profile, including the following information:
- Technical Proposal (max 3 pages)
- General Information (1 page)
- Organization overview with related assignments and client contacts.
- Capacity statement.
- Legal registration to work in Nigeria.
- Technical Approach (2 pages)
- Comprehensive work plan outlining major activities and timelines.
- Capabilities, versatility, length of time in business, customer service level.
- Past printing services rendered and related activities.
- Expertise in off-set and digital printing.
- References of top clients in the last 3 years.
- General Information (1 page)
- Financial Proposal
- Itemized budget in Naira.
- Narrative explanations of budget line items.
- Annexes
- Previous relevant contracts or projects.
- Organization’s/Firm’s Certificate, PIN, and VAT registration.
- Summary of similar assignments in the last 3 years.
Submissions must be in English, typed single-spaced using Times New Roman font size 12, with numbered pages and include the RFP reference number and the organization’s name at the bottom of each page.
The successful contractor will need to provide:
- Certificate of Incorporation or Business Registration Certificate.
- Partnership Deed if applicable.
- Audited financial statements for the last 3 years.
- Tax Compliance Certificate.
- Physical location details.
- Directors’/Partners’ personal guarantee.
- Trade reference and clientele list.

VIII. Selection Criteria
Proposals must align with the scope of work and provide detailed responses. Proposals will be evaluated based on:
- Completeness of proposal: 20%
- Technical delivery approach: 20%
- Financial proposal: 20%
- Delivery schedule: 20%
- Evidence of similar work done: 20%
The selection committee will evaluate the technical proposal based on the criteria above and the financial proposal based on cost reasonableness and effectiveness.
IX. Validity of Proposals
Proposals remain open for acceptance for 14 days from the receipt deadline. Selected organizations will have all information in the document and negotiation process contractually binding.
X. Award Process and Contract Mechanism
Activity Timeline:
- Proposal reception: July 25, 2024
- Selection Committee review: July 29, 2024
- Notification of award: July 31, 2024
- Award agreement negotiation: July 31, 2024
- Signing award: August 14, 2024
Heifer will issue a fixed award agreement based on the accepted deliverables.
XI. Limitations
This RFP does not commit to awarding a contract, paying costs for proposal preparation, or procuring services or supplies. Heifer reserves the right to accept or reject any proposal.
XII. Intellectual Property
a. Ownership Generally:
All intellectual property developed in connection with the services and/or goods shall be the exclusive property of Heifer International. The contractor must confirm or perfect Heifer’s exclusive ownership upon request.
b. Prior-Owned Intellectual Property:
Contractor’s Prior-Owned IP included in the Work Product remains the contractor’s property, but Heifer is granted a permanent, nonexclusive, royalty-free, worldwide license to use, copy, reproduce, display, edit, revise, perform, and distribute said IP as part of the Work Product.
