Presentation of the Red Cross
Located in an area that is overexposed to multiple risks (e.g., cyclones, floods, volcanic eruptions, earthquakes and tsunamis), and, the islands of the South Pacific Ocean are particularly vulnerable due to their size and geographical fragmentation. In this ocean are four of the ten countries identified as the most at risk in the world (vanuatu, Solomon Islands, Tonga and Papua New Guinea).
Climate change, climate-related disasters, health risks, gender equality, community isolation, the risks of epidemics and the employment of young people are all cross-cutting issues common to the region, to which national priorities are superimposed. Improving the capacities of these actors in terms of preparation, response and the capacity to raise awareness and train citizens, especially in first aid, is one of the essential needs in the South Pacific.
It is in this context that the FIU, as part of the implementation of the 3 Oceans Phase 3 program, will, strengthen its disaster preparedness and response capacity in the South Pacific region by developing GRC activities in the South Pacific area through the relocation of PIROPS to New Caledonia.
Based in the South Pacific Ocean Regional Response Platform (PIROPS) based in Noumea, the/the incumbent of the position will be in charge of disaster risk management.
If the activities carried out on behalf of the FIU from Suva (Fiji) by the International Federation of Red Cross and Red Crescent Societies (IFRC), including the World First Aid Reference Centre (WCMRPS), which will cover all the SNs in the area, the bilateral ones of the CRF will concern five priority SNs (Fiji, Tuvalu, Samoa, etc, Vanuatu and Salomon), the last two being privileged for historical and strategic reasons.
The PIROPS team in Noumea consists of employees of the DOI (Regional Representative and RCMP Coordinator) and employees of the Territorial Delegation of New Caledonia (PGI Coordinator, Support Services Manager, Accountant – RAF and Training Manager).

The Coordinator for Emergency Preparation and Response is responsible for :
1/ Contribute to the PIROPS Emergency Preparedness and Response Strategy :
– Support the Regional Representative in defining the PIROPS positioning strategy for the South Pacific emergency preparedness and response sector
– Maintain partnership relations and ensure continuous monitoring of approaches and innovations in disaster management in order to feed the positioning and operational strategy emergency preparedness and response the PIROPS
– Define the operational strategy PIROPS Prep and Response (strategy of pre-positioning of humanitarian stocks, sectoral strategies, HR strategy, etc.) formalized in a written way
– Define the PIROPS Water and Sanitation emergency strategy, in conjunction with technical partners, and organize technical support to national companies in the preparation and response phases
2/Manage the Department of Emergency Preparedness and Response at PIROP :
– Manager of the GRC volunteer team
– Manage the budget under the responsibility of the RCMP department
– Track the operational logistics processes and purchases undertaken by the department
3/ Ensure risk monitoring and support the PIROPS Manager in the coordination of crisis response operations :
– Ensure continuous coordination, outside crisis periods and in times of crisis, with all actors in disaster management and civil security
– Maintain a continuous search for information on risk levels through consultation with specialized technical partners and data analysis
– Share information and alerts according to the protocols in place
– Ensure emergency deployment and support in the field or remotely to carry out impact assessments and to set up response operations
– Coordinate PIROPS emergency response operations in conjunction with national and international operational partners and in accordance with the FIU’s internal organizational emergency response protocols
4/ Develop the emergency preparedness capacity of the FIU in the South Pacific zone :
– Set up internal schemes and protocols or update existing schemes
animate and strengthen the PIROPS team pool for emergency response
– Organise training, in conjunction with the DOI, the IFRC and technical partners, in particular on Water/Sanitation/Hygiene, and, solutions of adaptations based on nature and psychological first aid in connection with the technical references headquarters
– Track and maintain pre-positioned stocks of emergency equipment and equipment
technical support of projects in the context of emergency preparedness activities: support the organization of simulation exercises, set up contingency plans, DM training
– Define and ensure the direct management of project activities related to emergency preparedness capacity building in the region
– Support the Territorial Delegation New Caledonia and the Territorial Delegation Walis & Futuna for the preparation and organization of crisis management
– Participate in workshops, technical networks and working groups at territorial and regional level related to crisis preparedness
Practical information related to the position
Date of taking up a desired position: 01/06/2024
regular missions to the area will be necessary, primarily to the five National Societies with which privileged bilateral relations must be established
– The anchoring of PIROPS in the New Caledonian territory where the CRF is present at the national level via a Directorate of Institutions and a Delegation for voluntary activities, is a specific element to be taken into account for the successful redeployment of RCMP activities on zone, and more specifically those concerning this territory listed within the project « 3 Oceans »
supervision of activities delegated to the IFRC and National Societies is a specific feature of the position
– Mobilization during humanitarian emergencies in the area is required
evening and weekend work is possible during activities with volunteers (training of neo-Caledonian emergency response teams for example) or in the event of a disaster on the zone
Training :
Higher education (BAC+4/+5), preferably in disaster management, international cooperation, water/sanitation in an emergency and development context.
Skills and experiences :
humanitarian experience of at least 4 years
experience of direct participation in emergency operations
being formed FACT, ERU or RIT/RDRT would be a major plus
– Be trained in post-disaster damage and needs assessment, ability to identify/design an emergency response operation and draft donor materials
technical expertise in Water/Sanitation/Hygiene would be a major asset
good knowledge or experience of the Red Cross Movement (operation, mandates etc..).
– Proven experience in organising and implementing training
comfortable in humanitarian operations under pressure.
– Mastery of project management tools
mastery of the computer tool (complete autonomy on Word and Excel)
good analytical and synthetic mind
– Very good facilities for team work and for the animation of transversal dynamics of work
– Great rigor and sense of organization
– Flexibility and adaptability (possible need for work outside office hours depending on emergencies)
In relation to the specific environment of the mission :
– Be available for short missions that may be frequent
knowledge of the organization of the CRF at the national level is a plus
knowledge of the emergency response mechanisms and procedures of the CRF (national and international) and the International Red Cross Movement (DREF, etc.)
knowledge of networks of national civil security actors would be a major plus
– Knowledge of the South Pacific and experience of intervention in the Small Island Developing States.
Languages :
– French and English essential currents (read, written, spoken)
