WHAT WE DO …
SOLIDARITY INTERNATIONAL (SI)is an international humanitarian aid association which, for more than 40 years, has provided assistance to populations victims of armed conflict and natural disasters by meeting basic needs, drinking, eating, sheltering. Particularly engaged in the fight against diseases linked to unsafe water, the leading cause of death in the world, SI implements, through its interventions, expertise in the field of access to drinking water, sanitation and the promotion of hygiene, but also in that, essential, food security and livelihood. Present in more than 20 countries, the SI teams, 2,500 people in total, made up of expatriates, national staff, headquarters staff, some volunteers…- intervene with professionalism and commitment in respecting cultures.
THE MISSION
As part of its mission, the candidate will have to intervene on behalf of four (4) projects :
- Rapid Response Mechanism (RRM) funded by UNICEF (phase 13), Nana-Gribizi Prefecture,’Ouham Fafa (only in the sub-prefectures of Kabo and Batangafo), and, kemo and Bamingui-Bangoran providing an emergency RESPONSE in EHA, AME and Shelter to people affected by a shock (displacement, return, flood, epidemic, etc.).
Phase 13 of the MRR starts in May 2024 for a period of twelve months.
- Additional project of the MRR for emergency food assistance in the prefectures of Nana-Gribizi,’Ouham, Kemo and Bamingui-Bangoran financed by BHA.
- Project for an Emergency Response to Food Security and Means of’Existence and Water Hygiene Sanitation for vulnerable people affected by armed conflict in the Ouham Prefecture in CAR under ECHO funding, implemented in Kabo from April 2024 as part of the HIP 2024
- Integrated emergency response in water, sanitation and hygiene to vulnerable populations in the sub-prefecture of Kabo under FH funding from 15 November 2023 to 14 August 2024
JOB DESCRIPTION
General objective :
The Log Manager admin Under the supervision of the administrative coordinator and the logistics coordinator, the logistician – administrator ensures the administrative, accounting, financial and logistics management of his base, and, in compliance with donor procedures and International Solidarity.
He/she organises logistical and administrative support for the programmes, including, is the guarantor of the correct application of the Human Resources Solidarity International policy and is responsible for the supervision of the’ all logistical activities on its basis of’allocation.
He/she supports, follows and trains the members of his team.
He/she assists the field coordinator in the implementation of safety rules.
Main Challenges :
- Secure : Due to the security situation of the’ intervention areas linked to the programs, the’organization of security remains a major challenge with the support of the field coordinator. It is essential to understand the security dynamics and further strengthen networking.
- Communication and follow-up with the coordination of the various financial & logistics files : In relation to the considerable activities implemented and especially the challenge in terms of reactivity within the framework of the RRM at the Kaga Bandoro base and Kabo base, the, a continuous follow-up and a relaunch is to be made with the different technical referents log and admin of the coordination with a certain anticipation
- Interdepartmental coordination : The role of the Head of Log admin with the support of the CT is to be the link between the support and program department. As part of the urgent dynamics of activities he/she should have some capacity for responsiveness and decision in order to prioritize certain activities in relation to operational capacity (availability funds, etc, vehicles, thuraya, codan…), maintain the dynamics of exchange through the various Skype groups to ensure some coordination
Priorities for the first 2/3 months :
- Ensure proper management of base procurement and procurement
- Ensure good financial, accounting and treasury management of the ( OFU database, LFU a days, holding at least one budget monitoring meeting per project per month ) with the support of PR
- Set up an internal audit / check mechanism to detect possible cases of irregularities with an action plan to this effect
- Establish a climate of trust with the staffs after the start of 2024 difficult ( suspension of the contract of several members of the team )
YOUR PROFILE
Experiences
- 3-4 years in the humanitarian sector
- 3-4 years on a similar position
Technical and transversal skills :
- Supply chain management, automotive park, computer park communication equipment, stock and security
- Human resources and administration management
- Management of accounting, treasury and finance
- Taste for teamwork (Interculturality+++)
- Experience working in a volatile security environment
- Knowledge of CHS criteria, humanitarian principles and Do no Harm

IF YOU WILL OFFER THE FOLLOWING CONDITIONS
An employee position : According to experience, from EUR 2310 gross per month (2100 base salary + 10% annual leave allowance paid monthly) and a Per Diem monthly Franc CFA 480 000
SI also covers accommodation and travel costs between the expatriate’s country of origin and the place of employment.
Breaks : During the mission, a work-study system is implemented at the rate of 7 working days every three months ( with USD 850 allocated by Solidarités International ). In addition to these break periods, there is an additional day of rest per month worked.
Social and medical coverage : Expatriates benefit from insurance which reimburses all health costs ( including medical and surgical costs, dental and eye care, repatriation ) and a pension system including war risks. The necessary vaccination and malaria treatment costs are reimbursed.
LIVING CONDITIONS :
Since April 2018, SI has been occupying new premises in Kaga-Bandoro towards the northern part, especially in the part mainly inhabited by the Muslim community. The offices and the house are located in the same compound. The new building has 6 bedrooms, 1 living/dining room, 1 kitchen and 1 bathroom and has been recently renovated. The compound is large which limits the feeling of’enclosure although extra professional activities are limited and a curfew established at 21h. ’electricity is available 24h/24h (excluding periods of difficulties in replenishing fuel), and’equipment as a television set (package CANAL+), microwave, fridge, washing machine. The base has the Internet (V-Sat) 24h/24h. Plus, in addition,there is at every moment (at the ssi weekends) a vehicle available for the movements of international staff.
A number of humanitarian’s are present in Kaga Bandoro : OCHA has an office, as well as the ICRC, NRC, INTERSOS, MDA, Plan International and IRC. Although the exit opportunities are limited, the presence of these actors allows to’a to have a social life outside of work. Consultations are possible in case of suspected illness (prefectural hospital supported by the ICRC), and a MINUSCA hospital (the preferred choice) is also available. In case of serious problems, repatriation to Bangui will be carried out. As in the capital, the regular intake of’an antimalarial, is very strongly recommended, especially during the rainy season.
