Quantitative data collection for the Cash Barometer Nigeria At Ground Truth Solutions


Ground Truth Solutions seeks the services of a survey/research firm for data collection in Nigeria, using perception surveys designed by Ground Truth Solutions (GTS). As part of our Cash Barometer project, we are looking to track attitudes, perceptions, and preferences of communities in northeast Nigeria in relation to cash and voucher assistance (CVA) received. The purpose is to track community perceptions of affected people who have received CVA in the last 12 months in support of the Cash Working Group and 2022 Humanitarian Response Plan. The requested services include the finalisation of the survey instrument, contribution to GTS’ sample design, inclusion of enhanced questionnaire testing during enumerator training, data collection (face-to-face surveys), and data processing and cleaning. The services will involve one round of face-to-dace data collection in Nigeria.

The purpose of the Cash Barometer is to ensure that quality perception data from cash recipients is available to and used by aid providers. It sets out to make sure that the perceptions and experiences of cash recipients are used to inform the design and implementation of CVA programmes. In line with that purpose, GTS is looking to appoint a research firm to conduct a quantitative perception survey of people who have received cash and voucher assistance in northeast Nigeria in the past 12 months.

In carrying out this assignment, the appointed data collection company will be expected to:

  • Facilitate face-to-face surveys with recipients of humanitarian aid, based on the random sampling approach shared by GTS.
  • Conduct enhanced testing of suggested survey questions with a small sample of respondents (e.g. cognitive interviewing), in close collaboration with GTS. Feedback findings on how respondents understood questions to GTS.
  • Work closely with GTS in the finalisation of survey tools (including translation of survey questions from English into Hausa, Kanuri and Shua Arabic).
  • Conduct a test round of data collection (ca. 100 respondents) using the Kobo survey tool provided by GTS.
  • Appoint, train (with GTS guidance), and manage a team of capable enumerators with appropriate education levels and experience in collecting both qualitative and quantitative data from people affected by humanitarian crisis, ideally also with experience in the use of cognitive interviewing. Staff conducting the training will be expected to participate in a ‘Training of Trainers’ session with GTS prior to training the enumerator team. The data collection company needs to ensure adequate behaviour of enumerators and appropriate language skills or translators to accompany them to work with ethnically diverse groups of affected people.
  • Ensure that enumerators are provided with materials and training they need to enable them to complete the assignment within the timeframe, including training on collecting data with Kobo Toolbox and the survey provided by GTS.
  • Ensure enumerators submit data via Kobo directly after each interview and share with GTS, brief daily updates where necessary on progress and/or challenges experienced in the field.
  • Submit a final report after data collection covering the number of successfully completed interviews and the number of unsuccessfully completed interviews, adherence to agreed survey and sampling strategy, and any relevant observations made and issues experienced by the data collection company and its enumerators.
