The Danish Refugee Council (DRC) is one of the world’s leading humanitarian NGOs, working in more than 40 countries to provide adequate assistance with a rights-based approach for refugees, asylum-seekers, internally displaced persons, returnees and migrants. DRC has been present in Colombia since 2011 with a focus on Humanitarian Action against Mines (HMA) and providing support to the population affected by the conflict in the south of the country, but 2018 expands its operations in response to the Venezuelan crisis. DRC Colombia is currently implementing a humanitarian response focused on protection for Venezuelan and Colombian refugees and migrants returned in Colombian cities such as Riohacha, Barranquilla and Bogotá,currently it also incorporates activities in the municipality of Barbacoas and in Norte de Santander.
About work:
The role of Protection Capacity Strengthening Specialist (EFCP) represents a great opportunity for a person experienced in protection, with a long journey in strengthening capacities and training activities, in order to support and strengthen the protection response in Colombia. The position will be part of the DRC Colombia Protection team at the national level, which seeks to promote a humanitarian response that helps mitigate the protection risks faced by people in contexts of mixed migration, armed conflict, and natural disasters / environmental degradation.
DRC is looking for a highly qualified person for the role of EFCP, for a six (6) month contract, based in Bogotá and with occasional trips to other cities in Colombia. Under the supervision of the National Protection Coordinator, the role of EFCP will accompany the implementation of a technical training program in various technical protection sub-areas aimed at partners and / or organizations at the national level.
Among the themes associated with capacity building are: child protection, differential approaches (AGD), foundations of protection in the humanitarian field, analysis of risks and protection needs, and psychological first aid (PAP), among others. The role of EFCP will design, organize and facilitate protection training on the aforementioned topics, as well as those that come to be identified according to the needs of the partners.
Main responsibilities
Development and facilitation of protection training
- Work closely with the Protection Coordinator, as well as relevant protection personnel at the national level, to ensure that training plans are implemented, that the budget and schedules have adequate monitoring and execution, the expected results are achieved, and donor requirements are met.
- Develop the modules and training contents of high quality protection, tailored to the technical needs identified by and in the partners, among others, on the topics referred to above.
- Ensure systematic mapping and analysis of capacity gaps and / or training needs that can be identified in the partners.
- Lead the facilitation of the spaces and training modules developed based on the established plan, and ensure technical monitoring on site – when necessary – with participating organizations
- Ensure documentation and systematic reporting of training results for capacity building.
Coordination of the training process
- Lead the planning and organization, in collaboration with the DRC logistics and protection team, of the training with the partner organizations
- Lead coordination and communication with participating organizations.
Generation of learning
- Ensure that all means of verification related to activities are systematized and reported after each training workshop, including pre-baseline and post-facilitation evaluations.
- Provide support for the strengthening of protection capacities with respect to actors and / or themes other than those initially foreseen, according to need / capacity.
- Document challenges, learning and good practices derived from the implementation experience, in coordination and with the support of the MERA team.
- Contribute to feeding and keeping the DRC digital library up to date, even within the new DRC intranet, along with the specific provision of resources, guidance and best practice tools for national operations.
- Contribute to DRC’s internal learning process on protection, including collecting, compiling and sharing best practices from the training process in collaboration with the national technical team.
- Share, when relevant and pertinent, learning, good practices or training material with protection actors in Colombia through the national protection sector, or any coordination platform at the relevant national level.
- Other tasks assigned by the supervisor, as needed.

Minimum experience required and skills:
- Minimum three years of experience in the management of humanitarian protection projects and / or in the development of technical training or protection training, mainly in topics such as child protection, differential approaches (AGD), foundations of protection in the humanitarian field, risk analysis and protection needs (familiarity with the Analytical Protection Framework – PAF-) will be positively valued, and psychological first aid (PAP).
- Strong work experience in the humanitarian protection sector, in contexts of complex humanitarian crises.
- Work experience in different scenarios / contexts, both at the field and national levels within Colombia.
- Previous work experience in protection information management (PIM-); prior participation in training of trainers (ToT) in PIM is desirable.
- Knowledge and / or work experience (including training) related to topics such as community-based approach and protection, GBV, advocacy, strategic litigation, victims law, will be positively valued, and rights of refugees and migrants in Colombia.
Key skills:
- Knowledge of key norms and standards of protection, comprehensive understanding of the subject, as well as the ability to apply it to technical and operational solutions.
- Knowledge of existing and new technological solutions for information management in humanitarian contexts.
- Strong and proven communication skills, both written and oral.
- Demonstrated capacity in capacity building, development of teaching materials, technical guides, facilitation of workshops and training
- Experience in adult training, facilitation, and training processes with humanitarian professionals
- Experience with providing direct and remote technical support to operational and technical teams
- Strong capacities in coordination.
- Excellent interpersonal skills and the ability to work in a multicultural and multi-ethnic environment, with sensitivity and respect for diversity.
- Demonstrated ability to manage and coordinate different issues simultaneously, and to develop clear goals, set priorities, and allocate time and resources appropriately.

Education required:
- Undergraduate and / or graduate relevant to work around humanitarian protection, preferably in the social or human sciences
Languages
- Full command of the Spanish language (written and spoken).
- Fluency in the English language (written and spoken) is desirable.
