Concern for Women and Children Development Foundation (COWACDI) is a woman- led organization born out of passion for the wellbeing of Women and Children in Nigeria. It has special interest in mitigating the suffering of the vulnerable persons (mostly Women & Children) in times of crisis. Currently the organization has focused its attention on the North East of Nigeria with special emphasis in Borno, Yobe and Adamawa states (the BAY states) due to the decade old crises. COWACDI intervenes through community-based approach in addressing Gender-Based Violence prevention and response programmes, child protection, peace-building programmes and empowerment of youth and women. COWACDI operates with full respect for humanitarian law and works with concrete policies and principles of international standard such as humanity, impartiality, neutrality and independence and accountability to affected population.

We are recruiting to fill the position below: 

Job Title: Protection (PSEA) Coordinator (Internal/External) 

Location: Maiduguri

Employment Type: Full-time (4 months with possibility of extension)

Reports To: Programme Manager

The Protection and PSEA Coordinator will be responsible for the development, implementation, and monitoring of the overall Protection and PSEA programming/work plan in line with COWACDI’s PSEA Strategy and IASC’s PSEA Minimum Operating Standards. S/he will lead the coordination between Protection teams and sub-sectors, as well as coordinating and mainstreaming Protection with other departments. S/he will represent the programs in Protection and PSEA coordination forums and advocate on related issues and concerns.

DUTIES AND RESPONSIBILITIES:  

  • Responsible for the development and implementation of Protection and PSEA programs.
  • Responsible for the development of a detailed and operational work plan with clear actions, roles and responsibilities to deliver on actions, timeframes, technical and resource requirements, and reporting requirements.
  • Supervise the Protection and PSEA team and support with activities implementation and coordination.

Provide technical support to ensure high quality of programming and services, exceeding minimum competencies for staff and minimum standards for activities.

Conduct and support ongoing monitoring of Protection and PSEA activities, to ensure minimum standards and progress toward targets.

  • Periodically review and manage M&E systems for Protection and PSEA programming, in collaboration with MEAL team, including the development of M+E tools and methodology, management of reporting mechanisms and information flow, and analysis of program data and impact.
  • Map existing community engagement projects in COWACDI and work with project leads to insert PSEA messages and/or gather community input where appropriate.
  • Identify program gaps, areas of growth, and strategies and support in adapting program design to effectively meet beneficiary needs, the changing context, and other factors.
  • Lead and participate in regular strategy and program planning workshops for Protection and PSEA programming including for grant opening, mid-term review, and grant closing.
  • Manage the development and monitoring of program spending plans, work plans, M&E plans, procurement plans and staffing plans to ensure progress against targets and spending by budget.
  • Be responsible for ensuring management of resources for fulfillment of program deliverables and commitments for objectives/indicators and accountability to donor requirements.
  • Build accountability system, including incorporation of feedback mechanisms for staff and beneficiaries, into program.
  • Lead capacity-building strategy for overall Protection and PSEA department, to ensure strong level of professional development and team-building, including addressing of any team dynamic issues or concerns.
  • Build technical capacity of supervised staff and team as well as in program management.
  • Support close planning and coordination with support departments across Protection and PSEA department for effective operational and administration support of programming.
  • Lead preparation and compilation of internal and external weekly, monthly, and quarterly reporting for Protection and PSEA programs.
  • Lead development of proposals for Protection and PSEA programming, in collaboration with proposal team.
  • Lead recruitment of new staff and program start-up in new sites as necessary.
  • Ensure maintaining of program files and documentation as per program management minimum standards, including maintaining the confidentiality of beneficiaries’ data.
  • Report to direct supervisor as needed on important issues that are cross-cutting, have urgent implications, and/or require supervisor feedback and decision-making
  • Support strategy to build prevention and community-based mechanisms for Protection prevention and response.
  • Ensure active beneficiary participation in program design, implementation, and evaluation, and inclusion of vulnerable groups.

Support program teams to build referral mechanisms to link beneficiaries, particularly vulnerable individuals and groups, to services, through service mapping, referrals, and SOPs.

Support program teams to build capacity through facilitated and supervised training.

  • Build strong coordination between/across Protection and PSEA department at the office and field level.
  • Support link between the department and the management team to facilitate technical support and consistency of program standards.
  • Support regular bilateral coordination meetings with other Protection and PSEA actors, including with potential and existing partners.
  • Identify and advocate on key protection concerns and share patterns and trends in the coordination forum.
  • Support in building referral mechanisms and Protection mainstreaming within other departments.
  • Other tasks assigned by COWACDI.

QUALIFICATIONS:

  • University degree in international relations/development, social science, law, psychology, or another related field; MA/S or other related advanced degree is an advantage.
  • Minimum of 4 years professional experience in humanitarian work, preferably in an emergency context.
  • Substantial experience in Protection and PSEA programming in conflict settings and with IDPs and host communities.
  • Demonstrable technical expertise in the assessment of, design, and delivery of relevant Protection and PSEA programming.
  • Strong experience in training and capacity-building on Protection and PSEA technical areas.
  • Experience with participatory approaches and working with vulnerable groups, including gender mainstreaming and with persons with disabilities.
  • Good knowledge and understanding of Humanitarian Principles and Protection frameworks, tools, and minimum standards.
  • Experience in policy and proposal development and the creation of standard operating procedures and tools; and,
  • Ability to organize work, work independently and prioritize work under pressure, coordinate multiple tasks, maintain attention to detail, and coordination with a variety of stakeholders.
  • Experience undertaking PSEA risk assessments, in coordination with communities, partners and other key stakeholders.
  • Strong program management skills.
  • Excellent written and verbal communication skills.
  • Experience in internal and external coordination and representation of programs.
  • Professional, hard-working, and a self-motivated person.

Very strong interpersonal and teamwork skills; collaborative approach with the ability to work within different cultural environments.

Positive and solutions-oriented leader focused on team-building, problem-solving, and support to the teams and beneficiary communities.

  • Flexibility and can cope with stressful workload and working with limited resources.
  • Ability to travel on short notice to project sites.
  • English language proficiency is required and knowledge of local language is an advantage.
