Protection Field Officer At The International Committee of the Red Cross – (ICRC)

Under the direct supervision of the Protection Delegate, the Protection Field Officer contributes to the implementation and monitoring of

ICRC protection activities related to Restoring Family Links (RFL) and Protection of Civilian Population (PCP) in the Port Harcourt Sub Delegation’s Area of Responsibility. RFL activities aim to respond to family separation caused by the crisis in Cameroon as more refugees flee into Nigeria, and other communities affected by situations of violence. PCP activities aim to address violations from situations of violence affecting communities and reduce the negative effects on vulnerable communities. 

Main duties and responsibilities

  • Contributes to analysis of the security, socioeconomic, cultural and political environment relevant to the ICRC, shares relevant information with team members, and reports any change in the situation.
  • Responsible for the collection, analysis and monitoring of incidents within the framework of the Sub Delegation’s Protection strategy (e.g. humanitarian consequences of urban violence and law enforcement operations) and in charge of the recording of events in Prot 6.
  • In support of the Health Care in Danger (HCiD) focal point and in collaboration with the Protection Delegate and the Head of Sub Delegation, contributes to the collection of events related to violence against health-care services.
  • In collaboration with other departments and the Protection Delegate, supports the focal point in monitoring the CommunityBased Protection projects, and contributes to the analysis of the Community Based Protection Strategy under the direct supervision of the Head of Sub Delegation.
  • Supports the Protection Delegate in providing technical support to the NRCS volunteers and focal persons and facilitating trainings with support from Abuja for the volunteers tailored to their level of experience. 
  • Prepares, participates in and reports on all aspects of field assignments.
  • Drafts field trip reports and minutes of meetings and follows up on meetings with interlocutors and affected persons on protection issues. 
  • Identifies and registers Unaccompanied Minors (UAM), vulnerable Separated Children (SC) and ensures correct follow up, updating and filing of all UAM/SC cases.
  • Ensures efficient coordination with Restoring Family Links (RFL) and Data teams in Abuja on the follow up and update of cases.
  • Along with the Protection Delegate, ensures a good and timely interaction as well as exchange of information among the Protection, Assistance and Prevention departments. •    In collaboration with networking and other departments, contributes to the development of ‘Protection Mapping’ and building on already existing influential stakeholders in the region as well as NGOs, government agencies and the Nigerian Red Cross. 

Education and Experience Required

  • University degree in a relevant field
  • 3 years’ work experience in protection work through humanitarian, human rights and/or civil society organizations 
  • 1-2 years ICRC or other humanitarian agency experience an asset
  • Sound analytical skills and good knowledge of the Sub Delegation’s Area of Responsibility (AoR) (Political, cultural and geographical)
  • Fluent knowledge of spoken and written English and knowledge of Nigerian Pidgin
  • Computer literacy

Desired profile and skills

  • Previous experience in a humanitarian context
  • Excellent drafting/reporting skills 
  • Knowledge of the Red Cross and Red Crescent Movement
