These are terms of reference for the event management firm to support the logistical arrangement, coordination, and budget management for the implementation of the Improving Diarrhea Treatment Outcomes in Northern Nigeria Project.
Nutrition International is seeking a qualified event management firm to conduct project events as part of the implementation of the Improving Diarrhea Treatment Outcome in Northern Nigerian states of Kano and Sokoto.

2. Background
For 33 years, Nutrition International (NI) has been at the forefront of nutrition, delivering lifesaving micronutrients at scale. Each year, NI reaches millions of children under five with Vitamin A supplements and Zinc/Lo-ORS while also providing Iron and Folic Acid tablets to pregnant women to prevent maternal deaths. These interventions have averted infant deaths, prevented mental impairments, reduced stunting by 10 million cases, and prevented 500,000 cases of anemia among women in Nigeria.
Child survival remains a critical challenge in Nigeria, with nearly one million deaths recorded annually among children under five. Despite efforts to improve child health outcomes, the country continues to experience high rates of preventable morbidity and mortality. The primary causes of child deaths—malaria, pneumonia, diarrhea, neonatal complications, and malnutrition—account for over 75% of under-five mortality cases.
The current under-five mortality rate stands at 110 per 1,000 live births (NDHS 2023-24), reflecting a slow decline but still falling short of the Sustainable Development Goal (SDG 3) target of reducing under-five mortality to 25 per 1,000 live births by 2030. Contributing factors include weak health systems, inadequate access to quality healthcare, low immunization coverage, and socio-economic barriers that delay timely healthcare-seeking behaviour.
To address these challenges, NI Nigeria has implemented various child survival strategies. Given the evolving nature of childhood diseases and treatment protocols, the Ministry of Health, in collaboration with key stakeholders, has developed and launched the Child Survival Action Plan (NSPAN) document and revised the IMCI training materials to align with the latest World Health Organization (WHO) recommendations. NI provides technical and financial support to reduce diarrheal morbidity and mortality in Kano and Sokoto States. NI’s child survival and nutrition care package includes increased provision of Zinc and ORS for diarrhea treatment, health system strengthening support and capacity building for healthcare workers.
Specifically, NI supports national efforts to promote prompt care-seeking behaviours among caregivers of children with diarrhea and adherence to standard treatment protocols (Zinc and low-osmolarity oral rehydration solution [LO-ORS]). NI will engage state actors, including health managers and policymakers, to strengthen the complementary Drug Revolving Fund (DRF) schemes for the sustained availability of essential health commodities like Zinc and LOORS.
Additionally, Targeted technical and financial support will enhance the knowledge, skills, and attitudes of healthcare providers, ensuring the effective implementation of Zinc and LO-ORS interventions and appropriate interpersonal communication for diarrhea management at health facilities and community service points.
The overarching goal is to strengthen health systems by fostering collaboration among stakeholders across sectors to implement effective child health strategies and improve supply chain systems nationally, including in Kano and Sokoto States.
To facilitate this initiative, an event management firm will support the NI Country Office (CO) project team with logistics and administrative processes for workshops. NI will coordinate with national teams to plan activity modalities based on regional and state priorities while mobilizing resources to enhance supply chain systems nationwide.
2.1 Scope of Work:
Under the terms of this Agreement, Nutrition International is seeking to work with an event management firm to ensure effective planning, organization, and execution of events to support the National government team in implementing activities toward achieving the projectspecific objectives and deliverables for the improving diarrhea treatment outcomes in Northern Nigeria in Kano and Sokoto.
2.2 Objectives of the Consultancy
This consultancy is aimed at engaging the services of the firm to coordinate, plan, and execute national workshops as listed in Annex A, in coordination with NI.
Activities:
1. Category One:
a. Quality of Care: Provided both financial support (funding activities and materials) and technical assistance, including advisory, organizational, and facilitation support to SPHCDA for Diarrhea treatment and management implementation:
- Support training of health workers on diarrhea management protocols using IMCI guideline
- Scale-up of DRF facilities in Sokoto State
2. Category Two:
b. Strengthen Health and Supply Chain System: Provided both financial support (funding activities and materials) and technical assistance, including advisory, organizational, and facilitation support to SMOH for Health system strengthening:
- joint state-level supportive supervisory visits to health facilities and community service points in Kano & Sokoto
- Quarterly DRF performance review meeting of DMCSA, HMB & SPCMB(s) in Kano & Sokoto
- Data Quality Assessment in Kano & Sokoto
- Learning visit to pharmaceutical manufacturers and distributors Companies to strengthen the Sokoto state’s drug supply system.
- Data collection on the pricing of DRF commodities against private pharmacy outlets in Kano and Sokoto
3. Key Responsibilities
- Develop a work plan detailing the tasks for each of the proposed activities and the level of effort in collaboration with NI.
- Develop and manage the event planning process within approved timelines and budget.
- Identify suitable venues and conduct site visits to proposed venues.
- Provide oversight on meal provision through vetted and approved vendors.
- Handle all protocols, logistic requirements (including hybrid, if necessary), and payments to vendors/suppliers/resource persons/state program teams.
- Handle all protocols and logistics requirements for participant attendance to events, including travel arrangements, issuing of per diems, and booking of accommodation.
- Set up event venues, including seating and all the necessary visual equipment.
- Produce and provide event documents including agenda, attendance, minutes/report, evaluation forms, and other advertising materials where needed (i.e., banners).
- Compile feedback from event evaluation forms and share with NI.
- Hold state planning meetings with Nutrition International’s team to seek approval on selected venues, vendors, logistics, and meeting documents.
- Any other services as may be required.
4. Deliverables of the Consultancy
In close consultation with NI, the Event Management firm is expected to provide the following deliverables for the event:
- List of proposed meeting venues and vendors (food and accommodations) with quotations from three venues.
- Detailed plans and budgets for proposed events.
- Event reports/minutes, pictures, videos, and signed attendance sheets.
- Compiled evaluation forms.
- Financial reports for proposed events, including signed forms where participants receive funds, and bank transfer receipts for all payments made.
- Invoices/receipts of payments to vendors and participants, including signed forms by each participant in the event they receive funds.
5. Management and Supervision arrangements
- The firm is to be managed and supervised by NI.
- All deliverables will be planned in consultation with NI and the State government.
- Prior approval from NI will be sought for the events’ proposed plans and budgets.
- The selected agency/ consultant will be required to submit venues and vendor quotations at least two weeks prior to the event for approval by NI.
- Prior approval from NI will be sought for the selection of meeting venues and proposed food vendors.
6. Key Specifications for the Event Management Firm
For an event management firm to be considered for this role, it must meet the following criteria:
- A company registered with the Corporate Affairs Commission (CAC).
- Has a Tax Clearance Certificate (at least 3 years).
- Has the capacity and demonstrated experience to coordinate and successfully manage meeting logistics nationwide, particularly in FCT and Bauchi states.
- Has robust financial structures to process payments to third parties, e.g., participants, food vendors, and hotels.
- Can provide at least three references from previous clients.
Submitting the proposal
More than one firm may be engaged on a contract on this implementation.
The firm is expected to submit to NI a 4 to 7-month implementation proposal (ideally not more than ten pages – excluding Annexes, team members’ resumes, previous reports, description of roles, timeline, and the financial proposal), which should have the following outline:
