Background

Accessible Independent Lifestyle Initiative is implementing a Disability Inclusion Project aimed at promoting accessibility, participation, equal opportunities, and inclusion for Persons with Disabilities (PWDs) across targeted communities and institutions. As part of the project implementation, AILI will conduct a facility mapping exercise to assess the accessibility and inclusiveness of selected public and private facilities within the target locations.

The facility mapping exercise will identify physical, communication, attitudinal, and institutional barriers affecting access to services by persons with disabilities and generate evidence-based recommendations for improved disability inclusion.

AILI seeks to engage a qualified Facilitator to coordinate and support the implementation of the facility mapping exercise over a period of four (4) months.

Purpose of the Assignment

The purpose of this assignment is to facilitate and oversee the implementation of a facility mapping exercise aimed at assessing accessibility standards and disability inclusion across selected facilities and service points within the project locations.

The Facilitator will ensure that the exercise is participatory, accurate, inclusive, and aligned with the Discrimination Against Persons with Disabilities (Prohibition) Act, 2018 and other recognized accessibility standards. Objectives of the Assignment

The specific objectives are to:

  • Facilitate the planning and implementation of the facility mapping exercise. 
  • Support the identification and assessment of facilities within target communities. 
  • Train and mentor field teams and volunteers on disability-inclusive assessment approaches. 
  • Ensure data quality and proper documentation during the exercise. 
  • Identify accessibility gaps and barriers affecting persons with disabilities. 
  • Provide recommendations for improving accessibility and disability inclusion.   Produce periodic and final reports on the mapping exercise. 

Scope of Work

The Facilitator shall perform the following responsibilities:

A. Planning and Coordination

  • Participate in project planning and inception meetings. 
  • Develop a detailed activity workplan for the mapping exercise. 
  • Review and adapt assessment tools/checklists where necessary. 

B. Training and Capacity Building

    Facilitate orientation/training sessions for enumerators and volunteers. 
          Build the capacity of field teams on: 

o    Disability inclusion principles 
o       Accessibility standards 
o       Ethical data collection 
o    Use of facility assessment tools 
o       Safeguarding and confidentiality 

C. Field Facilitation and Supervision

  • Coordinate facility mapping activities across target locations. 
  • Supervise field data collection processes. 
  • Conduct routine quality assurance checks. 
  • Ensure proper engagement of persons with disabilities and community stakeholders.   Provide technical guidance and support to field teams. 

D. Documentation and Reporting

  • Compile and validate assessment findings. 
  • Prepare monthly progress reports. 
  • Document key challenges, lessons learned, and best practices. 
  • Develop a final comprehensive facility mapping report with recommendations. 

Expected Deliverables

The Facilitator is expected to provide the following deliverables:

  1. Detailed workplan and implementation schedule. 
  2. Adapted facility mapping tools/checklists. 
  3. Training/orientation report. 
  4. Monthly activity progress reports. 
  5. Cleaned and validated mapping data. 
  6. Documentation of accessibility findings and identified gaps. 
  7. Final facility mapping report containing: 
  8. Key findings 
  9. Accessibility barriers identified 
  10. Recommendations for improvement 
  11. Photographic evidence where applicable 

    Duration of Assignment

The assignment will be conducted over a period of four (4) months.

Payment and Logistics

The Facilitator will receive a monthly remuneration of ₦50,000 throughout the duration of the assignment, subject to satisfactory performance and submission of agreed deliverables.

Any additional field logistics or operational support will be determined by Accessible Independent Lifestyle Initiative in line with project resources and organizational policies.

Required Qualifications and Experience

The ideal candidate should possess:

  • A minimum of Bachelor’s Degree in Social Sciences, Development Studies, Public Health, Disability Studies, Urban Planning, Architecture, or related fields. 
  • At least 2–3 years of relevant experience in assessments, community mapping, disability inclusion, or humanitarian/development programming. 
  • Good understanding of disability inclusion and accessibility standards. 
  • Experience facilitating trainings and supervising field activities. 
  • Strong communication, coordination, and report writing skills. 
  • Knowledge of digital data collection platforms such as KoboToolbox or ODK is an added advantage. 
  • Experience working with Organizations of Persons with Disabilities (OPDs) is desirable. 

Reporting Line

The Facilitator will report directly to the Project Manager/Program Coordinator of Accessible Independent Lifestyle Initiative and work closely with the project implementation team.

Ethical Considerations

The Facilitator must:

  • Maintain confidentiality of all collected information. 
  • Obtain informed consent from respondents where necessary. 
  • Respect the dignity, rights, and participation of persons with disabilities.   Adhere to AILI safeguarding and protection policies.
