Key Responsibilities
- Lead implementation of Integrated Facility & Workforce Systems (Workstream 2) and Biometric Attendance (Workstream 3) in Kano and Kaduna, ensuring governance-first, validation-before-rollout, and state-owned implementation.
- Translate workstream strategies into coherent, state-level workplans that sequence registry integration ahead of biometric deployment.
- Oversee biometric readiness assessments, including stakeholder engagement, infrastructure and connectivity reviews, payroll alignment, and workforce data verification.
- Support establishment and strengthening of governance structures linking biometric
systems with integrated registry platforms.
- Coordinate stakeholders across health, finance, ICT, registry, and digital health partners to ensure integrated system design.
- Lead system-design workshops on biometric modalities, data architecture, exception management, and interoperability with payroll, HRHMIS, HEFA, and registry systems.
- Guide development of SOPs, workflows, enforcement mechanisms, and communication strategies.
- Design and manage phased pilots in Kaduna and Kano, ensuring learning-oriented rollout and scale-up.
- Provide on-the-ground technical advisory support during implementation, monitoring data quality, interoperability, and issue resolution.
- Facilitate regular review meetings and cross-state learning forums.
- Support institutional capacity building through training, job aids, and support structures.
- Synthesize progress, risks, and lessons learned into internal updates and donor reports.
- Uphold HCMF’s role as a technical adviser and governance partner, ensuring state ownership and sustainability.
- Carry out other tasks as assigned by the supervisor.
Education and Experience Requirements
- Master’s degree in Public Health, Health Informatics, Information Systems, Digital Health, Development Studies, or a related field.
- Minimum of 7 years’ experience in health systems strengthening, digital health, public- sector reform, or donor-funded programs.
- Proven experience implementing biometric systems, workforce registries, or large-scale digital health platforms in government settings.
