The scope of work (SOW) sets forth the services to be provided by the Program Specialist to Technical Advice Connect LTD/GTE (TAConnect), a non-profit organization registered and based in Nigeria, with the mandate to strengthen health system and quality of service delivery.
Job Description
The Program Specialist will provide overall leadership, coordination, and oversight for the design, implementation, and monitoring of assigned programs. The role ensures high-quality program delivery, effective stakeholder engagement, and compliance with donor and organizational requirements.
The Program Specialist will oversee technical and operational teams, drive adaptive program management, and serve as the primary focal point for government, partners, and donors within their portfolio. He/She will also ensure adherence to TAConnects’ policies and donor regulations in the states.
The position requires a strong background in health systems strengthening, maternal and newborn health (MNH), reproductive, maternal, newborn, child, and adolescent health (RMNCAH), or infectious disease programs.
Principal Duties and Responsibilities (Essential Functions):
- Support planning, execution, and management of program activities in alignment with strategic objectives, donor requirements, and organizational priorities.
- Coordinate development and implementation of annual workplans, budgets, and performance frameworks.
- Ensure timely delivery of outputs, quality control, and adherence to technical standards.
- Drive integration of innovations such as digital health solutions, mentorship models, and quality improvement initiatives.
- Manage program budgets, ensuring cost-effectiveness, transparency, and compliance with donor and organizational policies.
- Support program procurement, logistics, and administrative functions.
- Ensure timely submission of high-quality reports (financial, technical, and programmatic
- Supervise program teams to ensure effective implementation of evidence-based interventions.
- Monitor implementation of program innovations and adapt strategies based on evidence and lessons learned.
- Represent the organization in partner coordination forums.
- Build and maintain strategic partnerships with government, donors, NGOs, and community stakeholders.
- Support advocacy for state and national policy integration of program interventions.
Job Qualifications
- Bachelor’s degree in Public Health, Health Systems Management, Development Studies, or a related field. Master’s degree Public Health is added advantage.
- Minimum of 5 years experience in program management for health or development programs, including donor-funded initiatives.
- Demonstrated expertise in program management.
- Proven leadership and people management skills, with ability to manage diverse, multidisciplinary teams.
- Experience working with government at national and state levels in Nigeria or Sub-Saharan Africa.
- Strong communication, negotiation, and stakeholder management skills.
- Proficiency in Microsoft Office, project management tools, and familiarity with DHIS2 or other health information systems.

Supervision
The Program Specialist will report directly to the Program Manager.
Working Conditions/Duration of Assignment
This is a full-time position, based in Abuja, Nigeria, with frequent travel to project sites.
