Job Title: Program Manager – Sustainable Procurement & Climate Resilience

Job Purpose
PPDC is seeking a dynamic and experienced Program Manager – Sustainable Procurement & Climate Resilience to lead and scale initiatives that integrate environmental, social, and climate-resilient principles into Nigeria’s public procurement systems. The successful candidate will drive policy reforms, support implementation, build partnerships, and mobilize funding to ensure that Nigeria’s procurement processes contribute meaningfully to climate action, sustainable development, and inclusive governance.
This role is central to PPDC’s mission to advance open contracting, public sector transparency, and citizen participation, while responding to the pressing challenges of climate change and resource degradation.
Key Responsibilities
1. Policy Development & Integration
- Develop and institutionalize climate-smart, circular, and socially inclusive public procurement frameworks.
- Align all procurement-related interventions with Nigeria’s:
- Nationally Determined Contributions (NDCs),
- Net Zero by 2060 commitment,
- Climate Change Act, and
- relevant Sustainable Development Goals (SDGs).
- Develop policy briefs, tools, and checklists that enable MDAs and state governments to integrate climate and sustainability considerations into procurement planning, bidding, and contract execution.
2. Stakeholder Engagement & Strategic Collaboration
- Cultivate strong working relationships with federal and state agencies, especially:
- Ministry of Environment,
- Ministry of Finance,
- Budget and National Planning Commission,
- State Bureaus of Public Procurement,
- Climate change departments and environmental units within MDAs.
- Build and maintain strategic partnerships with:
- Civil Society Organizations (CSOs),
- NGOs,
- Community-Based Organizations (CBOs), and
- Academic institutions working in climate, procurement, or governance.
- Facilitate multi-stakeholder dialogues and coalitions to influence policy and practice around green and climate-resilient procurement.
- Serve as the focal point for public-private partnerships that can advance innovative, sustainable procurement solutions.
3. Fundraising & Donor Engagement
- Identify and pursue funding opportunities (grants, partnerships, contracts) in alignment with PPDC’s climate and sustainability agenda.
- Lead or contribute to the development of concept notes, proposals, donor presentations, and strategic pitch documents.
- Develop and maintain relationships with bilateral and multilateral funders, philanthropic organizations, climate finance institutions, and development agencies.
- Track donor priorities and funding trends in sustainable development, climate action, and circular economy to inform PPDC’s program pipeline.
4. Capacity Building & Implementation Support
- Design and roll out training for procurement officers, policy actors, CSOs, and vendors on:
- Green procurement criteria,
- Climate risk assessment,
- Life cycle costing, and
- Circular economy practices.
- Provide tailored technical support to state procurement units and implementing agencies to integrate and operationalize green procurement procedures.
- Build the capacity of CSOs and grassroots actors to monitor and advocate for climate-resilient procurement processes.
5. Monitoring, Evaluation & Reporting
- Establish robust M&E systems to track the environmental, economic, and social outcomes of sustainable procurement initiatives.
- Collect and analyze data on emissions reductions, energy savings, sustainable product use, and supplier compliance.
- Generate high-quality program reports, case studies, policy papers, and learning products to inform strategy and donor engagement.
6. Implementation of Climate-Smart Procurement Practices
- Promote the use of:
- Energy-efficient and low-emission products,
- Eco-labeled and recyclable goods,
- Sustainable construction and infrastructure materials,
- Ethical and socially inclusive supply chains.
- Support pilot projects in key sectors (e.g. health, education, transport, public buildings) that demonstrate climate-smart procurement practices.
- Promote local procurement from green and women-led SMEs to boost inclusive local economic development.
7. Thematic & Sectoral Focus
- Drive climate-smart procurement strategies in:
- Public administration (e.g., reducing carbon footprint of government facilities),
- Sustainable agriculture (e.g., procurement of climate-smart farming tools),
- Forestry and natural resource management (e.g., certified wood, afforestation-linked contracting),
- Waste and water management services.
Qualifications & Experience
- Master’s degree in Environmental Policy, Sustainable Development, Public Procurement, Climate Studies, Public Administration, or a related field.
- At least 6–8 years of experience in program management, preferably in public procurement reform, climate governance, or sustainable development.
- Proven track record in fundraising, donor engagement, or resource mobilization for governance or climate-related programs.
- Strong understanding of Nigeria’s procurement regulatory framework and climate policy architecture.
- Experience working with government, civil society, and international partners on reform-oriented programs.
Key Skills & Competencies
- Strong program design, implementation, and reporting skills.
- Deep knowledge of climate change adaptation and mitigation strategies in procurement.
- Fundraising acumen and donor relationship management skills.
- Excellent written and verbal communication skills, including proposal writing and advocacy.

Work Environment
- Based in Abuja with occasional travel to project sites across Nigeria.
- Reports to the Director of Programs, and works closely with the Monitoring & Evaluation, Legal Reform, Procurement Transparency, and Climate Justice teams.
- Regular interaction with external stakeholders including donors, MDAs, civil society, and media partners.
