Job Purpose
PPDC is seeking a highly skilled and motivated Program Manager – Health to lead the design, coordination, and implementation of its health-focused programs. This role is central to PPDC’s mission to promote public health transparency, innovation, accountability, and citizen participation in Nigeria’s health sector. The Program Manager will drive impactful, multi-sectoral initiatives that improve service delivery, support health system reform, and foster collaboration with key stakeholders such as State Ministries of Health (SMoHs), UBEC, National Health Insurance Authority (NHIA), and relevant civil society organizations, development partners, and donors.
The ideal candidate is passionate about transforming health systems through innovation, evidence, and public participation, with the ability to manage complex stakeholder ecosystems and lead multidisciplinary teams.
Key Responsibilities
Programme Leadership & Management
- Design, develop, and lead the implementation of PPDC’s health programs focused on transparency, citizen engagement, and systems strengthening.
- Ensure alignment of all health initiatives with PPDC’s strategic objectives and national health policies.
- Develop project documentation (e.g., workplans, budgets, Gantt charts, risk assessments) and ensure adherence to timelines and deliverables.
- Collaborate with cross-functional teams (e.g., Open Contracting, Civic Tech, Procurement Monitoring) for integrated delivery.
Stakeholder Engagement & Multi-Sectoral Collaboration
- Build and sustain strategic relationships with:
- State Ministries of Health (SMoHs) for primary and secondary health interventions.
- Ministry of Finance, Budget and National Planning on health budgeting and financing.
- Ministry of Education on school-based health programs.
- Ministry of Environment on WASH and environmental health accountability.
- Ministry of Women Affairs and Social Development on maternal and adolescent health and GBV prevention.
- National Orientation Agency (NOA) for health awareness campaigns.
- Office of the Vice President, National Assembly Committees on Health, and other policy actors.
- Serve as liaison with development partners, donors, and civil society on health program initiatives and reforms.
- Represent PPDC in national and subnational coordination platforms, health sector reviews, and donor roundtables.
Monitoring, Evaluation, & Learning (MEL)
- Co-develop and operationalize MEL frameworks for health programs to track KPIs, outcomes, and value-for-money.
- Lead periodic reviews, data analysis, and synthesis of program evidence for adaptive learning.
- Produce timely progress reports, learning briefs, and impact stories for donors, government partners, and the public.
- Ensure that insights from program monitoring inform future strategies and stakeholder advocacy.
Innovation & Strategic Development
- Champion innovative approaches (e.g., civic tech, open contracting, digital health tools) to drive transparency and participation in the health sector.
- Stay abreast of emerging trends, technologies, and policies in global and African health governance and service delivery.
- Contribute to the development of new project ideas, pilots, and partnerships that deepen PPDC’s impact in the health space.
- Support the development of community-led innovations and citizen feedback mechanisms.
Team Management & Capacity Building
- Lead and mentor a team of program officers, consultants, volunteers, and state-based coordinators.
- Provide structured feedback, coaching, and learning opportunities for team members.
- Promote a collaborative and inclusive work culture anchored in integrity, openness, and performance.
Research, Learning & Thought Leadership
- Lead or contribute to research and publications on health systems, public financing, social accountability, and service delivery.
- Draft blogs, articles, and policy briefs in collaboration with the Communications team to showcase program insights.
- Represent PPDC in knowledge-sharing events and contribute to building its profile as a thought leader in health sector governance.
New Opportunities & Strategic Partnerships
- Identify new funding opportunities, partnerships, and institutional donors aligned with PPDC’s health objectives.
- Support proposal development (concept notes, grant applications, EOIs), particularly in collaboration with development partners.
- Conduct donor and stakeholder mapping to expand the organization’s visibility and long-term sustainability.
- Lead the conceptualization of new initiatives that scale PPDC’s innovations and deepen policy influence in health.
Education & Experience
- Bachelor’s or Master’s degree in Health Policy, Development Studies, or a related field.
- At least 5–7 years of experience managing health programs with demonstrated success in cross-sectoral collaboration and systems-level reform.
- Experience engaging with health stakeholders such as SMoHs, NHIA, NPHCDA, UBEC, and civil society coalitions.
- Demonstrated ability to work across disciplines, drive innovation, and manage donor-funded projects.
Skills & Competencies
- Strong leadership and project management skills, including government budgeting, planning, and reporting.
- Deep knowledge of Nigeria’s health policy landscape, governance frameworks, and primary healthcare system.
- Excellent stakeholder engagement, negotiation, and public communication skills.
- Demonstrated experience with MEL tools, data analysis, and translating evidence into strategy.
- Proficiency in MS Office Suite and collaborative project management tools.
- Ability to work independently and collaboratively in a fast-paced environment.
Work Environment
- Based in Abuja with frequent travel to project states and LGAs.
- May require evening or weekend engagements depending on program timelines or national events.
